sea. susan mcginnis is live at rehobeth beach this afternoon in delaware. susan? >> the clock is ticking down. the arrival of the monster storm. the only people you can find outside on the delaware shore right now are emergency folks and some media. the big worry for the arrival of this storm, among the biggest worries, is flooding, but because of the storm surge, a lot of that flooding is already happening. pieces of the atlantic city board walk ended up in the street. as hurricane sandy moves closer. roads are flooded and it is only expected to get worse. hundreds of thousands of people along the east coast have evacuated. but others refuse to leave. >> this is part of me. i've got to stay here. >> reporter: the national hurricane center says the massive storm has turned to the left and is expected to make land fall near delaware bay and new jersey. >> the most important message that i have for the public right now is please listen to what your state and local officials are saying. when they tell you to evacuate, you need to evacuate. >> hurricane force winds extend 175 miles from the center, and the storm is combining with two other weather systems, to create a super storm, affecting around 50 million people. >> it could be 2, 300 miles away from the center, during this event, and still get some very, very bad weather, dangerous, or even life- threatening conditions. >> reporter: here in rehobeth beach, the waves are already reaching over the board walk and are heading inland. officials say the storm surge, plus high winds could mean major damage up and down the northeast. >> i've been down here 30 years and i haven't seen this as bad as it is right now. >> reporter: and even after the storm passes, extensive power outages are expected to last for days. and by order of the governor of delaware, the only people allowed on the roads now are essential personnel. officials want anyone still left in town here to be either in their homes, or in shelters. in rehobeth beach delaware, susan mcginnis. back to you. >> thanks, susan. more than 100 california air guards men and women are headed to the east coast to assist with hurricane sandy and the rescue effort out there. >> cbs 5 reporter alisa harrington is life at moffett with how they plan to provide relief for those in need. >> reporter: they're geared up and ready to go. very noisy out here. you're looking at three m-130s and a c17 air prop. they've been loading the helicopters. they are putting a helicopter into that c17. and they will be used for widespread efforts on the east coast as it gets slammed by hurricane sandy. more than 100 guards men and women from the 129th rescue wing are taking part in this mission. after leaving moffett field, they will land in charlotte, north carolina. from there, crews, including guardian angel air and rescue teams will disburse where never they are needed. they won't fly directly into the heart of the storm but will go where they can and help where there is flooding. they're bringing medical supplies, food and flight- saving equipment for water rescue. they will get there and be ready for any circumstance. >> usually, after a hurricane, the biggest thing is you don't have any communication. you are going to be basically isolated. water shortages. we're ready. we're a very combined task force and able to take care of ourselves first and then we're able to take care of individuals. >> the 129th rescue wing saved more than 200 people during hurricane katrina. and this time around, they say they will stay on the east coast, as long as they are needed. melissa harrington, cbs 5. >> thank you very much. sandy is packing strong winds. upwards of 100 miles an hour. >> it is. let's led over to lawrence now with the latest on sandy's path. lawrence, take it away. >> late-season hurricane, make can its way along the eastern seaboard. what is amazing with the storm is not the strength but it is such a large storm. so the potential for damage over a wide scattered area and a densely populated area, it is going to be a major problem. right now, sustained winds of 90 miles an hour making it a category one. but this is expected to sweep on shore later today and as it moves onshore, a very large storm surge. i will tell you what. new york probably in the worst spot. it is in the right front quadrant of the storm system. you have the forward motion of the waves coming onshore and the winds wrapping it around taking the winds back in the harbor and they could see 8-11- foot storm surge. and are already seeing flooding along the coastline. not done there just yet. it will make its way onshore and carry with it lots of rain and the winds will be the big story. and here is the wind forecast. you can see the large swath of purple with very strong 50 plus mile-an-hour winds associated with the storm system, stretching all the way down. from virginia, all the way up to new hampshire, and it looks like connecticut as well. so this system will come onshore, cause all kinds of damage, dump a ton of rain, some