more people cry? reporter: this is an important new developer meant in the terror attacks and it came about just in the past hour. it turns out the main suspect in those attacks still remains on the loose and dangerous. we referred to the surveillance video released today by police. we see the man on the right and that is the man being sought. the so-called man in the hat we had seen and still be other two figures in the video on the left are the dead suicide bombers to their pushing carts with suitcase bombs through the airport to the mom of the suspect on the right did not go off. he fled the police reportedly bought a man they had arrested and charged last week was the guy to go today they had to admit they were wrong and they released him. go this is as raids continue in brussels and across europe several were charged in terror operations in belgium during the last 36 hours bureau now the terrorists in the column all told eight suspects with direct ties to the attacks reportedly on the run. meanwhile, us officials raising the death toll from these attacks both at the airport and that that metro subway station. they've raised it to 35, four more people dying overnight in intensive care and yes, among the total dead for americans. we are told that 50 people remain in critical condition so unfortunately there could be more bad news around 100 are hospitalized, 12 americans are injured. finally police now say under arrest, at least 10 far right anti-immigrant protesters. riot police with wart on her cannons and tear gas pushed then that back. it is an extreme sign heather of the effect and concerned many here have about the attacks, about how the attacks have been handled. a very nervous time in brussels and back to you. heather: greg callicott from brussels, thank you. jon: now at least 70 people dead after a horrific homicide bombing in pakistan.it happened in a park with christian families celebrating easter in lahore. many of the victims were women and children. the child and faction claiming responsibility now. connor powell, live in jerusalem with more. >>. reporter: pakistan has begun observing a three-day memorial observance after this attack . go in lahore, shops and restaurants are all closed as people mourn and they are in shock as that city is one of those most riches and well-to-do cities in islamabad. there are troops spanned out across the city protecting government buildings and other high profile sites. there is the fear of additional attacks. a pakistani taliban group by the name of john powell opera has taken responsibility for the attack. that's at least the fifth attack they have known to be connected to. the group actually spit with the pakistani taliban and in the last year or so pledging allegiance to isis and they specifically called on attacks and justify theirattacks against christians in the last year or so. they've attacked other christian sites as well . the site they actually attacked was a park, it appears to have some type of amusement park there as well.at least a dozen or so of the people killed were in fact christians although many were also muslims as well. most of them if not all of them were children and women celebrating easter with their families and they are also families there that we know were killed as well. this was really a place of celebration not only for the crystalline celebrating easter but also a place for families to hang out on a sunday afternoon. as the pakistani government has in recent months crackdown on militants not only this group but other militant groups across the country, that has caused a backlash among extremist groups. we are also seeing the pakistan political parties tied to extremist again to challenge vocally and publicly the government there saying that it's too pro-western, that it's against islam and you're starting to see large demonstrations in islamabad and other places by the these political parties with ties to islamic extremists calling for the end of the government there. it's a very unstable situation not only because this attack on sunday proves that the caliban and other extremist groups really have the ability to carry out large scale attacks since a few months ago, they attacked a school where there was a poetry reading killing more than 100 there. at the death toll begins to climb in lahore, this is the type of attack we are seeing more often in pakistan and you are also beginning to see challenges to the government by political parties as well.the military has begun to step in, taking charge in hunting down those responsible for sunday's attacks but also a military operation targeting extremist groups across the country. that's what we are seeing there in large part because the military is the only functioning organization in that country, the police and those civilians the political leadership does not have much in the way of power there. it is still very much a military -controlled company john. jon: violence continues unabated. connor, thank you.heather: back at home a group of states coming together in a push to limit the federal government's power. six states now calling for a convention where they would amend the role of the federal government as laid out in the constitution.jonathan is live in atlanta with more on this story today. donovan? reporter: from a obamacare to environmental regulation these groups are trying to curb what they say as overreached by the federal government. >> the american people are mad and they are looking for a way to say no more. reporter: and organized effort underway to unitestate legislatures to rein in the power of the federal government . >> and our founders and in their brilliance gave us the tool to do that and it's in article 5. reporter: article 5 of the u.s. constitution allows two thirds of the states to call a convention to propose amendments, whether it's calling oncongress to balance the budget or empowering states to override supreme court rulings, proponents say it can all be done through article 5 . there's just one problem. >> it's never happened before. reporter: robert schapiro is head of every demos school. >> given the divided times we face and the broadbrush of these amendments i think it's unlikely to garner the kind of support that would be necessary to reach that two thirds benchmark. reporter: so far only six states have committed to a convention but backers say even the effort has benefits.