"What we can do for the initial push is to formulate key measures aimed at ensuring the optimum operationalization of the upcoming MCB," del Rosario said in a statement on Tuesday. "Providing compensation to victims of the Marawi siege will also allow private individuals to rebuild not only their properties but, more importantly, their lives in general." Del Rosario called for an executive committee meeting on Monday to discuss the preparation and processes in determining beneficiaries or claimants and identification of destroyed or damaged properties during the five-month-long conflict between government forces and terrorist groups. "We must fast-track our efforts in finalizing the formation of the MCB. It is part of our mandate and responsibility to give just compensation to our Maranao brothers and sisters who lost their lives, were displaced, and incurred property damage during the siege," del Rosario told the committee. Marawi marks Week of Peace with biz assembly, trade fair

CAGAYAN DE ORO CITY - A business conference and trade fair will highlight this year's Marawi Week of Peace on May 17-23, as part of the city's recovery initiatives five years after the siege. In a statement Monday, Task Force Bangon Marawi (TFBM) said it will lead the weeklong event along with its member line agencies, local government units, and development partners. TFBM Field Office Manager, Assistant Secretary Felix Castro Jr. said other than the importance of peace in achieving prosperity and progress, the event will exhibit local products and cuisine. "We do this every year to remind us how war can cause destruction and damage to people and properties and to make us take to heart the importance of peace," Castro said. The Marawi Week of Peace was launched in 2018 with the theme "Peace Starts With Us: Give, Work, and Share," to boost social cohesion among stakeholders via collaborative activities. This year, the weeklong commemoration will kick off with a business conference and trade fair to support local micro, small, and medium enterprises to be led by internally displaced persons. There will also be a one-stop-shop business registration and other free services for personal care. Medical services will also be provided on May 17-20 while free architectural designs will be offered for homeowners from the most affected area (MMA) of Marawi on May 17-19. Other completed infrastructure projects will also be inaugurated such as the Sarimanok Sports Stadium, Marawi Convention Center, School of Living Tradition, Marawi Museum, Rizal Park, Ramadan mosque, barangay complexes, and road infrastructure inside the MAA. A series of peace dialogues with women, youth, hostage survivors, and former extremists and rebels will also be held, as well as training on entrepreneurship, product development, and skills training. Permanent shelters in Barangays Gadongan and Patani are also set to be turned over to identified beneficiaries. Meanwhile, following his proclamation to serve as the local chief executive of Marawi City for the third term, Mayor Majul Gandamra said he will prioritize the return of his IDP constituents to the "ground zero." "Although some sectors have already returned. But my wish is that within my term or in less than one year, all our people will be able to return to ground zero," Gandamra said. Marawi rehab non-stop amid Ramadan, elections

(Photo courtesy of DHSUD) MANILA - The Task Force Bangon Marawi (TFBM) will continue the massive rehabilitation in Marawi City amid the observance of Ramadan and election activities. On Friday, TFBM chief and Department of Human Settlements and Urban Development (DHUSD) Secretary Eduardo del Rosario reported the completion of the construction of four barangay (village) complexes in Bangolo, East Marinaut, Dansalan, and Lumbac Madaya, all located in the city's most affected area (MAA). The finished works brought to 13 the village complexes, equipped with a health center and a madrasah (Islamic school), already completed by the TFBM. "We remain on track to complete a substantial number of the infrastructure projects by the end of the term of President Rodrigo Duterte. As you can see, reconstruction works are continuing. Some implementing agencies even increased the number of workers to finish their projects within the timeline," del Rosario said in a statement. "Even in the election period, you will see the construction is ongoing," he added. Del Rosario said the project symbolizes the Duterte administration's "strong commitment" to assist and rebuild the lives of the victims of the infamous 2017 Marawi siege. "With facilities like these, the public is assured of quality service from local government officials," he added. "This is part of good governance na masasabi natin dahil magkakaroon ng belonging ang barangay, ang leadership ng barangay (that we can because the leadership of the Barangay) will be given right authority." Del Rosario noted that barangay chairpersons converted their own houses into offices to cater to the needs of their constituents. "The new barangay halls are part of the three main objectives of the Marawi rehabilitation: to serve as a catalyst for growth and development, become a model of good governance, and promote a peaceful environment," he said. A permanent shelter project site composed of 438 two-bedroom housing units is also slated to be awarded to beneficiaries next month in a time for the observance of Marawi Week of Peace and commemoration of the start of the siege between government forces and terrorists allied with the Islamic State. Among the projects now in the final stages of completion are Rizal Park, School of Living Traditions, Marawi Museum, Marawi Peace Park, the 4,000-seat Sarimanok Sports Stadium, Marawi Convention Center, and Grand Padian Market. Marawi rehab under Duterte admin 'template for good governance'