places maybe 8 maybe 12 inches of rain, and it is going to be a disaster in the making the next couple of days. we are going to see some very interesting video coming out from that part of the country. that's the latest. back to you. >> people across the country are double checking their flights today, as airports along the east coast close down. flights into washington, d.c., new york, and boston, they are seeing massive cancellations, by 7:00 this morning, and more than 7,000 flights were grounded. and here in the bay area, airport officials at sfo say they're ready. >> if needed, we do have things like pillows and blankets and resources available for passengers that might be stranded. >> airline officials say it could be up to a week before stranded passengers can be rebooked. well, there is one flight that will not be canceled. that's the charter plane that is bringing home san francisco's world series champs. >> line drive in center field. and that's a base hit. >> there you go. marco scuttero with the go ahead run. and the pitcher sergio romeo shutting down the tigers to secure the victory in game four of a series sweep. and the giants arrive back at sfo around 3:00. and for the second time in three years, they are the world champs. >> isn't that great? preparations are under way for a victory parade downtown. >> not wasting any time. the procession along market street will start around 11:00. that's on wednesday morning. cbs 5 reporter is in over the city. and see that they caught it when we were driving around this morning, we saw so many people wearing orange and black and the energy will continue with this week's parade. >> the city is preparing for the next big one. >> the smiles. i keep thinking about it. i hear them. and i'm so happy to be a giants fan. >> reporter: the celebration a familiar one to the bay area. the giants sweep to becoming the world series champs, the second one in three years for san francisco. >> 2010, we did it. we will do it again and again, mayor fans got a little out of had last night... defacing buils with graffiti and setting fs on the streets of san franc. today, you can see some of e effects. after the game bonfires were set at 22nd ad mission streets. as police tried to disperse a crowd... some midst of cancelled flights you can see terrible damage and this is category 1. not even the strongest of hurricanes. so yeah, we're watching that plus our local weather. we have patchy fog that continues outside and dense fog over the waters. the clouds don't move around the bay right now. we have sunshine inland, 68- degrees in concord. 70 in living moore. nice and sunny and brice and bright. patches of fog inside the bay but otherwise lots of sunshine. more dense fog is expected to move in tonight and a chance of return of rain on halloween. the fog is lingering inside the bay towards the coastline. high pressure remain this is place and will sit overhead that will bring with us more sunshine and mild temperatures. and it looks like the weather is going to stay dry for the next couple of days. this storm system could move in on wednesday. we want to time this out because we have a big parade and a hot of trick-or-treaters as well. on wednesday, the storm clouds make a return but not until after we get the parade in and i think most of the trick-or- treaters. most will probably stay dry. so with that in mind, numbers looking like this nor today. 74 in san jose. east bay temperatures, 70s. maybe low 80s. and as you head inside the bay you will see the numbers as high as 70 in oakland. 67 in san francisco. 76 in santa rose saw. we're expecting lots of sunshine for the next couple of days. and then on wednesday, the storm system moves in and showers lingering thursday and friday and of course the good news is i think the showers hold off until the late evening the eastern seaboard. hurricane sandy is washing out candidates plans for their entire work. >> reporter: president barack obama scrapped a morning campaign stop in florida to get back to washington as the weather deteriorated. >> the election will take care of itself next week. right now, our number one priority is to make sure we're saving lives and that our search and rescue teams will be in place. >> the president 'led tuesday's stops in colorado and wisconsin. he told campaign workers in orlando he's counting on them to help get out and vote. i am not going to be able to campaign quite as much over the next couple of days, make sure as folks get hit by the storm, everybody is doing what they are supposed to do. >> the storm is sure to impact early voting along the east coast, and for state that's may help decide the election, they are in the path of this storm. hurricane sandy altered romney's plan and canceled events in virginia sunday. >> let's today, when we get home, put in our prayers the people who are in the east coast in the wake of this big storm that's coming. let's not forget the fellow americans of ours. >> they will be collecting flies in the campaign