But the authors of the CGS survey, which is based on an analysis of survey responses from about 280 mostly doctoral-granting institutions, found reason to think the trend line was going in a positive direction -- pre-pandemic, at least. "We estimate that had it not been for the global pandemic, we might have more international graduate students enrolled at U.S. institutions in Fall 2020 than Fall 2019," they wrote.
