get the word out as quickly as we could. >> reporter: you feel like that should have been a quicker response to the public? >> the nature of flaring event is we had to determine what was happening and make sure that we got accurate information out. >> one thing history has proven to us is that chevron cannot be trusted, that we need to have independent investigations, not investigations conducted by chevron to tell us what really happened, what was really emitted. >> reporter: now, the bay area air quality management group says they will be investigating. veronica, one of the issues out here is that they have monitors to test how much pollutants got into the public. but not everyone in the community here believes those monitors are adequate enough. >> lots of people nervous. thank you. memories still fresh of a major incident at the same chevron refinery in 2012. a major fire sent thick, black smoke into the air. 15,000 people went to the hospital with respiratory problems. chevron was cited for several safety violations and paid nearly $2 million in fines. a scene in san jose disrupted the morning routine. heavily armed s.w.a.t. closed off a 2 block radius door to door in search of a gunman after a shooting at 5 a.m. on the 1700 block of southwest expressway. three nearby schools blackford, valley christian elementary school, and del mar high school all had to be forced into lockdown. it happened at a chaotic time when parents were dropping off the kids in the morning. some parents turned around and took their children home. >> they got it all blocked off everywhere. i just wanted to make sure my kids are safe. >> i'll feel more secure and take them home. >> after two hours the search was called off. school lockdowns were lifted. the shooter slipped away without a trace. investigators say they are following up on some leads to track him down. in the middle of all that, an suv plowed into blackford elementary school. one of the schools that was locked down. the driver had a seizure while going through the drop-off. a child inside the car had minor injuries. the driver was taken to the hospital. another bay area county declaring a state of emergency in the wake of our storms. today san mateo county estimated damage at more than $3 million. earlier marin county reported damage estimates at a million dollars. sonoma county has also declared an emergency with damage at $17 million. the declarations mean the counties can apply for state and federal aid to help with repairs. in the north bay the rain was too much for valley ford and bloomfield roads in sonoma county. floodwaters stopped this white vw in its tracks. four people were stuck inside. cal fire called out a jet ski to rescue everyone inside. they had to climb out of a car window and carefully get on to the jet ski before making it back to dry land. >> i was waiting on other folks to come out and get me and it was really great to see how organized the operation was and i appreciate all these young gentlemen coming out to get me to safety. >> no one was hurt in the operation. officials say the water was three feet deep and as a reminder right here, say don't drive through standing water. kpix 5's ryan takeo joins us now live from the north bay where people are ready for a little change in the weather. ryan? >> reporter: that's right, ken. some are glad this is a last round of rain for some time because the past week and a half it's left many here in the north bay sick of the rain. another day, another soggy compute in the north bay. roads looked more like rivers and drains tried to keep up. yes, we're still in a drought. but you wouldn't know it from our past 10 days. >> kind of crazy how it doesn't rain around here for like three years and all of a sudden it won't stop raining this month. >> reporter: gary garnett has lost patience. tired of it yet? >> i am tired of it, yeah. but i know we need it. so i'm okay with it. >> reporter: there are no complaints from tree service companies where you can see the work all piled up. marin county arborist is getting flooded with calls. they are saying twice as many calls as normal and most of this pile came in this week. moreau and his cruise have their hands full. they are called to deal with everything from preventative tree trimming to trees on hopes and power lines. he has 20 years experience and warns more trees could topple like this one that fell on a car in san francisco's marina district. >> they are going to be falling like dominos. i hope we don't have any wind. >> reporter: just before air, i asked paul for an impressive rainfall total and he told me, just this month alone, corte madera has seen 16.6." live in marin county, i'm ryan takeo, kpix 5. >> thank you. let's go to chief meteorologist paul deanno now tracking hi-def doppler almost 17" paul. >> a lot of rainfall in the north bay and even san jose, the second wettest december ever. you received more rainfall today. radar is deceiving right now because the steady rain is moving out. it's gone, butle' still use your windshield wiperses tonight because the atmosphere is so full of moisture there is drizzle and mist and low cloud cover. you drive through it, it's going to acalm late on your windshield so use the wipers even though the last batch of rainfall is leaving through milpitas and fremont toward newark and leaving san jose, as well. exiting but in its wake, it's still kind of messy. the roads are slow. san rafael 1.5" of rainfall. mount tam 4 more inches of rain. with 1.24 inches of rain in san francisco we are now the 7th wettest december in