offices and donating buss to help deliver those items. >> on the eastern coast of our nation, a lot of people are enduring very difficult times, and our hearts and our prayers go to them. >> both campaigns are using twitter and facebook to urge supporters to donate to the red cross. >> four very critical election states, north carolina, virginia, ohio, and way up in new hampshire are all effected by the storms so you can bet those presidents there been paying very close attention to how the president handles the situation and what mr. romney does as well. it's so sad. when we come back, he may be the he decided to run. the officers chased him to where there's a creek. he climbed over the fence, jumped into the creek. the officers followed him on foot. they swam away from the officers. the officers followed as far as they could until they couldn't anymore due to the obstructions for the fence. lost sight of the person, so then we called other officers, and we called the fire department to come out and assist us and try to locate the person. >> now so i understand, a full- blown search operation going on right now. what are your concerns? i know this water, we're in cold temperatures. could you talk to us more about both of them? >> we're very concerned for the person's safety. the water was swift. it's a cement culvert in the area where he went in the water and he was last seen. we're worried he could have drowned, or it's extremely cold out; and if he climbed out of the water, we're really very worried for him. so we called out the department to bring out a boat and conducted a search in the area. haven't located him. >> reporter: thank you so much, chief. we appreciate your time. we understand the search will go on for next half hour, recontinue again when it's day light. better visibility. that is the latest from the scene. back to you. thank you. the weekend storm left a big mess on the roads. we saw accidents, spin-outs; and in this case an overturned car. this is on highway 101 near airport boulevard there where the water was very deep. it caught a lot of drivers off guard. a tough day, too. there are worries a neighborhood could be flooded along the santa clara county line. >> officials there are concerned about a levee. as melissa harrington tells us this is all happening along market arrow road in pal low alto. >> severe flooding in east pal low alto threatened homes, damaged businesses, forced evacuations. look how close water got to houses in the garden neighborhood. that's right near the road. >> my mom was scared. she told me she was scared and she wanted to get her stuff because she had important documents and stuff. >> reporter: heavy rains caused the creek to swell and closed northbound lanes on highway 101. people scrambled to protect their homes. >> it was about 10 minutes. other than that, just wait for the water to go down. >> reporter: outside the four seasons hotel on woodside and university avenue, drivers were surprised by lanes of standing water. the fire chief said the biggest concern was a levee near the drive. >> what happened if the levee gets compromised by the water. we have 600 feet of levee, the car literally carving the levee up. >> melissa harrington. a flood watch remains in effect along the russian river. it's expected to crest just below the flood stage at guernville. part of the county experienced minor flooding during yesterday's storm. the water was up to a foot and a half deep in the pin grove park. >> there's not a lot we can do about it. we've tried sandbagging in the past; but -- >> there was also some flooding a few miles away in pet lieu ma, including a trucking company at the parking lot you see here. sandbags are on standby. more rain is expected later this week. more storm damage to to the strong winds. the storms knocked down froze. this is in san francisco,. in snow ma county, a large fir tree fell town on a house. winds gust up to 60 miles per hour in snow ma county. a tree splintered into pieces. it knocked power out in the area as well and downed trees and high high waters caused crews to shut down roads between mission boulevard. it's all closed because of this, a rockslide. traffic was being detoured on 680. it is now reopen. also open state road 84. it was closed overnight both directions because a tree welcomed all lanes of traffic, and in the mountains, highway 17 was closed at sugar loaf road for more than two hours. it has also since reopened, and in snow ma county closed because of flooding. much more on that through the morning. another road closure in ma rain county. the panoramic highway was completely blocked by a large tree. it took crews extra time to get up the road and longer to start clearing it. motorists had to go back to the beach and use highway 1 south to get back on the freeway. a sink hole opened up. this is on stony point road south of 16. a drainage pipe caused the pavement to collapse. crews brought in massive plates to cover it while repairs were made. they say the road could be closed