very slowly. thats what happened to puerto rico. this storm was moving at 8 miles per hour. that is in the bottom 10% of forward speed of any hurricane ever as we list them out and thats why they picked up so much rain. thats why there was so much flooding. 32 inches. thats just one town on the south shore where you get the word san juan and it was less than 10. thats the north side. still more rain to come but probably less than a couple of inches. the storm now taking aim at the turk...
