led them to watch two men, and last august buck county pursued aal meth ring. >> our detectives found links. >> fuhrman says she received a phone call from a citizen devastated about how a loved one was hurt by crystal meth. >> this person called me and he had enough information that we were able to identify the men supplier. law enforcement using wiretaps linked the multiple player and started to arrest the major suspects. >> ten was seized in september and 2.5 in january, 20 ounces of cocaine, just shy of $40,000 in terms of a value. >> in edition, the d.a. says they seized five vehicles system cruises towards raleigh, north carolina, and towards virginia we receive just the top brush of that the top edge and it will be just enough to make some snow. we'll show you expected snowfall the virginias and the carolinas and then 1:00, 1:30 and all we see a left over light shower. what are we expecting on the ground? most of the indications are giving us a coating to an inch, in areas just to the south and east of philadelphia and wilmington all the way down past millville and close to ocean city there is an area farther south closer to the well to the south southern storm system that could go 1 to 2 inches what could go with this? we may take these two areas of snowfall and go right up there and philadelphia and the i-95 corridor would be in the coating to an inch, this is an evolving situation and a lot of model runs coming in analyze and adam and cecily will be here to show you that at 4:00. 39 degrees, more comfortable today and tomorrow cloudy and colder and 30 degrees snow in the morning and some of it centered to the south and east of philadelphia and no matter where it sets up it looks fairly light and highs around 30 and sunday giving way to clouds and a high giving way to mid-30s and at night there is rain arriving that could mix with sleet particularly north and west of philadelphia and it's fairly light and wraps up early friday morning and perhaps in search for missing malaysia airline 370. a preliminary assessment by u.s. intelligence finding that someone controlling the plane deliberately flew it off course before it disappeared. two u.s. officials briefed on the assessment says it was prepared months ago and not intended for public release. malaysian investigators say there is no evidence of unusual behavior by the pilots for the cabin crew before the flight. meantime on reunion island new debris has washed ashore in addition to the wing component found earlier. remnants of what looks like a suitcase were found thursday and searchers are out scouring the shoreline for more. senior international correspondent nima elbagir has more. >> reporter: good morning, alison. the focal point will continue to be the stretch of beach. it plays into the broader theory that investigators are working with at the moment that perhaps a wider counter current is responsible for bringing debris from the initial search site across the indian ocean and off the coast of australia. they will see if the theory bears out. if it does they will expect to see more. what we hear from officials here is perhaps in private, they are growing more confident and at the very least, this is debris from the boeing 777. no one wants to be responsible for bringing anymore grief to the families. no one wants to give false hope. as they look to see if they can intercept anything washing up on shoreline is getting evidence to the investigators in the south of france and trying to get analysis of that as quickly as possible. >> with this debris washing up i imagine the search has intensified around reunion island. explain how that is going and how more debris could be nearby. >> reporter: given that debris has washed up on reunion island the question poses itself is what about madagascar? if you are dealing with counter currents you look at movement and where the current eventually washes up. that is pulling people looking more closely at the southeastern coast of africa. for now, everyone we have been speaking to says although this is the first time in a long time that they feel that there could be something very tangible here alison, what they tonightdon't want to do is getting the families' hopes up before they have something concrete. >> they are waiting for that answer coming soon. nima thank you. this morning, the airplane flaperon found on the shore of reunion island on the flight to france for analysis at the office of the b.e.a. the office charged with investigating civil aviation accidents. they are looking for anything that came from mh-370. anything that points to possible cause of the airliners disappearance. for more let's bring in senior correspondent frederik pleitgen. he is live in france. when do we expect that part to arrive fred? >> reporter: hi miguel. we expect the part to arrive sunday morning. what will happen it will be on the flight to paris and arrive there later today or early saturday morning and brought down here to where i am to the south of france which is tulose. i'm standing in front of the d.e.a. the air nautical lab. they are looking at the parts and structure outside parts of the planes and assessing what could have happened to the parts. this lab i am standing in front of which is part of the french defense ministry which was involved in the air france flight which crashed a couple years ago. these are the premier specialists and they will look carefully. as i said the part will most likely arrive on sunday. unclear how long it will take to determine whether or not this is part of a 777. what part this is of the 777 and of course trying to find out what might have happened to the part. there will be a lot of analysis taking place on parts of that debris that will be coming in here. there is also analysis taking place as to what might have caused the aircraft that part is from to crash. could it be an explosion? this is what the scientists are working on. >> thank you very much fred. and this morning, the families of 239 passengers and crew on mh-370 are reacting with caution and skepticism to officials who say they are increasingly confident that the flaperon is from the missing jet. after repeatedly having hopes raised and dashed some say they want 100% certainty the part came from mh-370. >> you know we lived for 