The commission was recommended by the organizers of Beyond Apology, a community-led effort to educate Tulsans on what reparations for the Race Massacre could look like and gather their perspectives.

The city councilors colleagues were subpoenaed to testify before the Oklahoma Board of Bar Examiners. The denial was based in part on the concerns they shared, including "using the law for revenge and publicity."