>> in the 80s, president reagan actually came out and said he was in favor of a balanced budget convention and that spurred washington to act. didn't pass the amendment but they came close so i think in the worst case, this will spur congress to action. reporter: in an election cycle that has >> i think you need to divorce the members of senate from people who are not members of the senate. you notice he's received the endorsement from as you say, former florida governor jeb bush who didn't have to have to work with him and in the senate he's gotten the support of mike lee of utah, a longtime friend and companion of him in some of his endeavors and lindsey graham who said i think choosing between donald trump and ted cruz was picking between two forms of poison so you'll notice the other 51 members of the senate have been loath to flock to the support of ted cruz even though they deeply fear donald trump and it's a reminder that in politics it's sometimes not just policy, sometimes it's also personal and a lot of them have personal feelings about ted cruz that are difficultto overcome . jon: he has a long-standing feud with mitch mcconnell, essentially call the mcconnell the liar, the leader of the senate republicans and now majority leader of the u.s. senate. apparently those two have not patched ends up . does that have to occur before crews can get more of the so-called establishment support? >> i think it would help but look, it's bigger and broader than one person, mitch mcconnell your cruise comes to the senate in january 2013 and by that fall has jammed the senate republicans into supporting a shutdown of the government over the refusal of the presidents signed for repeal obama care. the house passed the appeal and that afternoon senator cruise announces that he has no strategy to get the senate to get 60 votes because republicans at that point were in the minority. you needed six points to bring up the major and he admitted he had no strategy to get the votes necessary to take care of that. then what happens is that the senate republicans, he starts an effort with the senate conservative fund that calls for replacing seating members of the senate by name primaries in 2014 and this doesn't sit well with his colleagues and then start referring to them as a cartel, a term normally reserved for mexican drug dealers though there's a lot of personal animosity here, a lot to get over and it's going to be hard for senator cruise to get on more people like senator graham whose simply doing it because they want to defeat donald trump. there needs to be a personal effort on his part to get these people in his corner otherwise it's going to be the onesies and to disease and not the dozens of members of the senate needed to make this a big effort . jon: here's a line from jonathan marsh and and matt flake and heimer in the new york times today. they white while the romney and bush endorsements drew headlines, what has been just as striking is the sound of silence from the vast majority of republican elected officials and leading donors.nearly 2 weeks after senator marco rubio dropped out there has been no mass rush to mister cruz even as he appears to be the last line of defense against trump's nomination. can you explain why? are there people who still hope that john kasich will turn this off? >> there are some people who hope kasich will pull it off, some people hoping that it unnamed candidate will emerge from the convention but a lot of it goes back to look, and politics the impression you create initially are hard to overcome and a lot of donors, i talked to a number of donors who said i don't live in texas but cruz came and called on me and they said i found it hard to talk to him. he didn't listen to me, he didn't pay attention to me. it was a monologue. i've never spent 45 minutes simply listening to somebody talk about themselves. these kind of personal impressions cause people to say you know what? i want to be eager about jumping in and there's also a lot of confusion. people are saying, do we have a chance to stop trump? if we have a chance should we try to get one candidate? if we have two candidates should they be signaling each other that one candidate is going to play and say cruise in utah and kasich in pennsylvania and signal that publicly? >> the police in both countries said now they believe there are intricate acting cells through the continent. most of these people who have been involved have been over the past few years moving back and forth across the border from syria to turkey and back to europe.some of them including one of the bombers have been in four of the vengeance that he was being deported to the netherlands. neither the dutch nor the belgians did anything about it and he was free to go and conduct that bombing. part of the problem with the whole thing is that in euros from 2011 when the syrian war began, western intelligence agencies were tolerating the departure of european citizens to go and fight against the assad government in syria and now that problem is coming home to roost. heather: another problem you just mentioned, moving back and forth across borders. does there need to be more cooperation between european countries? >> there needs to be more cooperation amongst the european countries. they need to exchange information not only to the countries but between the intelligence purposes within each country. many people are not in a similar position to what the us was before 9/11 when the fbi and cia were not exchanging information. also they needto exchange information with the turks because these people come from turkey . heather: so isis by some reports have lost up to 30 percent of the land they held in iraq and