Portsmouth's new city manager started his first day on the job Monday. Steven Carter was appointed in March 2024 in a 4-3 vote. He was sworn into the position in April 2024.

The property will sit along West Norfolk Road and will have 208 apartment units and 74 single-family homes.

The council members negotiating her contract want to offer her a two-year severance pay totaling $400,000 if she’s fired within the first year.