for days while they continue to patch up the hole. the rain may have stopped, but work for crews just beginning. there are several power outages throughout the bay area. the peninsula la is the hardest hit. 5,000 people still without power. nearly a thousands people are in the dark in the central cove. and the north bay, it's reported 1600 outages and hundreds more without power in the east and the south because. well all of that rain around here meant a lot of snow on the sierra. >> skiers, snow boarders headed to the high country to enjoy fresh powder. they got 6 to 8 feet of it. that's where it started; but with winds gusting to 70 miles per hour, driving very dangerous. it was slowgoing to those ski resorts. >> , i mean, pretty bad. >> i would like to think it's worth it. >> is it worth it, or would you rare go home? >> no. it's worth it. it's fun. >> once you get up there they had to close interstate 80 due to the snow and a lot of spin- outs as well. and if you're still on the highways this morning, got chains required there for eastbound traffic for about 0 miles east of truckie. there are chain controls. and highway 50, chains required, and on state route 88, chain controls begin at cook station. well today's drive forecast should be encouraging for folks heading to the airport. it was a mess over at sfo yesterday as high winds and wet conditions canceled dozens of flights. other flights were delayed two hours or more. at this point a of travelers trying to get home for the christmas holiday. no delays down in san jose. talking to the big buy now. >> we have our dramatic music going. >> it was a dramatic friday. >> the storms yesterday packing a wallop. a lot of damage around the bay area. waiting for the river to crest. expecting that to happen at 10:00 this morning. looks like it will be just above flood stage. but what a storm. things are winding down; but our radar showing you a couple of scattered showers, some of it moving in along the coastline. we could pick in a couple more rain drops. this will be diminishing this morning. then we will dry things out. a break in the stormy weather. temperatures in the 50s outside; but there's another storm coming, and would you believe it is coming in time for christmas. we'll let you know and if we expect that to be a strong one, too. a u.s. congressman's public battle not with policy matters; but with his weight. and a new string for fighting obesity. the sensors keeping tabs on what you eat. and following up on an investigation. a private school taking dollars for phantom student. today the consequences for one bay area school district when liz and i come back. ,, ,,,,,,,,,, wears a red suit as he winds along the niagara river bet ontario and new york. he has history of getting in troub every year a man wears a red suit. this year his river trip has the border patrol blessing. apparently he's raising a lot of money for local charities. >> wearing the right outfit. and a restaurant in san francisco holds its annual toy drive. people can drop off toys for kids anytime from 6:00 a.m. to midnight. this is the 12th consecutive year for the toy drive. and a grassroots campaign in new york collected 2,000 toys for kids whose homes were damaged or destroyed by hurricane sandy. >> one mother said the cost of rebuilding threatened to wipe out her family's entire christmas. >> the people who donated gifts have been awesome. a charity known as secret sandy will collect donations all yearlong to benefit kids hard hit in that area. time now is 4:44. >> there we go. >> i love the surfing. ride along with the bowling turkeys for thanksgiving. some of those great stories we have. around the bay area, finally catching a bit of a break, what a stormy weekend we had, fierce storms pounding the bay area. unbelievable the past 24 hours. some of the mountain tops over 5 inches of rain. still worried about the possibility of flooding. things beginning to settle down. checking out our high-deaf radar. the storm system really beginning to wind down. looks like it will come to an end this morning. then through the day today, not a bad day. some cool temperatures outside. another storm headed our way. can you believe it? for christmas day, doesn't look as fierce as the storm that moved through. for the russian river in gu ernville, flood stage is 32 feet. it will get close today. expected to crest about 10:00 this morning. to the to watch that closely in case the forecasts are off a bit. we'll catch a brief break. you can see the next storm system has christmas written all over it headed toward the bay area. the gemmativing well to the south. that will sweep on shore and bring a chance of rain. if traveling around the state partly cloudy skies in the valley, still some snow. early on in the tahoe area and looks like for us the clouds will part. here's the future cast model showing the clouds begin to break up and race back on shore tomorrow morning. throughout the day tomorrow, the rain through the afternoon heavy at times. fifty-five degrees in heyward. temperatures running up in the mid-50s in most spots, 53 in nap pa valley. 