16 months in the state of limbo with absolutely no concrete information. and in fact a lot of misdirection by the officials. we have become very suspicious of anything that can't be proven through a third party. >> let's bring in cnn's will ripley for more on the mh-370 families. will 16 months of hearing nothing and all of a sudden this. is it a mix of relief? what are families saying? >> reporter: well we have been speaking to some of them today here in beijing, alison. most of the passengers on the plane were chinese. the up with characteristic that families share is they look like they have just been beaten down. this is bringing them back to the pain of early march of last year. the way they are processing the news is unclear. some are angry and grief-stricken. some are holding on to hope that these people may be alive or they may be able to see their loved ones an gaingainagain. we spoke to one woman, her only daughter was on the many.plane. she said she cannot accept this. the skepticism comes from the fact that almost 17 months on they still haven't seen tangible piece of the plane. even if this debris is from mh-370 they want to know where are the people. were the people on the plane that went down? until they see remains or tangible proof, they will still not have that closure. can you imagine? >> i cannot imagine. one question for you, will. you know one issue during this investigation has been the lack of information coming from officials to families. are we seeing more information go directly to the families now that possibly parts of the plane may have been found? >> reporter: we had some families tell us they have communicated occasionally with malaysia airlines. others say they felt completely cut off. the chinese government has discouraged families to get together. public gatherings are discouraged in china. families are protesting to raise attention to their plight. the federal government has broken up the protests. they don't have a support center open in beijing. many feel they have to go through this without information coming to them. they hope that will change and official word. it hasn't happened yet. >> making an agonizing situation more difficult. will ripley, thanks. we should know if the flaperon is from mh-370 but we still don't know where the debris came from. tom foreman explains what evidence will float the ocean's surface and what is likely to on the ocean floor. tom. >> reporter: miguel alison think about an airplane. a tough durable craft that has to survive in difficult circumstances. many parts are lightweight and they will float. let's start with the wings and tail. they are made of composite materials and lightweight. if they are torn into pieces they can float and float for a long time. underneath the plane, in the cargo hold. that may float it is torn open and flown free. think about the speeches you heard about floating seat cushions. think of those and what passengers bring on board. water bottles or cookies or chips. if they contain enough air could pop to the surface and stay for a long time. they have reason to keep looking for these if they found one piece. what won't float? >> the flaperon is located between these flaps. it is the flight surface that controls lift at low speeds and maneuver maneuverability of the aircraft. >> reporter: this data plate gives information about where this piece could have come from. it's gone. where could it have gone? >> anything will have a data plate that identifies part and serial number. it is held on by adhesive. if it was in a substance like water, it could wear off. >> reporter: you saw something that stood out to you about the damage. what is this on the flaperon? >> the component is held on by two actuators. on the pictures from reunion, both of those links have been removed. the mounting points have been forcibly removed and the aft section of the component, there is a lot of tearing where that piece is external of the aircraft. >> reporter: this is something that could provide investigators a link to finding out exactly what happened to mh-370. miguel alison. >> thank you, nick. was missing malaysia airline flight 370 intentionally steered off course before it crashed? new information this morning coming up next. breaking news this morning. new evidence that missing malaysia airline flight 370 was deliberately steered off course before crashing. the investigation is intensifying as crews search for more wreckage in the indian ocean. live team coverage breaking it down begins now. welcome back to "early start." i'm alison kosik. >> i'm miguel marquez. it is 31 minutes past the hour. breaking news this morning in the search for missing malaysia airline 370. a preliminary assessment by u.s. intelligence finds that someone controlling the plane deliberately flew it off course before it disappeared. two u.s. officials briefed on the assessment say it was prepared months ago and not intended for public release. this puts the spotlight back on the two pilots. malaysian investigators say there is no evidence of unusual behavior by the pilots or the cabin crew before the flight. meanwhile, on reunion island in the western indian ocean, new debris has washed ashore in addition to the wing component. a suitcase was found thursday. our senior correspondent nima elbagir has more for us from reunion island. >> reporter: good morning, miguel. after two days of back-to-back debris washing up in essentially the same location this is giving credence to the theory that investigators are working on that this is potentially brought ashore by the same current. that countercurrent will explain how debris if this is debris from mh-370, could have brought it all the way across from the initial search site. off the coast of australia to off the southeastern coast of africa. if they manage to isolate that current, that will give them a sense of where else they should be looking. officials here are looking closely along the beach trying to get a sense of what else may be washing up ashore. for now, for the families now this is all back out there, this is about trying to answer those questions as soon as they can. nobody wants to be responsible for giving the families false hope or for extending that grief anymore than it needs to be. they are looking to