san francisco history. if we make it to number 6, not only will we move up one spot, we would be in the middle of the wettest december in san francisco since 1889. it has not been this wet in december in a very long time. and we still have 12 days to go. but you have been wondering about a drying trend. we have been talking about it for a while. coming up we'll talk about how long it will stay dry once it gets dry. that's coming up. new at 6:00, the oakland police department could use your help identifying several people responsible for vandalism and looting during those recent protests. here's the surveillance photos they want you to look at. they were released today. they were taken on the night of november 24. police say these suspects broke windows at the metro pcs store on broadway and then stole phones and other equipment. this is cell phone video someone took of the suspects inside the metro pcs store: suspects got away on foot. if you have any information, who these people are, you can help police catch them. just call the oakland police. a respected veteran officer accused of being called a dirty cop is now fired. new at 6:00 da lin with a fallout that could clog the contra costa county court system. >> reporter: the fbi started its corruption investigation into then sergeant michael wang two years ago. >> when she woke up -- >> reporter: here's wang in 2011 when we interviewed him on a different story. >> he's your friend? >> reporter: a known drug trafficker in this video told investigators wang arranged drug deals and took hundreds of thousands of dollars from him. >> $200,000 and 40,000 he told me that he got a friend in las vegas working the casino he said if you want to watch your money go do the thing. >> he is going to take it to vegas and launder it, wash it? >> reporter: the trafficker says wang tipped him off about police investigations and even outed an informant who was later shot. >> one bad cop being caught is now going to cause hundreds of convictions to be set aside. >> reporter: nearly a decade of wang's drug cases could now be called into question. defense attorneys say many of those convictions could be dismissed. daniel horowitz says one of his clients already has two charges dropped because of wang. >> all of these investigations involving millions upon millions of pounds of drugs and hundreds of millions of dollars in drug money are all at risk. >> reporter: in fact this attorney is going to ask a judge to toss out her client's attempted murder conviction. >> there is strong evidence that officer wang set my client up. >> the question is, will the streets be hit with people who should be in jail? >> reporter: sony entertainment ceo michael linton responded to the president's critical remarks. >> i would be fibbing to say i wasn't disappointed. the president and i haven't spoken. i don't know exactly whether he understands the sequence of events that led up to the movie's not being shown in the movie theaters. um, and, um, therefore, i would disagree with the notion that it was a mistake. >> reporter: in los angeles, randy paige, kpix 5. >> the hackers sent a letter of praise to sony saying it was very wise to cancel the movie release and warned sony never to release it in any form. our "eye on the storm" tonight people living near san francisquito creek cleaning in santa clara, san mateo counties, watching nervously every time it rains. that creek is notorious for flooding. but as kpix 5's don ford shows us, residents will now have advanced warning of up to two hours that flooding is about to happen. >> reporter: the san francisquito creek creek divides palo alto and menlo park. eventually, reaching east palo alto. it is one of the few remaining creeks on the peninsula that still floods from time to time. >> it's usually at night, right? the it's rising. it comes up this high. and then it starts pouring over into here. >> reporter: he is referring to the flood of 2012 when the creek filled neighborhoods with several feet of water rushing up against the bridges. now the san francisquito creek joint powers authority is building a website to give an early flood warning. >> give them now almost two hours of warning. >> reporter: by adding nearly a dozen new flow sensors, the creek can be measured precisely and predictions can be fine- tuned. helping homeowners and first responders to prepare. but homeowners say they already use another website. for years now the city of palo alto has had real-time water levels on their site. >> you wonder whether or not we need something else to spend a bunch of money to make something happen. on the other hand, it could be useful information. >> reporter: useful if it were up and running which it is not. during last week's rain, some of the sensors failed. the jpa says there's still kinks to work out. the san francisquito creek joint powers authority says they hope to have the website up and running and live by the end of january. in menlo park, don ford, kpix 5. five shopping days left before christmas. but with several inches of rain in the bay area this month, is it dampening the holiday spirit? kpix 5's juliette goodrich is talking to soggy shoppers in walnut creek tonight. juliette. >> reporter: hi, veronica. you know, when the clock is ticking, i think shoppers head out no matter what rain or shine. if you bundle up, i have to tell you it's nice out here, we're at the broadway plaza in walnut creek where you can see that shoppers are strolling along and actually the rain has stopped. and according to merchants the rain earlier today didn't