St. Mary businessman, Hanan Huang, was fined more than $4.6 million on Wednesday for breaching the Building Act.
Mr. Huang pleaded guilty to constructing a four storey building in Highgate, St. Mary, without a permit.
Mr. Huang s attorney, Romar Dallas, said his client had completed all his paper work but did not yet receive a permit from the municipal corporation.
If you are charged for having no driver s licence, you cannot say to the judge that you had applied. It s either put up or shut up. So we could not produce that permit so he had no choice, Mr. Dallas admitted.
