A comprehensive plan to expand public lakefront access and connect the 30 miles of Lake Erie shoreline that spans Cuyahoga County inevitably depends on the approximately 3,800 privately owned parcels that comprise about 18.6 miles of that stretch.

The county on Wednesday released a 102-page plan laying out ideas for giving residents and visitors more access to the 30-mile-long lakefront.