get much of this to investigators in the south of france. they are having a bit of trouble. it is a bit more delayed than they were hoping it to be. that is the reality of the reunion location in the indian ocean. we are working to confirm if and when that finally does make it off reunion, miguel. >> i was impressed by the man who found that piece and what care he gave to that plane realizing it may be from a plane crash. what is it like on the little plot of land in the middle of the ocean? what do people think about possibility solving the mystery of the missing flight? >> reporter: they there are only about 800,000 people here are reunion. that gives you a sense of how tiny it is. everyone we have spoken to miguel they really want to be part of. the man you mention has been so important to not only realizing quickly how crucial this was, but trying to make sure as much of that was kept in tact. everyone we have spoken to police and prefecture and everybody wants to be part of this. people out on the beaches are keeping an eye out. it is complicated by the location but also a volcanic eruption under way, believe it or not. they are having to move the residents up on the upper slopes of the volcano. there are cyclone warnings. people really have behind this. they hope they can actually help solve this. everyone we are speaking to thinking about the families. >> braving cyclones and volcanos. nima good luck to you and your crew. >> the flaperon found on the shore of the reunion island is now on the way to the office of the b.e.a. that is the office in charge of the civil aviation accidents. they are looking for any sign that this part came from mh-370. they are looking for anything that may help them find the rest of the plane. for more on, this let's bring in correspondent frederik pleitgen in france. is there any guess when this gets to france and how long it will take to figure out if this is indeed part of mh-370? >> reporter: good morning, alison. that is the big question here. it is the case of the office or lab where this will be analyzed. it will take special care this part is from a boeing 777. absolutely certain that they know from which 777 if it is from one. also they will try to find out or at least get some clues as to what might have caused the crash. what will happen is that the piece of debris or potential flaperon as you were saying is brought down here to the south of france. at this point in time the timeline says that part is supposed to leave reunion at the evening hours of tonight and arrive in france on saturday at some point and brought down here to sunday. with the latest that we are hearing, alison, analysis will take place next week. it is not clear when exactly we are going to hear from the office where this will take place. it is part of the french defense ministry. it is a military installation. it is one of the premier laboratories in all of europe to find out what happened after accidents and help out in accident investigations. they will conduct all of the tests here. the other interesting thing, alison the suitcase that was found will be brought to france and analyzed outside paris. >> fred do you know if any u.s. investigators will be joining in on the analysis as well? >> reporter: there is the potential there will be people from boeing to have a look at the parts and help out in the investigation as well. we also know there is a team from the malaysian investigators that will be coming here. first going to paris and down to help out in the investigation and try to find out. any sort of expertise is something welcomed pi the investigators. they have a long history offing to this before. we have to keep in mind this is the hub of the european aviation. there is a lot of expertise here. we expect there will be representatives from boeing who will come here and look at that piece of debris as well. >> it sounds like it could be several days before we know anything. more agonizing for the families. frederik pleitgen live in france. this morning, the families of 239 passengers and crew on mh-370 are reacting with caution and skepticism. two officials who say they are increasingly confident the flaperon is from the missing jet after repeatedly having their hopes dashed and raised. some say they want 100% certainty that the part came from mh-370. >> you know we lived for 16 months in the state of limbo with absolutely no concrete information. in fact a lot of misdirection by the officials. so we have become very suspicious of anything that can't be proven through a third party. >> now let's bring in cnn's christi lou stout for more. >> reporter: it has been agonizing, miguel for the 2399 passengers on board. the families have been waiting so long for answers. you can imagine what they are going through. seeing the footage and a clue washing up a half world away. wondering if this is it. is this the first piece of evidence of the plane that vanished march of 2014. they have been waiting for 16 months and they have to wait longer. here we have a copy of "the star" newspaper. the front cover says "answer in two days." that coming from the malaysian prime minister. it will take two days for the malaysian authorities and french authorities to look and analyze that piece of wreckage and confirm if it is from mh-370. the family members here in malaysia, remember 50 passengers on board the flight. they have an opinionbeen reacting with fear and caution. we spoke to a 15-year-old daughter of the steward on the plane. her name is mara elizabeth narri. she said honestly we are nervous. we feel restlessness. we are not sure what to say about it. we are waiting for the result to come in. lastly, we are tired. that is the daughter of the steward. she is attending local university. she adds whatever the officials conclusions they come up with she will accept it. back to you, miguel. >> your heart must do out to them. kristi lu stout, thank you. we will cover the latest on malaysia airline 370 all morning long. new video released in the case of the police officer who murdered a motorist during a traffic stop. that coming up. new information this morning on the search for malaysia airline 370. the u.s. intelligence assessment says someone deliberately flew the plane off course before the plane disappeared. on