Del Rosario cited the effective cooperation among implementing agencies, Marawi local government unit, as well as the private sector, non-governmental organizations, and civil society partners throughout the rebuilding processes. "Marawi City is close to finally getting back, if not surpassing, its former glory as the massive government-led rehabilitation now heads into the homestretch," del Rosario recently told the Philippine News Agency via e-mail when asked on the Duterte administration's accomplishments. Despite the challenges posed by the Covid-19 pandemic and the occasional inclement weather, del Rosario said the TFBM and its 56 implementing agencies will ensure all physical infrastructure projects and social-healing programs for Maranaos will be almost completed before President Rodrigo Duterte steps down on June 30. "We remain on track to complete the rehabilitation by about 95 percent this June and will finish all the remaining projects by December this year. We must continue relying on our efficiency and desire to restore Marawi back to its former glory," del Rosario said. Accomplishments With the physical constructions that went full blast in July 2021, the TFBM was able to inaugurate a series of transcentral roads, bridges, community facilities, health centers, mosques, and permanent housing units within the Marawi City's most affected area (MAA) and less affected area (LAA). To date, the TFBM has completed the construction of 28 kilometers of transcentral roads across Marawi as well as the repair of four major bridges in barangays Mapandi, Banggolo, Lilod-Guimba, and Agus III that were destroyed during the 2017 siege. In LAA, the TFBM finished the construction of the Philippine National Police's community action center; two fire stations; corn processing facility; solid waste management building equipped with motorpool and overhauling area; solid waste powerhouse facility with generator set; central material recovery facility; Barangay Rorogagus health station with medical equipment and supplies; and the 1,500-meter linear fence of Mindanao State University-Marawi. In MAA, the TFBM has inaugurated the maritime post of the Armed Forces of the Philippines and a sub-station of the Bureau of Fire Protection. Likewise completed is the development of seven barangay complexes in the villages of Tolali, Datu Naga, Datu sa Dansalan, West Marinaut, Moncado Kadingilan, Raya Madaya 1, and Lilod Madaya, each with a health clinic and madrasah (Islamic school). ONGOING. On this site will rise the two-story Marawi City Health Unit that is targeted for completion by April 2022. It is located inside the Marawi City Hall Complex, funded by the Urban Climate Change Resilience Trust Fund, and administered by the Asian Development Bank (Photo courtesy of ADB/DOH) Seventeen more village complexes inside MAA, which is divided into nine sectors, are in various stages of construction. The restorations of power and water connection systems in MAA's sectors 1 to 3 are likewise done. Rehabilitation efforts reached the city's neighboring Butig municipality with the setting up of a solar-powered irrigation system. For the social healing of affected residents, the TFBM prioritized the repair of six mosques -- Grand Mosque, Masjid Disomangcop, Masjid Darussalam, White Mosque, Marinaut Mosque, and Macaorao Mosque. The repair of the Bato Ali Dansalan Mosque and other mosques is ongoing while the Lake Lanao Promenade, Marawi city command center, Torogan or the ancestral home for Marawi's elite families, and a solar-powered irrigation system are now in the final stages of completion. Macaorao Mosque in Barangay Tolali (TFBM photo) A total of 4,916 transitory shelters in the villages of Rorogagus, Boganga, Sagonsongan, and Dulay have initially accommodated internally displaced persons (IDPs) during the TFBM's debris management efforts. In partnership with the National Housing Authority, Social Housing Finance Corporation and United Nations-Habitat, 940 out of 2,700 permanent housing units constructed in the villages of Kilala, Gadongan, Dulay West, Dulay Proper, and Patani were awarded to IDPs formerly residing along danger zones in Marawi City. All permanent relocation sites in subdivision-like communities will be finished before June 30, del Rosario said. Also, recently inaugurated are the traffic control center in Barangay Datu Naga and a four-story school building in Barangay Moncado Kadingilan. The TFBM said these accomplishments are on top of the health, social welfare, educational, and livelihood assistance initially provided to affected Maranaos. LEARNING SITE. (Photo courtesy of TFBM) Finishing touches The task force is set to inaugurate the city's Peace Memorial and Rizal Park; the Marawi Museum; School of Living Traditions; mall-like Grand Padian Market; Sarimanok Sports Complex; and the Marawi Convention Center to coincide with the Marawi Week of Peace that is celebrated May yearly. "With these projects, Marawi is on track to become one of the country's top tourist attractions and sports venues," del Rosario said. Duterte earlier commended the TFBM and its 56 implementing agencies for a "job well done" in rehabilitating Marawi City. The President also cited the crucial roles of the TFBM in helping the IDPs to recover and in restoring the damaged properties as well as revitalizing disrupted socio-economic activities in the city. "You have stayed true to your commitment as agents of progress and catalyst for change," Duterte said. All permanent relocation sites will be finished before the end of the