The senate does. that leads to, i think, the biggest sticking point, corporate tax cut and when it goes into effect. the president has been very clear he wants it to happen right away. conservatives in the house want it to happen right away. republicans in the senate have to find or pay for some other way to make up the difference in the money if they want to start it in 2018 instead of 2019, the current plan and when they get it figured out have to make sure the lawmakers from high taxed states...