the same indian ocean island where the part of the wing washed ashore new debris found. part of a suitcase found. meanwhile, the wing component is being flown to france where versus will investigators will try to con firm. a former university of cincinnati police officer released from bond. ray tensing spending 27 hours behind bars before his father bailed him out. he is facing murder charges after shooting a motorist in the head. tensing claimed he fired at samuel dubose after getting knocked to the ground and dragged by his car. this video from tensing's body camera contradicts that story. listen to tensing just seconds after the shooting giving his version of what happened. >> the guy's going to run me over. >> you okay? >> i guess. holy [ bleep ]. >> gunshot wound to the head. >> for more on the video evidence in the case and reaction from dubose's family. here is cnn correspondent jason carroll. >> reporter: miguel alison to date three body cam videos released. none appear to show tensing dragged by dubose's car. although tensing's attorney says one body camera is significant. it shows tensing on the ground. tensing's attorney says that is evidence enough that something has happened. dubose's family could not disagree more. what they see on the tapes is very clear to them. >> there's a camera angle. that will show him putting his hands up and say what are you doing. i would ask his attorney to get those angles and show me the angles that show my brother did not beg for his life and put his hands up and where he ever dragged a police officer. >> he was moved 20 to 25 feet from the scene of the traffic stop. that tends to corroborate what he said happened. >> reporter: tensing's bail set at $1 million. he was released on boardnd. dubose's family says any other police officer that corroborated tensing should be held accountable. two other police officers are on administrative leave pending the out come outcome of the investigation. time for a check of your money. stocks in europe are up a bit right now. u.s. stock futures are kind of flat at the moment. facebook just built a giant solar powered drone. its goal to bring internet to rural and hard to reach areas. the lab is working on the social network mission to connect everybody in the world. 4 billion people in the world don't have access to the internet. 10% of the population lacks infrastructure to get online. facebook is working on drones satellites and lasers to reach them. eventually the technology will happen. it is far away from being used. when we thought facebook is all about self involved. >> it is about the lasers they can shoot can hit a dime miles away. i want that service as soon as possible. plane debris found in the indian ocean examined by experts. does it belong to missing malaysia airline flight 370? >> the flaperon is located right between these two larger structures. the flaps. the flaperon is a flight surface that controls lift at low speeds and maneuverability. >> reporter: we brought it down here to take a closer look. this is something you pointed out. the data plate gives information about where this piece could have come from but it's gone. >> any component will have a data plate with part number. it will be on with adhesive. >> reporter: you have been following this since the beginning. you saw something that stood out about the damage. what is this on the flaperon? >> the component is held on the aircraft by two actuators or linkages. on the pictures from reunion, both of the linkages have been removed. the mounting points have been forcibly removed and the aft section of the component, there is a lot of tearing where that piece would have been removed. >> reporter: this is a replica. this is something like this that washed up right off the coast of madagascar that could provide investigators a link to find out what happened to mh-370. miguel alison. oil prices plunging. the latest costs of tumbling oil next. let's get an early start on your money. i'm alison kosik. looks like investors could get a bit of calm. china stocks down 1%. they had their worst month in six years. looking less frenzied. u.s. stock futures are barely moving so far. yesterday, america got a good but not great sign the economy is picking up momentum. gdp grew 2.3% in the second quarter. wall street was expecting a bit higher but it was a huge improvement from the growth at the beginning of the year. oil prices are falling this morning. down more than 1% right now. prices were relatively steady for a few months but then in july oil prices have tanked 20%. energy companies are once again slashing jobs. shell plans to cut 6,500 jobs. chevron, 1,500 jobs. google to start measuring pollution data. sensors will measure humidity and temperature and emissions. when the cars drive to collect data for google map, they can map air quality. google will start in san francisco first. the environmental protection agency calls this a next step for the environment. >> you know where you will have the smog. >> exactly. >> and if you are sitting if traffic, brilliant. ashore in addition to the wing component found earlier. remnants of what looks like a suitcase were found thursday. for more on the investigation, senior correspondent nima elbagir has more. >> reporter: good morning, miguel. that new piece of debris is giving credence to the theory that investigators believe the countercurrent could be pulling the debris from what was presumed to be that initial search sign off the coast of australia. all the way to the other side of the indian ocean. they are trying to pinpoint that and the importance of that really is to give them a broader sense of where else they should be looking and if they can narrow those current lanes and start looking beyond reunion. whether it is madagascar or further along africa. the search along that stretch of beach where both pieces of debris turned up will continue today. their hope is not only to try to get a sense of what else is out there, but also it is so important to get their hands on this before any damage can be done. we are seeing in pictures from what is believed to be the segment of wing the sea life or barnacles. we will see where this plane wing could have been and how deep it was and how far its come. it is not only getting access