50s showing up toward the coastline. and 54 degrees in daily city. the next couple of days, the rain makes a return, maybe leftover showers on wednesday, and possibly a leftover shower on thursday. then dry weather come friday, but staying unsettled and pebbly wet again on saturday. outside it is super quiet on the bay bridge. not expecting much of a commute on christmas eve. for the most part, the roads are drying out. a few problems from yesterday's flooding, highway 1 still shut down out in conoa county. for the next 15 minutes or so caltrans said highway 121 is going to be shut down between 116 and 37. both directions closed. flooding is the problem. a few rain drops on the lens across the bridge. traffic is slowing nicely there. wells 880 and 237. a quick look at the south bay. 280 moving at the limit. and out in the east bay, a quiet commute past the climb, up ward toward downtown. no service today, and muni and some ferries are on a holiday schedule. a deadline looming to reach a settlement regarding the deadly pipeline explosion in san brew know. the san francisco chronicle reports that pg and e offered to pay a fine. but government and consumer groups rejected it report delay because pge would not admit it failed to safe the system. the explosion killed eight people. if a settlement is not reached by january 7th the case would likely go to trial. a bay area school district is accused of mismanaging money and audit what's conducted after an investigation questioned how a private school was getting federal dollars. linda yi explains what oakland unified will have to do as their punishment. >> reporter: for years this private religious school has received thousands of dollars in federal funds, $50,000 just this year deadly out by the oakland unified school district. it's the school that sends the students out to bart stations to solicit money sometimes late into the night. they left after we approached them. >> a joint cbs 5 california watch investigation earlier this year questioned the district's lack of oversight allowing enroll. s by the school to get the funding and the school's alleged misuse of that money. the california department of education took a closer look and has ordered the district to repay nearly $25,000. we reached the district spokesman out of state. >> we dispute the notion or finding that we have misused funds. >> the wife gets paid a hundred dollars an hour for her duties there as a developmental teacher. that sounds a little -- >> it does. i'm not aware of their particular conversation levels. >> the school district is approved. and you have robert lacy junior, and he get paid $40 an hour. >> right. >> is that acceptable? >> really it's according to the guidelines. >> reporter: the department of education review ruled it was inappropriate. the district insists that's an interpretation of a law it's appealing. >> would you hire these people for the oakland public schools? >> we would not hire them. we are under a different jurisdiction and different regulations. the school district insists it has followed the guidelines; but after our reports, the district cut off the federal funds. the saint andrew and the fbi has stepped in to question a possible misuse of federal money. an advisor to the u.s. was shot and killed by a police woman in kabul. officials in afghanistan say the police woman shot the advisor with a pistol as he emerge from a small shop near headquarters. the suspect arrested shortly afford. the advisor's identity has not yet been released, the latest in a rash of insider attacks by police officers against their foreign allies. 4:50. a senator from idaho is apologizing for being arrested over the weekend. >> and that is senator michael crepo. he was pulled over yesterday just outside of washington. police say he had run a red light. then he failed a field sobriety test. the senator said he's deeply sorry and will deal with the consequences. a had missouri congressman is inspiring people as he tries to make himself a little health year. representative billy long won his campaign for reelection in the fall. well now he is trying to win the campaign against being overweight. he noticed the problem when he tried to get around on capitol hillingly noticed how hard it was to get up out of a chair. that sounds funny for people at home. i was actually getting to that point. >> he was able to do this thing and give people motivation. >> good for him. he has lost 20 pounds so far. if you're wondering how he's doing it, he says more exercise and by eating only between the hours of noon and 8:00 p.m.. >> good thing he doesn't get up in our hours. >> guess so. >> exactly. this hollywood heavyweight may be interested in the job on capitol hill actor ben after ref leaving the possibility of a senate position open-ended. affleck was asked on "cbs face the nation" if he would run for the seat in massachusetts. the actor director said i have a fondnesser