As cold weather approaches, homeless advocates are ramping up outreach efforts in Cleveland while others are warning of the long-term effects of tent encampments.

Officials chose the roughly 260,000-square-foot building, a onetime garment factory and recent artists' enclave that looms over the Inner Belt, after soliciting proposals from developers, property owners and real estate brokers.
Built for The Plain Dealer newspaper, the 235,000-square-foot building opened in 2001 at the eastern edge of downtown Cleveland. Now a busy Solon-based developer plans to market the largely empty space as multi-tenant offices or a corporate headquarters site.