syria. the do you believe that perhaps the terror organization has now maybe marking a strategic shift in how they are going to spread terror and reallocate sources, more resources across the west? >> at the moment isis still controls a large amount of syria. it just lost, rep.it will be forced to lose raqqa its capital and regroup in mosul, the second largest city in iraq. if it loses mosul, if the iraqi army and kurds are able to take on mosul they will go on an entirely underground and will have to concentrate, probably choose to concentrate on terror operations through the middle east and europe and possibly the united states. heather: french and belgian authorities have asked for closer us assistance. how can we help in europe , how can we help? >> if the united states has information about isis individuals who have been trained in southeast turkey, some of them by the way have been trained by us intelligenc services . they are going to have to let your european authorities know who those people are, which of those citizens trained with isis, which are coming back to that they can arrest them when they arrive. heather: charles glass joining us live over the phone from paris. thank you for your insights. jon: and historic first to tell you about. one state reaching a deal to raise its minimum wage to $15 an hour. some call it a living wage, others sound and alarm but it's going to cost jobs. plus, donald trump dominating headlines on tv, ever since he entered the race. our media panel debate. what is fueling the trump phenomenon? jon: a quick look at what's to come. with the 2016 campaign moving full speed ahead why political insiders are calling on joe biden to jump into the fray. plus, some massive fire that could be seen from miles away. why firefighters to contain these planes. and a man accused of holding a teenager captive in the apartment for two years now in custody. the victim and his daring estate escape and how police were able to track down the suspect. heather: california expected to become the first state to raise the minimum wage to $15 per hour with a deal that could be announced as early as today. supporters say it would help struggling workers make ends meet but not everyone is on board. william luncheonette is live in los angeles with more on this. william, how did this come about? how did we get to this point? >> governor jerry brown didn't have much will choice. either he made the deal or unions were going to voters but business didn't even have a seat at the table. they lost huge. here's why. the deal raises the minimum wage to $10.50 cents an hour next year then roughly a dollar a year until it hits 15. then it increases every year and next by inflation and doesn't stop cities from raising the minimum wage faster or higher. >> it's $15 an hour and go up from there as inflation rises, that's just going to help everybody. that puts more spending money in people's pockets which helps stimulate the economy. >> what does it mean big picture question mark your snapshot. these five states do not have a minimum wage. two states do with the lowest minimum wage are georgia and wyoming at 5:15. then there are 14 states where the minimum wage equals the federal minimum , $7.25. california now joins 29 other states where the minimum wage exceeds the federal level with accelerators over time. they are worried about the effect on the state this way. the meeting in income is 43 but san francisco is double that. if california humans, construction, government teachers, gained $10 million last year's, state lawmaker campaigns far more than the restaurants and hotels and will feel the brunt of the bill. >> i would have to modify my business in order to sustain it. that might mean layoffs, that might mean closing for lunch, that might mean other things. reporter: for consumers this means higher prices. waiters may have to start busing tables but for the state low-paid workers, 38 percent of the workforce could see a pay increase of about four grand. california is the first state to hit that $15 an hour in 2022. heather: thank you. jon: with the 2016 campaign in full swing, donald trump's name is everywhere. one firm estimates he got $400 million worth of free media coverage last month alone. earned media, it's called. media the candidate doesn't have to pay for. does that give him an unfair advantage over less colorful candidates? let's check it out with our media panel. alan holmes, the host of the alan coles show syndicated by fox news radio and tammy bruce, a radio talkshow host and fox contributor. allen, to you first. is it unfair the amount of coverage the trump campaign is getting? >> yes and no. to some extent it's helped him but i think there's a downside because the more people see of this guy i think the more opposed they are. 73 percent of women, and less withhispanics. i blame not just the medium of the republican party. the party hasn't it up to zeno folds, to homophobes. they haven't stood up for comprehensive immigration reform . rubio wanted it and it hurt him nationally and they've allowed people into their party, like todd akin whotalk about legitimate rate . richard burbach in indiana who said pregnant women in rape is a gift from god. this is what the party has accepted and that's what ledto the rise of trump . jon: but the party has not accepted donald trump really kind of bold his way in and he may win the nomination. >> people are also mistaking seeing someone as indicating their ahead. in a state he's on, he hasn't won a majority so that tells you something about the impact of media but i want to challenge the premise a little bit in that the complaints that media is elevating donald trump indicates that legacy media still thinks it controls what people think and do. that if he's ahead must be all their fault. that the american people don't think for themselves. what they're also realizing is because media has been negative is that donald trump still at least stays steady, he doesn't go down. it means perhaps the media with all their negative coverage ar the puppet masters