the political process. the interview was taped before senator john kerry was nominated for secretary of state. how about that? you. and this vantage point emeryville looking at temperatures in the east bay in the 60s. the far east bay upper 50s from 58 in concord and 59 in livermore. napa 52 for you and nevada this morning. the deck of low cloud and fogs is taller. not looking at much in the way of visibility issues. sfo looking good. low clouds and fog this morning by about 11:00 and noon time will have sunshine and the temperatures by 3:00 will be around average with the numbers from the mid 60s right at the coast, upper 60s san francisco. mid 70s in oakland and near 90 inland. then the numbers slightly dip into the early part of the week. by the end of next week we are looking at high pressure building in and warmer weather. things will change up every couple of days. nothing too extreme. low pressure sits off the coast allowing temperatures to be seasonal, a little breezy around the bay as the fog pulls back but more importantly is norbert category 3 with winds of 123 miles per hour. it continues to push to the northwest. it is bringing up moisture into baja and san diego and southwestern california with partly cloudy skies in los angeles. here is where we are expecting flooding into southern nevada and arizona and isolated thunderstorms. high surf is a problem through late monday with waves from four to ten feet from malibu through to catalina. even with swells and a little bit into santa cruz. 101 in fresno today. sunny skies. 80 in tahoe. morning lows dipping to upper 30s there. partly cloudy in los angeles at 87. if you are headed to mountain view temperatures in the mid 70s. plenty of pleaded not guilty to felony manslaughter charges. she was in court in santa cruz today for a procedural hearing. another hearing is scheduled for december 5th. consumers are so tired of having their credit cards hacked they plan to avoid the stores that were hacked. nearly half of those surveyed, 45%, say they will avoid target and home depot because of data breaches. a new service called apple pay is now available claiming to be more secure. apple is launching this new digital payment service that allows customers to use their smartphones instead of handing over credit cards. abc 7 news reporter sergio quintana joins us with a look at the way it works. >> reporter: there are two launch events, one in san francisco, another in new york. basically, it allows iphone 6 and 6 plus owners to be able to buy things without even having to reach for their wallet. it is designed to make purchases a whole lot easier but it's also designed to make some of the purchases even more secure than using credit cards. signing up for apple pay is pretty easy. the newest iphones take a picture of your visa or mastercard, then apple pay creates and stores what's called a digital pay token. according to visa, that creates an added layer of security. >> their credit card number is never actually on the phone. we replace that number actually with a digital alias that replaces the card number, can run through the payment network just like a regular card number would. >> reporter: donna tam covers electronic payment technologies for c-net and says the digital alias numbers can be helpful if retailers' system are compromised. >> if someone hacks into the merchant's data base and tries to get that information, the information will be useless for them to use. >> reporter: when you do make a purchase, instead of swiping a credit card, the phone prompts you to authorize the sale with a fingerprint. another security layer. but what happens if you lose your phone or it's stolen? >> there have been a lot of studies done when people lose their wallet, they will report that loss within 24 hours. when they lose their phone they typically report it within an hour. >> reporter: the phone can be remotely disabled if it is stolen and a customer can still use their credit card if they still have it. right now, this technology is available at more than 200,000 retailers across the country, including places like walgreens and pete's coffee, which isn't much when you consider about 15 million retailers accept visa and mastercard. even the most digital savvy customers won't be ditching their wallets just yet. then there's another problem. >> one of the disadvantages is if your phone dies you're at a loss because you don't have your credit card anymore. >> reporter: right now it's only available on the newest iphone, the 6 and 6 plus. sergio quintana, abc 7 news. >> apple's profit is soaring. the company's income increased to roughly $8.5 billion for the quarter, up from roughly $7.5 billion from a year ago. ceo tim cook credits off the chart demand for its new iphone 6 and 6 plus. ibm has issued a weak earnings report. that and its focus on all things mobile is why it's paying a billion and a half dollars to a silicon valley tech company. santa clara based global foundries is taking over ibm's chip business. the deal