The board reopened a hearing Tuesday night before approving the project.
The project calls for initially constructing 76 one-bedroom and 12 two-bedroom apartments, with 75 units reserved for income-qualified applicants. A second phase would build an equal number of apartments. The nearly block-long building resides between the Holyoke Police Department and the Massachusetts Green High-Performance Computing Center.