to the debris but access to the debris as soon as they can before any damage is done to it. the hope is soon we will get confirmation that this is finally being moved to the south of france and investigators can finally get a closer look at this. miguel. >> the picture we see is always on grass of the wing. how far from the water line was it found initially? >> reporter: it was found actually on the shoreline on the pebbled beach. this is where a bit of concern comes. the clean-up crews initially did not realize what they found. they started scraping the barnacles off it and leaning it against the wall past the beach. one of the clean-up crew said it hit him looking at it. this could be something important. amazing guy called johnny. he shouted to his coallleagues to stop. he thought to himself, if it is a plane crash, someone died. i would want this to be created with much respect. johnny is back down on the beach today trying to help with the search efforts. >> what an incredible story. amazing that piece of debris. thank you, nima. and this morning, the airplane flaperon found on the shore of reunion island on the flight to france for analysis at the office of the b.e.a. the office charged with investigating civil aviation accidents. they will look for anything that would confirm this component came from mh-370 and anything to help find the plane. for more let's bring in correspondent frederik pleitgen in france. we heard this morning, fred malaysian official making a headline in the newspaper, two days. two days we'll know if this piece is in fact part of mh-370. is that what you are hearing as well? >> reporter: it's certainly going to be a process. it is unclear how long the analysis will take. the piece of plane you said or debris has to be brought here. the way that will happen is that will leave reunion later today. we expect in a couple of hours, in the evening hours, in the island's time. it will be an 11-hour flight to paris. by that time it will be saturday. it will be brought down here in the south of france. we believe it will be here late saturday or early sunday morning. the latest we hear from french authorities is analysis of that debris will take place next week. they have not given a timeframe how long the analysis will take and they have not given indication when they will give updates along the way. there will be many tests that will be conducted on this particular piece of debris. of course as we have been saying one of the things they need to find out if it is from a 777 or whether or not it is from that 777. the malaysia airline 370. also they will conduct tests to find out or get some clues as to what happened on impact and what angle the the plane impacted and what may have caused the plane to crash in the first place. one of the things this office here is specialized in is finding out whether or not possibly an explosion that might have caused the plane to crash. all of that is speculation at this point. these are the tests conducted here. this is the premier lab for the investigations in all of europe. it has been specifically assigned by the investigation authority. b.e.a. it is part of the french defense ministry. this is a military installation. at this point in time they are not saying when they will give us any update. they want to get the part and they want to start analyzing it. interestingly enough alison that suitcase will be brought to france and analyzed in a laboratory outside of paris. >> these investigators have an understanding about time is of the essence for these families. finding out before all the battery of other tests if this belongs to mh-370. >> reporter: they know time is of the essence. they would not want to increase the pain for the families. we have seen over the past year the investigation has been going on. there have been false leads in the past. they say they want to be absolutely certain before they put any sort of information out there. it is not clear if they will do that in stages or one final report they want to issue. they say they want to be absolutely accurate. of course one of the things they will be doing is conduct tests to find out how long this was in the water. also how it may have come to where it was. there is a lot of detailed analysis you can do. they do realize that time is of the essence and the families want to know whether or not this is part of the plane that their loved ones were in alison. >> it could take days. thanks fred. this morning, families we have been getting a bit of insight as to the compensation that has been offered by malaysia airlines. the initial compensation amount is $50,000 u.s. a lot of families haven't taken. they are afraid if they have to accept that and sign that form they are signing away their right to pursue more recourse down the road if it turns out the airline was negligent in some way as a result of all of this. the families that did sign the compensation packages are the ones where they lost their sole bread winner. i want you to hear from one who lost her only daughter and her son-in-law who were canadian citizens on holiday in malaysia. it was really remarkable. we sat down with this woman and what has kept her going until now is if she had her daughter. we do not have that. i'll tell you what she said miguel. what kept her going and kept her strong through the last more than 500 days is the thought she may be able to be reunited with her daughter. her daughter may come home. to be faced with this potential piece of debris from the plane and the fact that there is somehow tangible proof that the plane may have crashed, it will be difficult in the days ahead. the families are asking for psychological support which stopped many months ago. hasn't been started an again. >> we saw the pictures of her as you were talking. it must be horrendous to put their emotions on hold in the indian ocean. does the plane debris belong to mh-370? live team coverage breaking it down begins now. welcome to "early start." i'm miguel marquez. >> i'm alison kosik. in search for missing malaysia airline flight 370. a preliminary assessment by u.s. intelligence say they were briefed on this months ago and this puts the spotlight on the pilots. but malaysian investigators say there is no foul play by the pilots. in the