stop the heavy rush of people doing their holiday shopping. with umbrellas in hand, they braved the chilly rainy weather. and, in fact, we caught up with some shoppers this evening some last-minute shoppers. i asked them, are you out here doing the last-minute shopping or are you really just getting out of the house because it's finally not raining? >> weather prevents from you coming out or not? >> no. i'm normally very prepared but two children made it horrible this year so we are going last- minute this year. >> reporter: they have the rain jackets on so they are good to go. >> yup. >> reporter: all right. merry christmas. >> merry christmas. >> reporter: what do you want for christmas? >> um, [ indiscernible ] >> reporter: slippers. >> it's been real hectic. >> reporter: do the job with the smile? >> every time. >> reporter: and there's the holiday tree here to get you in the spirit. maybe this is the calm before the rush. because it really has a nice peaceful feel out here. i have to tell you. some stores are open until 11:00. some even until midnight so maybe this is the calm before people decide to get their second wind and come back out and keep shopping again. in walnut creek juliette goodrich, kpix 5. >> how weird. i asked for slippers, too. [ laughter ] >> you know, santa is going to have to have a big sleigh this year to carry all those slippers to everybody. >> it's been chilly. humid. >> it doesn't look too bad. >> you have to take care of dad. yes, it's foggy, it's misting right now. it's drizzly. but the steady rainfall we're done likely gone for at least the next week all the way through christmas. so yeah, not that bad if you head out this evening but a lot of other folks have plans to head out this evening so pack your patience. highs low 60s. upper 50s in san rafael and san jose. so where's that rainfall? it is now way down in the south bay. it's cleared san jose. it has cleared milpitas. but we're left with a pretty soggy atmosphere. and if you are driving at 60 miles an hour on a highway you're likely going to be using your windshield wipers because of all the water out there. let's talk about the good side of the water. just looking at one of our reservoirs, shasta lake, how much water has been added since monday? four days, i checked the numbers, did the math, 37 billion more gallons of water are in lake shasta right now compared to monday. that's how much water. a lot of rainfall falls into the reservoirs. we have caught 37 billion gallons of that in one of our reservoirs which amounts to 2% of total capacity. it's a big lake. rain over the top of the ridge a building ridge of high pressure is coming in but over top of the ridge we have a storm track that once again brought some steady rainfall into the bay area. that changes starting tomorrow. on top of the ridge we may still see a few showers out there in the far north bay but then that ridge builds closer to us. we are back to the kind of stuff we have had over the past three years so storm track, not over the bay area. sunshine returns and we'll see temperatures pushing for some of you 70 degrees as we head toward christmas eve and christmas day. so much better shopping weather if you have been waiting for the last-minute, mother nature rewarding you this year. oakland tomorrow kind of a cloudy day. we'll be dry but not much sunshine. 62 for you. san jose 61. napa 59. san rafael 60 degrees. sunnier on sunday. monday and tuesday the kids are off at school. let them go out and play. they have been stuck in the house for the past couple of weeks. it will be close to 70. christmas eve cloudier and christmas day we'll be fine. need a break from the rainfall? [ laughter ] >> reporter: there is a man who knows a little something about the trappings of the mayor's office. >> i'm very happy to go back to having a more normal life. >> reporter: today, outgoing mayor chuck reed was literally packing up his political career which included six years as the city's chief executive. >> it's just an average day in a life of a mayor. if there's a day that goes by without getting grief from somebody it's an unusual day. >> reporter: and in a matter of days, his photo will be added to this wall of mayoral succession and sam liccardo will take his new seat in the council chamber. >> and i like to be on the record again. i feel this should be done in january. >> reporter: where his job is just getting started. >> you will have a lot of days like this. criticism just comes with the job. >> well, as for that vacant seat, the council will vote on an interim member until an election can be held in april. breaking news now. the san francisco sheriff's department is on the hunt for one of their own deputies. an arrest warrant is issued for deputy after some sort of alleged misconduct while on duty. the department won't say what happened or who they're looking for. more on bay area nightbeat at 10:00 on our sister station, kbcw 44/cable 12. 