gives them access to thousands of semiconductor patents as well as ibm operations in other states. it was drizzly in parts of the bay area. people in san francisco broke out the umbrellas this morning for welcome rain. this is what it looked like at the civic center about 10:00. the downpour caught some people by surprise. >> it caught me by surprise. i left my house, it was pretty warm. i saw people with shorts. i got here, it was rain. >> he was not listening to spencer. >> well, he's tracking it all now. hey, spencer. >> well, unfortunately, there was probably more water falling in my shower this morning than some of the showers that hit the bay area. we did have a few wet spots. here's live doppler 7 hd right now showing mainly dry picture across the bay area but we still have little areas of showers up in the north bay, mainly from about santa rosa area north up to just east of cloverdale. that's all traveling eastward now out of the area, getting a little bit of a break as the showers wind down. rainfall totals, 24 hours, as you can see, in many locations, no measurable rain at all or just a trace. oakland had .01 inch. but half moon bay had over .10 inch. we have a beach hazard statement in pedestrian accident. an elderly man was hit and killed by a car at 43rd and slope next to the zoo. the 87-year-old had just left his house to walk to the gym. abc 7 news reporter melissa harrington has more. >> reporter: he was likely on his morning walk when he was hit by a car and killed. it happened about a quarter mile from the san francisco zoo. he was heading west toward the ocean when police say the man tried walking across lanes of traffic. >> he lived right here on the boulevard and i guess he crossed, he left his house and crossed the street kind of midblock without preliminary, looks like he didn't use the crosswalk. >> reporter: he was hit and killed. police were called just before 7:00. the driver stopped, is shaken up but cooperating with the investigation. the lieutenant says it appears she was driving the speed limit. >> we think the factor was probably the light. it was about dusk at that time. it was just getting daylight and down by the beach sometimes it can be a little darker just because of the fog. >> reporter: he says this area is well-lit with crosswalks, stop signs and traffic lights. they do not respond here for accidents often. the victim's name has not been released. >> it was pouring out here earlier but it was dry when the accident happened. so police say that rain was not a factor. alyssa harrington, abc 7 news. it's been almost eight weeks since the napa earthquake but city officials say they are getting new reports of damage every day. officials told the state assembly committee that inspectors are just now getting inside some of the city's buildings and homes. to make matters worse, federal emergency management association program that offers individual assistance such as low interest loans and aid to quake victims has still not been approved. >> the state of california does not have an individual assistance program specifically for disaster response. so really, we do depend on that federal individual assistance program. >> a spokesman told abc 7 news he can't say when the individual assistance might be made available or whether it will be granted at all. a new effort launched today to mobilize the people of oakland to reduce the risk of wildfire. wildfire prevention leaders today announced a new nonprofit group, the oakland fire safe council. this new effort marks the 23rd anniversary of the oakland hills firestorm. on october 20th, 1991, fire killed 25 people, destroyed nearly 4,000 homes. the oakland fire council says education is key to preventing a similar disaster. >> our purpose is to educate and motivate the residents of oakland to take steps to reduce the risk of wildfire. >> city officials say the most important lesson learned during the firestorm is the importance of maintaining a defensible space around homes. take a look at this. wasted water on the peninsula from this broken hydrant in belmont, all damage caused by a prank. police tell us two high school kids shot the construction site dumpster down a steep hill. it sheared off the hydrant. officials had turned the water off and capped the hydrant. residents aren't too happy about that. still ahead, as the boards go up, so does the frustration. a window smasher strikes again and police are asking for your help. also ahead, a warning for nearly five million car owners. why the government says certain airbags needs to be fixed right now. also ahead, bay area baseball fans hitting the road. >> go, giants! and there are the kansas city fans. how you can get into the spirit of the matchup here at home. details on that when we return. a 33-year-old santa rosa man is now in custody, accused of killing his father with a sledge hammer. police say it happened around 11:30 last night inside a home on rice street. the suspect allegedly told investigators he was angry with his father over