western indian ocean, new debris washed ashore. remnants of what looks like a suitcase found thursday and searchers are out scouring for more. we have senior correspondent nima elbagir with more from reunion island. nima do you know when the part of the plane will be analyzed further? >> reporter: that is the key question we keep hearing different timelines. the sense is people are very aware of the urgency. this is about the practicality. reunion is a tiny island in the indian ocean. the infrastructure isn't really capable of playing host to these kinds of efforts. trying to get this to the south of france but get it in the fashion to get as much from it as they need to trying to preserve the barnacles and the sea life that's grown to allow investigators in a way to give them what they need to know about where this was and what kind of water it was in and how long it was in the water. all of this is really important to try to preserve. further complicating it is two cyclone warnings and beginnings of a volcanic eruption. the slopes of the crater have been evacuated. this is not the ideal circumstance for this alison but everyone is aware of the burden of responsibility in terms of trying to get these questions answered for the families as soon as they can, alison. >> i understand this part was moved from the area where it washed ashore. can you tell us more? >> reporter: it washed up on the pebbled beach. it was at the time the clean-up crews working the morning shift. unfortunately, one of the crews got it moved it along that beach. scraped some of that barnacle growth off. it was because one of the crew coordinators suddenly looked at it and thought, oh, my gosh this is something important. he got closer and he thought this looks like a plane part. if it is a plane part it means this could be part of the crash and that means the people died here. we need to try to handle this with as much respect as we can and sensitively as we can. it is because of him that investigators will move quickly. because of him as much of the evidence has been preserved and making its way to the investigators. we will try to get confirmation. >> quick question for you. how often do the cleaning crews go up and down the beach? could that plane part have been sitting there longer than they thought are they there every few hours? >> reporter: they are there every morning and kind of time with the tide bringing in debris and washing up on shore. the understanding is that no they got there as quickly as they could. they are back there today. many of them volunteering to try to look if anything else including, johnny, volunteering to see if anything else washed up. >> nima from reunion island. thanks. this morning, the airplane flaperon found on the shore of reunion island now on the flight to the office of the b.e.a. the office charged with investigating civil aviation accidents. they are looking for anything that confirmed the component came from mh-370 and anything that might help find the rest of the manyplane. for more let's bring in cnn's frederik pleitgen. the world awaits. fred. >> reporter: absolutely. the investigators here down in the south of france miguel are waiting for the plane part to arrive. as nima was just saying we are expecting the plane parts to depart reunion island in a couple of hours. the flight to paris will be about 11 hours. it will arrive here saturday, central european time. then brought from paris down to the south of france to the lab from an agency called the dga. it is an agency of the french defense ministry. a military agency. it is also one of the premier laboratories in all of europe for the analysis of plane crashes. what they do here is they have some of the most sophisticated equipment available. they say they will conduct analysis of the metal of that part. of course also to try to find out if it is from a 777 and if it was from that 777 and how long it was in the water. also what might have caused the plane to crash. was it some explosion in the air or was it something that the part broke apart on impact. a lot of things that the investigators here want to find out. they are waiting for the part to come in. interestingly enough, miguel that suitcase also found will be brought to france. that will be analyzed outside of paris. >> frederik pleitgen for us. thank you. this morning, the families of 239 passengers and crew on mh-370 are reacting with caution and skepticism to officials who say they are increasingly confident that the flaperon is from the missing jet. after having hopes raised and dashed some say they want 100% certainty the part came from mh-370. >> we lived for 16 months in the state of limbo with absolutely no concrete information and in fact a lot of misdirection by the officials. we have become very suspicious of anything that can't be proven through a third party. >> let's bring in cnn's kristi lu stout for more on the mh-370 families. this must be agonizing for these families on so many levels. >> reporter: absolutely alison. it has been a long and agonizing week for the loved ones of passengers on board mh-370. you cankcan imagine what they are going through right now see the suspected piece of debris wash ashore half a world away. is this finally the piece of physical evidence they have been waiting for for last 16 months. they have been waiting for over 500 days to what happened to the plane. according to malaysian authorities, they have to wait a few days more. this is the front page of today's "malaysian star" newspaper. the cover says "mh-370, answer in two days." that's what we are hearing from the prime minister of malaysia. it will take up to two days for malaysian authorities along with french authorities to be able to examine that piece of suspected wreckage and figure out whether or not the origins date back and go back to mh-370. in the meantime we are hearing from the families of the passengers. they were able to speak to an 18-year-old girl. her name marra elizabeth. she said this to us. quote, we are nervous. we feel restless. part of us wants it to be true but another part of us doesn't want it to be true. we are not sure what to say. we are waiting for the result to come in. last but not least, we are tired with all of already. that coming from marra. she turns 19 