23,000 jobs were added in the bay area in november, of the best one month showing on record. santa clara county added the most jobs, 8600. and statewide california added just over 90,000 new jobs in november. that brings the state's unemployment rate down a bit to 7.2%. wall street today wrapped up its second best week for 2014. [ bell ] a massive two-day rally for the dow ended with a 3.5% gain for the week. it was up 26 today to 17,804. nasdaq up 16. s&p up 9. there is lots of money to be made on california's pot trade. the state's medical marijuana law has morphed into a free-for- all for profiteers eager to cash in on a thriving black market for pot. a kpix 5 investigation found farms growing thousands of plants in northern california's humboldt county. many run by eastern european organize crime groups. some argue the solution is to legalize it. not everyone agrees. >> you have such a black market and dtos, drug trafficking organizations, set up through the california. they are networked at not just down in mexico and latin america but up in eastern europe and bulgaria and other places. they are just waiting. they are licking their lips and really rubbing their hands together waiting for legalization because then without -- with impunity they will control that drug trade. >> we'll bring you those stories and much more in our special report on california's green rush. tomorrow night at 9:00. and that's part of a special saturday night line-up on kpix 5. it all starts at 4:30 with pre-game coverage. 49ers versus the san diego chargers. after the game, join us for the "5th quarter" at 9:00 california's green rush and that's going to be followed by a special simulcast of bay area nightbeat at 10:00 on kbcw and kpix 5. here we go again. if you shop for office supplies this year, you might want to check your credit card statements. it seems that staples is the latest company now to be hit by a data breach. that company says hackers stole information from as many as 1.2 million customer payment cards. staples says the breach happened at more than 100 u.s. stores between july and september. t-mobile is paying more than $67 million in refunds to customers. it's part of a $90 million settlement with federal regulators. an investigation found the cell phone provider was billing customers for text message services they didn't order. it's a practice called cramming. the services included things like subscription for horoscopes. a holiday treat is being linked to at least four deaths and 28 illnesses nationwide. the cdc says the caramel apples are to blame for listeria outbreak in several states including california. they are warning people not to eat any commercially produced prepackaged caramel apples. still ahead hidden history not found in a textbook. >> by looking at her now you would never know the drama this cat went through. her tale of survival during the bay area storms. ,, ,,,,,, ♪ ♪ ♪ ♪ [ female announcer ] get your taste of the season, at raley's, bel air, and nob hill. tour that winds its way thr a past many people don't kn about. san francisco has a new tourist destination a tour that winds its way through a path that many people don't know about. as michelle griego shows us, the history reveals just how dramatically the city is changing. >> you don't even see it even though you're looking at it because you don't expect to see black history in the financial district. >> reporter: this historian is presiding over something he likes to call the san francisco soil shuttle a tour of the city's remarkable black history. >> he was the richest person in san francisco prior to the, um, gold rush. the black population here was wealthier than anywhere else in the country. and they used their resources to fund underground railroads back on the east coast so 1864, um, charlotte brown desegregated streetcars in san francisco. this is 90 years before rosa parks. >> who is even aware of it? much less believe it. ♪[ music ] >> reporter: another stop on the tour is st. john coltrain church in the fillmore a neighborhood that was notoriously renewed by demolition. >> there was over 300, almost 400 black businesses in this area. and now if you can get a handful, you will be doing good. >> reporter: as the businesses have gone, so has the black population. >> it was 13.4% second largest group in the city in 1960 down to 3%. >> reporter: it's a problem the city has wrestled with for decades and today's economics are like an accelerant. >> there's a so-called boom going on now but the boom is really just a bomb that's been dropped on, you know, black and brown people. >> we're at the top of nob hill [ indiscernible ] women with afros that nobody knows about. >> reporter: back on the tour, templeton things solutions can be found in the past and a civil rights history that should make san francisco proud. >> a great part of changing the out-migration is just reminding people of how deep our roots are here in san francisco. >> reporter: michelle griego, kpix 5. >> san francisco's african- american freedom trail will soon get official landmark signage and the program could be expanded statewide. well, some valuable artwork stolen from an elderly southern california couple has been found. and a thief is under arrest. 12 paintings were lifted from the art collectors back in 2008. the couple was in their bedroom at the time. those paintings are valued at $10 million. nine were recovered when the crook tried to sell the art to undercover agents. still -- still ahead she is safe and warm after an ordeal. how neighbors took action to save this cat trapped for days during the height of the storm. >> so many great holiday ice rinks throughout the bay area, san jose, we have one in marin, couple of san francisco and one in walnut creek but it hasn't been the best weather to go ice skating because of the rain. well, this weekend in walnut creek and elsewhere, we will finally have sunshine. find out how long the sunshine sticks around coming up. >> and i'm dennis o'donnell. coming up, the giants are welcoming back an old friend to the pitching rotation. >> the michigan experience changes you. >> has jim harbaugh's family changed the coach's mind on michigan?
