At what point do we stop saying that over and over again either the Community Policing becomes a fabric of local Police Policy or do we understand when you have percentages of officers that within communities, those officers have a different perception of policing my Community Versus occupy in their community. This is a allday faceted issue but i will say one thing that you gave as a part of your answer your cell phone a Police Agency has a collaborative Community Policing program, that is a problem. It is a program or the six officers over there in the Community Policing and the rest of us do real policing or is it a philosophy that is welded in the agency and this is how we function and this is how we operate. You are part of that community. You are not an independent for years and into try to keep the peace.
