ALBUQUERQUE, N.M. — Proposed regulations made to New Mexico’s tax code set to start this July may significantly change the way some businesses report Gross Receipts Tax. Starting July 1, the state is moving to a “destination-based sourcing” method of taxation that taxes goods and services at the rate of the location where the goods and services are delivered. “The proposed regulations are needed to administer changes mandated by a 2019 law,” Taxation and Revenue spokesman Charlie Moore said. A hearing on the proposed regulations to administer the change to destination-based sourcing is scheduled for later this month. ................................................................ “The purpose of adopting the destination sourcing is to put out-of-state sellers, who don’t have a physical presence in the state, on equal footing with in-state sellers,” Taxation and Revenue policy director Mark Chaiken said in an interview last week.