an earlier dispute. police haven't released the name of the victim or the suspect. police are trying to track down vandals targeting the city's willow glen neighborhood. a salon is the latest business to be hit. surveillance video shows a 12 by five foot plate glass window being smashed just after 2:00 this morning. it's going to cost $2500 to replace. this isn't the first time the salon has been targeted. >> the first time we had our window broken and the front door, computer stolen. the second time they just broke the window. this time again, same thing. it's super frustrating. we are covered by insurance but the deductibles are really high and it's hard for small business. >> neighborhood businesses have been vandalized in recent weeks. this is video of a robbins that was hit. this time tomorrow night, the san francisco giants will be ready to play in the world series for the third time in five years. fans are getting ready as well. abc 7 news reporter carolyn tyler joins us from lefty o'doole's. how's it going in there? >> reporter: it's going just fine. this is one of those places where fans from both teams can come and gather and this time they have a rather innovative way that they can maybe do a little what would you call it, friendly trash talking. that is unless lot of coverage on the issues and candidates at abc7news.com. a major recall tonight involving airbags and a warning about tainted candy on halloween. 7 on your side's michael finney is here with that and more. >> amazing day for consumer affairs. the national highway traffic safety administration issued a rare alert today for owners of millions of cars that have been recalled for faulty airbag. 4.7 million cars have been recalled but many of them have not been returned to the dealership for inspection. the warning covers cars made by toyota, honda, mazda, bmw, nissan, general motors and ford. at least four people have died because of this problem. also today, toyota issued a new airbag recall covering 247,000 older model vehicles, including the lexus c, corolla, matrix and tundra, bringing the total recall to just shy of five million vehicles. police have a warning for parents this halloween. not all candy is for kids. with marijuana legal in colorado and washington state, there are concerns that pot-infused candies could show up in trick or treat bags. authorities are circulating a video produced by denver police with advice for parents. marijuana dispensary owner patrick johnson says it can be difficult to tell the difference. >> the problem is that some of these products look so similar to candy that's been on the market that we have eaten as children that there's really no way for a child or parent or anybody even an expert in the field to tell you whether or not a product is infused or not. >> okay. so the best rule parents can follow is if any candy doesn't look familiar, toss it. home building stats were up in september due largely to an uptick in apartment building. housing starts rose 6.3% while apartment construction was up 18.5%. the sluggish economy has forced more americans to rent instead of buy homes. they simply can't afford them. apartment construction has surged more than 30% over the past 12 months. we see it here in the bring us our rain at the end of the week. that will move to our north. here's the forecast animation starting at 7:00 this evening. we will see mainly clear skies tonight but some passing high clouds and perhaps a couple of isolated or widely scattered light showers. tomorrow, filtered sunshine with sun and high clouds and it will be a dry, mild day. overnight, look for partly cloudy skies and a chance again of a few spotty showers. low temperatures will range from mid 40s in the north bay valleys, the coolest region in the bay area, to low to mid 50s over the remainder of the bay area. then tomorrow, we can expect again mainly sunny skies. it will be a mild day. no extremes one way or the other. not very cool, not very warm. we will see mid 60s on the coast, upper 60s to near 70 around the bay. low to mid 70s inland. now let's travel to kansas city, mo, where game one of the world series take place tomorrow evening. it will be 7:00 p.m. central time. conditions, weather conditions, clear skies, 61 degrees as the giants take on the royals in the royals' home turf. should be pretty good baseball weather. 61 degrees is considered balmy by nighttime baseball standards here in san francisco. here is the accuweather seven-day forecast. we can expect a string of mild days through thursday, even into friday, it will remain mild with highs in tuper 70s inland. but there's a chance of showers developing friday evening. looks like saturday will certainly begin as a rainy day and it may rain throughout the day. we will get mostly sunny, dry conditions on sunday and monday. the next bout of rainfall comes at the very end of the week. let's hope it will deliver a little bit more punch than we got out of today's showers. ama and cheryl? >> thank you. coming up next, the big
