A $3.8 million government-funded renovation of 60 low-income public housing units in Windsor has met with continuous delays, which the contractor says is the result of Windsor Housing Authority mismanagement. The housing authority is also alleged to have mistreated residents in the process, according to a complaint to the Connecticut Housing Finance Authority.
