Incompetent to stand trial. the judge agreed and made that finding. now loughner will be sent to a federal prison hospital for treatment. will the treatment restore his mental competency? if it does, the trial process will start up again. if not, he can be held indefinitely until he does, if ever, improve. the doctors told the judge he had been in decline for two or three year swez ws and he does understand the court proceedings and that is one of the two tests under federal law for competency. ...