Duterte administration on June 30, assured TFBM chairperson and housing czar Eduardo del Rosario in a statement. Of the more than 2,700 permanent shelters for IDPs, 940 units have been completed, with the remaining ones in various stages of completion and slated to be awarded until the second quarter this year. The communities were jointly developed by the National Housing Authority, Social Housing Finance Corporation, and United Nations-Habitat for the victims of the five-month siege in 2017 between government forces and the Daesh-inspired Maute terrorist group. "Makikita ninyo na mas maganda pa ito sa mga ibang socialized housing subdivision na pinapagawa ng mga private developer sa Luzon (You would see that this is better than the other socialized housing subdivision being constructed by private developers in Luzon)," said del Rosario, who recently graced the turnover of 250 housing units to IDPs. The resettlement sites have wide roads, drainage system, water facilities, and power supply. Del Rosario also announced that various major public infrastructure projects along the city's Lake Lanao will be inaugurated in May, coinciding with the fifth-year commemoration of the start of the armed conflict and the annual Marawi Week of Peace. Among the facilities that will be inaugurated are the Peace Memorial, Rizal Park, Marawi Museum, School of Living Traditions, the mall-like Grand Padian Market, Sarimanok Sports Complex, and Marawi Convention Center. Del Rosario said the rehabilitation efforts in collaboration with the Marawi local government unit and the private sector succeeded despite facing numerous challenges such as inclement weather and the prevailing health crisis. "I would like to inform the public that I am very satisfied with the progress of the rehabilitation. TFBM Chairman and housing czar, Secretary Eduardo del Rosario, said the latest rehabilitation project showed that the government efforts to push normalcy in the city are "still on track." The construction of permanent houses on a subdivision-like development in Barangay Gadongan, equipped with power and water facilities, was jointly undertaken by the National Housing Authority, international organization United Nation-Habitat and the Marawi City government. "This is another solid proof of our commitment to bring back better Marawi and more resilient Maranaws. New homes, fresh starts for our brother and sister Maranaws," said del Rosario, who also heads the Department of Human Settlements and Urban Development (DHSUD). "This is also in pursuit of our principle considering shelter as a right of every Filipino family and it is our responsibility to capacitate them, especially the underprivileged and in this case the IDPs (internally displaced persons), to have access to decent housing is resilient and sustainable communities, " he added. Del Rosario also led the inauguration of several public infrastructures as part of the rehabilitation efforts in the war-torn Marawi City. The TFBM, composed of 56 implementing agencies, turnover other infrastructure projects including Traffic Control Center in Brgy. Datu Naga and a four-story school building in Brgy. Also inaugurated is the repaired Macaorao Mosque, the sixth Islamic worship house refurbished by the task force through financial assistance from various donors. TFBM is nearing the completion of an ongoing permanent housing project site in Brgy. Patani and the Lanao Del Sur Electric Cooperative Inc.'s power sub-station in the city. Marawi residents rebuild homes amid gov't rehab efforts

(Photo courtesy of DHSUD) MANILA - Building permits have been released to 865 internally displaced families in Marawi City, allowing them to start the reconstruction of their war-torn houses inside the most devastated area, Task Force Bangon Marawi (TFBM) reported on Friday. Department of Human Settlements and Urban Development Secretary Eduardo del Rosario, the TFBM chairperson, said 2,418 families from Sectors 1 to 7, composed of 15 villages, applied for building permits. "They are ready to have their houses constructed provided they have the final requirements. So, everything is moving forward and we are optimistic that we can reach our target very soon," he said in a statement Friday. Del Rosario lauded the TFBM's implementing agencies for their massive rehabilitation efforts in the area, despite going through various challengescaused by the pandemic and inclement weather. "I can see that all the implementing agencies are doing their part, and with the updates given to me on Wednesday, everything is going smooth," he said. Del Rosario said the government is fast-tracking all projects to meet at least 95 percent of its target before the end of President Rodrigo Duterte's term. "Most projects will be completed by June 30, 2022. But of course, there are some projects that will have to be completed by the end of the year. But I am confident that all these projects, maybe 90 (percent) to 95 percent, will be completed but a few projects will continue," he added. During his visit to Marawi City on Thursday, del Rosario graced the inauguration of the Agus 3 Pumping Bridge and the Lilod Madaya Barangay Complex. He also inspected the construction of a 15-hectare sanitary landfill. Construction is in full blast at the Sarimanok Sports Complex, Marawi Convention Center, Grand Padian Market with ice plant, and Lake Lanao Promenade. Already in their final stages of completion are the Peace Memorial, Marawi Museum, and School of Living Traditions at Rizal Park. Government forces overthrew the Islamic State-affiliated terrorists in what is now widely known as the Marawi Siege of 2017 but it flattened the city and left thousands homeless. (PNA) }
