FRAMINGHAM, MA Framingham City Hall employees have filed eight complaints since 2018 against District 4 Councilor Michael Cannon alleging a range of misbehavior from gender bias to bullying, according to internal records and interviews with employees.
The complaints have spurred two separate inquiries by an independent investigator who specializes in workplace harassment. They also provide a deeper look into the relationship between Cannon and members of Mayor Yvonne Spicer s staff. Cannon has often sparred with members of the administration during public meetings and has been involved in several high-profile spats with Spicer and her staff recently.
FRAMINGHAM The deep discord between Mayor Yvonne Spicer’s office and members of the City Council was on display again during a listening session on reimagining the city’s businesses post-pandemic.
At the conclusion of the forum which was broadcast Thursday on Zoom a hot microphone picked up a conversation between Jennique Horrigan, Spicer’s executive assistant, and the mayor. During the conversation, Horrigan accused District 4 City Councilor Michael Cannon of flooding the Zoom chat with questions and comments.
“What killed me was Mr. Cannon flooding the chat room,” Horrigan said after the forum concluded. “This isn’t for you. You’re not a business owner.”

Dear Mayor Spicer:
It has been a while since we had one of our many “talks” on live television in front of hundreds of people. While we did not always see eye to eye, I did like and shared in your ideas about increasing transparency, listening to neighborhood concerns, broadening representation of our boards, protecting our seniors, and supporting our schools.
Now, here we are nearly four years later.
Our city is facing a crisis with its water and sewer enterprise fund. In a matter of three years, the fund has gone from a surplus of $9 million to a deficit of $6.1 million. Tax bills have been delayed, causing our residents to get a shock of two tax bills due on May 1.