next month. dealing with so much loss. she told us that whatever answers do come out, she is willing to accept it. back to you, alison. >> my heart goes angle. it's not going to show them not putting his hands up and saying what are you doing. i would ask his attorney to go get those angles and show me the angles that show where my brother did not basically beg for his life and put his hands up. where he ever dragged a police officer? >> you can tell he was moved at least 20 to 25 feet from the scene of the traffic stop and he is getting up from the street. that tends to corroborate what happened. he was getting dragged. >> reporter: tensing's bail set at $1 million. he was out on bond late thursday. any of the university of police officers who corroborated his story, according to the dubose family, should be held accountable. i can tell you two university of cincinnati police officers are on administrative leave pending the outcome. and breaking news. the man who killed cecil the lion, the environmental minister in zimbabwe called this a well orchestrated and researched poaching. he said he hopes u.s. authorities aviation and the boeing 777. senior vice president michael kinney joining us. what is the flaperon? >> the flaperon is located between these two larger structures. the flaps. the flaperon is a flight surface that controls lift at low speeds as well as maneuverability. >> we brought one down for a closer look. this would be on a 777. this is a data plate. where could this plate have gone? >> this is held on by adhesive. if it sat if a substance of water, it could wear away. >> reporter: you saw something that stood out to you about the damage. what is this on this side of the flaperon? >> the component is held on to the aircraft by two actuators or linkages. on the pictures from reunion, both of the links have been removed. the mounting points have been forcibly removed and the aft section of the component, there is a lot of tearing where that piece would have been removed. >> reporter: this is a replica. this is something that washed up on the coast of madagascar that could provide month in six years. european stocks are up. yesterday, america got a good but not great sign the economy is picking up. gdp grew 2.3% in the second quarter. wall street was expecting a bit higher but it was a huge improvement from the growth we saw at the beginning of the year. oil prices falling this morning. down more than 1% at the moment. prices were relatively steady for a few months but then in july oil prices tanked 20%. energy companies are once again slashing jobs. shell plans to cut 6,500. chevron, 1,500 jobs. google to begin measuring pollution data. a san francisco start up has equipped going the street view cars with sensors to monitor temperatures and humidity. they will monitor air quality. google will start in san francisco first. the environmental protection agency from boeing who made this 777 plane, have a high level of confidence that indeed it is. not only because it looks like a piece. plane's wing. this is what is called a flaparon but also because of the number stamped on it. it may not mean a lot for you or myself but it's significant. the image of the debris here from this local newspaper, the source says it matches this particular number on a schematic of a 777. this online picture appears to be from a boeing maintenance manual. family members of the missing passengers are at least at this point in time after reserving judgment after so many false starts it's hard to believe that we would come across from where it's generally believed to be located. >> again geography here. the debris was found off the coast of this little island called reunion island off madagascar to the east of africa. that is 2300 miles from the current search site and close to 4,000 miles from where mh-370 vanished in last march of last year. tell me now, as far as this piece of debris robin, where is it at the moment and who is looking into this? >> reporter: from what our sources tell us here on the island, brooke the piece of debris is still here. however, we are hearing according to the malaysian prime minister's office the piece of debris will be heading to france. reunion is a french territory so the piece will be investigated by france's equivalent of civil aviation authority, the bea. the french have not confirmed that. they will be meeting that piece of debris in france to go over the -- i guess schematics as well as the debris itself to find out exactly if that piece came from the missing boeing 777. the person who found it was on a beach close to this main island st. andre beach. it was found by a bunch of people who were cleaning the beach. they noticed it bobbing in the water. they pulled it up and called authorities when they realized it was indeed a piece of plane. >> robyn kriel, thank you. this can be viewed more as or less as a mixed bag for the families of the 239 souls on board. will ripley is live in beijing. honestly they say they want 100% certainty, you know before they can really sort of absorb this. how are they handling this information? >> reporter: well brooke sadly, they are going through the same range of emotions they were going through when you and i were talking in the middle of the night in this part of the world a year ago. uncertainty and questions about what happens if this piece of the wing is indeed from flight 370? still, what is the proof for these families that the plane went down and that people didn't somehow survive, that people aren't still out there? it may be difficult for you and me to understand but for a lot of people including the 150 families here in china, they still -- because they haven't seen any substantial proof that the plane crashed, they are still holding on to this shred of hope their loved ones might be alive. and even more heartbreaking, brooke they are not getting any information from the officials anymore, not from malaysian airlines not from the chinese government. their assistance center has been shut down for months. they don't even have a hotline. they are learning about this just as we are and it's really heartbreaking for these families. >> i'll be talking to someone who lost his sister on the air france flight who has been in close contact with these families