On June 24, SB7 was passed by the House. The passage of SS1 for SB7 in Delaware’s House of Representatives signifies a significant setback for recently accomplished criminal justice reform measures. These laws were passed because of the heroic and persistent efforts of equal-justice-for-all stalwarts, like the Hon. J.J. Johnson and Sen. Margaret Rose Henry. They led the effort to reform Delaware’s flawed bail system that inherently discriminated against the poorer minority population. They led the charge to address the crisis of prison overpopulation and reestablish a fairer system of due process for the innocent. It was the result of many years and countless hours of effort on their part. The passage of SB7 marked a new low-water mark for the presumption of innocence and signaled the potential for a widening of the gap between the haves and the have-nots as regards equal justice.

The Delaware State Chamber of Commerce presented the Hon. Margaret Rose Henry, a former Delaware senator, with the Dick DiSabatino Award at its 184th annual dinner Jan. 11. The event, held virtually, was attended by nearly 800 elected officials and business and community leaders.
The Dick DiSabatino Award, named for former chamber Chairman Richard DiSabatino Sr., was established in the mid-1990s to recognize significant contributions that shape opinion and public policy in the state of Delaware.
The rare honor was last presented in 2019 to the Hon. Joseph G. DiPinto, former state representative. The award was given in 2013 to John H. Taylor Jr., executive director of the Delaware Public Policy Institute.

The Dick DiSabatino Award, named for former DSCC Chairman Richard DiSabatino Sr., was established in the mid-1990s to recognize contributions to shape opinion and public policy in Delaware. The rarely given honor was last presented in 2019 to Joseph G. DiPinto, a former state representative. Prior to that, the award was given in 2013 to John H. Taylor Jr., executive director of the Delaware Public Policy Institute (DPPI).
“She has made such contributions to our state in so many different ways and affecting so many different populations,” U.S. Representative Lisa Blunt Rochester said of Henry, who is known for her commitment to public service with an emphasis on working to improve the lives of women, children, families, and the elderly.
