It would be the urban areas applying to the state with the criteria we build into the authorizing language setting aside specific funding would make those as part of the requirements the state would have to fund so what we would do is still identify the hazard analysis. The areas and types of activities and capabilities they would need to build in that area but it would give the state the ability to make those allocations. Part of this was welding this more collaborative so we have local jurisdictions in the state working together to come up with these final allocations and recommendations using criteria to drive that decision decision. Ike send us a little bit confused with respect to the communities and you have expanded it once again as i stated in my opening remarks to 39 communities so are you saying that those are the 39 communities that would be eligible to apply to states that others would not be . A place you can navigate which means travelling in water. But when there is no water, how can it be navigable . How long would it take a community to go through the individual permitting process . This rule doesnt impact the permit process. In fact, we think it causes certainty to decrease the amount of time you question as to
Consolidating a number of Homeland Security Grant Programs and a new National Preparedness Grant Program. Im pleased that fema has finally submitted a legislative proposal with this years request. As our subcommittee continues to review the proposal, we have a few questions about it. Im interested to learn about the many aspects of the proposal and how it will be implemented. Ive questions about the sustainment and competitive and how these funds will be allocated to states. The high risk areas and transport agencies. I have concerns about the 25 setaside. States and local prevention activities including the sustainment of the National Network have played a vital role the purpose of these grants as detailed in the 9 11 act are for preventing and preparing for acts of terrorism. Im hoping youll be able to provide us with greater clarity on this proposal and other questions as we have related to the mpg proposal. I look forward to working with my fellow subcommittee and full Committee Me
