The Waukegan City Council unanimously approved a $60,000 contract with Jensen Hughes, Inc., Monday at City Hall allowing an outside look at the juvenile interrogation policies of the city police department, and specifically the Feb. 16 arrest of Martell Williams.
Charges against 15-year-old Martell Williams were dropped after his family provided evidence he was playing in a high school basketball game the evening of the incident at a city 20 miles away.