and look at the democrats. you got hillary adding media all the time . the presumed nominee.but still comparatively when it comes to media between sanders and hillary, sanders is doing extremely well so the american people i contend make up their own minds and in the case of donald trump and mister cruz, the outsiders are now the two left standing and ultimately the media will not have a say in it. >> were seen crews do better and better because of the exposition of donald trump where more people as they see him are becoming repulsed and that's why cruz is doing better and better in later states. he's been neck and neck installed. >> the candid poll is shrinking as well. it's a week to go if marco rubio drops out. >> crews may have a path to the nomination. i don't think trump's going to be the nominee. >> we forget that we watch the national news. all of us are seeing the same news effectively but with you when you're in these individual states and have a primary, you're getting deluged. ads from other packs, from the other campaigns so let's remember that there's, the average voter in a state is getting hit with a lot of media but i do think that for mister trump, and i agree with alan in this regard. with all the attachments, all the coverage, he still can't break into a majority and i think that's very telling. jon: but all he has to do is pick up the phone and call one of the sunday morning chat shows and they'll put him on. >> they handle him like every other candidate, you have to be in the studio or not and not give special treatment. every candidate should be either in studio or by their phone but not have disparate rules depending on when donald trump is available. jon: but if he earns that earned media as they call it in part because he's interesting. the things he says might sound outrageous to some people, maybe they sound like music to the ears of some people but they are interesting. >> he came in as a celebrity, we can't forget that. he will was the one who established decades already of a persona that has been established and also the idea of, we talked with hell heather childers about this earlier. the violence now surrounding a bit of the campaign and the issue of attacking wives and sex in that regard, isn't it interesting that the media is making it about sex and violence and that their fault as they bemoan the tone of the campaigning. that's the media's fault. they think it's going to hurt, they think they are going to be puppet masters but they're not going to be not this time. jon: alan coles, tammy bruce, thank you both. heather? >> he could but you won't. why would he? he takes the fall if something should happen to hillary clinton highway of indictment. why would joe biden want to get close to hillary clinton when he may have to distance himself from her if he has to be called upon to step in at the last minute. it's not in joe biden's interest to help hillary. maybe in hillary's interest but i don't see happen. heather: for what, over the past quarter of a century biden and clinton, made been peers, colleagues, rivals. would you expect him to jump in and support her or throw support behind her? i don't think there's any question that you will see him support her. you will actually see him campaign for her. i think hillary's problem had to do more with caucuses where caucuses tend to favor voters, candidates that have an intensity in vantage and bernie sanders has an intensity advantage with white voters in the states but i don't think, all of the polling shows all of these voters will come home to clinton. it's a much better position that clinton sits and then the republicans. if you look what happened when trump won the primaries march 15 you had in places like ohio and florida, you had as many as four out of 10 republican voters say they would not vote for donald trump so you look on the democratic side, all the polling shows those voters will come home to hillary. you look on the public inside and you see a house divided, a much better situation for hillary than any of the republican candidates. heather: hillary does have high on favorables. in one poll at least, 45 percent in a new poll do not view her favorably. so how does she overcome that and do you think that will be a problem in the general election? >> i think are on favorables have been higher in some polls. some have shown them at 52. if she's running against donald trump, donald trump's on favorables go as high as 65 or 70 percent. i don't see that as that big a problem. she if she's running against john kasich who is a very appealing candidate to the political center is it is a problem. if you're running against the 10 crews, maybe a problem. these ideologically far to the right so those kind of candidates generally don't do well in the general election but i think it's a problem if she heads to cruise. not so much with donald trump who is disliked by almost 7 out of 10 voters. heather: let's jump ahead to california. that's coming up june 7 and if we could pull that full-screen up ahead. clinton in the lead there, 45 percent to 37 percent but here's what's important about that. a close eight and 10 sanders supporters said in another survey they would vote for clinton in a race against trump . although they would do so reluctantly and she will need those supporters when it comes time for the general election right brad? >> you bet. the republicans go into a deficit immediately in the electoral college in the general election. were not going to win new york. they're not going to win california. there's hundred and 50 delegates right there.so if the clintons, if it is clinton having trouble in a state like california, that's big trouble or a national election so bernie's people, if they stay home and sit on their hands hillary's got a big problem because they're not only going to sit on their handsin california, they're going to sit on their hands other places the democrats might win . heather: julian, how does she get out the vote and keep that enthusiasm going when it comes time for the general election?