to get more on how they are working through all of this. will ripley thank you very much in beijing. let's turn to the author of the book "why it disappeared." welcome to you also david soucie. this component number that they spotted on this wing matches a boeing 777. the question is how do they take that number and this piece of a plane and be able to definitively say, this is mh-370? >> that number could be a number of things. but one of them could be just an inspector's stamp. and the inspector stamps are all registered. so we know which inspector inspected which part on which day. that can be tracked back. the other thing it could be is other manufacturers make subparts or subassemblies of that entire portion of the wing. those, again, are also tracked and then they go into an assembly which is the entire piece and that has a part number and that part number starts with a 113 w and then 611 or something afterwards. this will tell them that it is indeed from 777. it may not tell them which serial number until they see the 113 number. >> are we talking days here? could it be that quick? >> well i'm quite frankly, that they are shipping it back for this kind of inspection. we are not doing an accident investigation. they are doing a parts identification. i'm quite surprised they are not sending a specialist out to verify it on site because you could lose important evidence on that wing. >> okay. i have more for you but, nick, let me bring you in. i know that martin dolan, the head of the transport safety bureau in france, he said despite where this plane we believe has been found, they are not searching -- they are not changing the search area. listen to this. >> no. because if it's confirmed to be from mh-370 we know that the wreckage could easily have drifted over a period of time to that search area and all the information we have and analysis says this search area is where the missing aircraft will be found. >> so nick why wouldn't they shift the search area? does that surprise you? >> no it actually doesn't. as mr. dolan noted, the ocean operates in very unique but understandable ways. particularly in the indian ocean, there are very defined currents that move east to west right around the equatorial region and they are very strong currents. it's not out of the realm of possibility that a wing of this size could actually have found its way into the surface currents and drifted those 2300 miles ending up on reunion island and certainly we've seen things like this following the japan tsunami. it's certainly possible that this is from the malaysia airlines flight. i think it's also very important for us to understand here that there's a lot of debris out there beyond from just this wreckage. >> right. >> if you recall a year ago, you know there were many false alarms. i think it's important for us to be certain but certainly from an oceanographic perspective, it is possible. >> well and staying with you on the oceanographic perspective, if you were to find a piece of a plane, aren't they typically found in clusters? i'm wondering if they found this one piece, how quickly, then if it is it they will begin to find other pieces of the plane as well. >> that's a great question. it's hard to say with certainty but certainly as an item this large washes up it is possible that in the comes days or coming weeks you could see other remnant pieces you know that are similar in shape and size and would be noting in the same buoyancy and drifting across the ocean. it's possible but there's a lot of debris out there. so you know we'll have to wait and see. >> uh-huh. david soucie, you said yourself you're a little surprised they are going to take this piece and take it up to the bea in france which could lose something to it. hopefully not. and then from there at what point would they send a crew to reunion island and then you know are you looking for pieces floating? at what point do you go under water to find out how much of a plane could be in tact? walk me through those steps. >> first of all, with regard to once they identify it as that part there are already searchers out there combing the beaches and helicopters out there. it's unlikely they would have sunken debris in that location because it would have sunk at the point. but the surface area search will continue and it will be a strong one right now for sure. >> what about looking at the edging? >> that piece right there. >> reporter: that 6 1/2 foot piece? >> that's right. it combines the aleron and flaps themselves. >> reporter: so it controls the landing? >> yes. it extends away from the aircraft and gives pilot more control over the aircraft at takeoff and landing. >> we have one in front of us to give us detail of what the investigators at reunion island are working with. how would they be able to tie this specific flaperon back to the one on the plane that is missing? >> the data point will list the part number and serial number of the unit. >> but we saw from these photographs that we've seen emerge that the data plate is not there. what other identifying characteristics are there? >> it's potential there are other serial numbers and identifying marks in the unit itself. >> we've seen that number on a part of the flaperon. you're an expert on the boeing 777s. there's certain things that stood out to you, isn't that right? >> yes. if we can compare the photos themselves directly to the unit you can see similarities between them especially in the side section of the aircraft. but what is key to note the linkage that ties it to the airplane itself are not only not there but forcibly removed. >> there's something on the other side that you were showing us a while ago. >> yeah. >> reporter: this is only specific to boeing 777, is this mounting portion right here. >> yeah. if we can compare pieces and pictures this is a picture of the right side of the unit. the actuator on the 777 is found right here in this location. >> reporter: what about this part michael? this emerged about a year after the flight first disappeared. is this particularly buoyant portion of the aircraft? >> that's a really good question. this part itself is made of composites. it used to be that they would be made of aluminum or a metal alloy. it's a composite material and lightweight and hollow. it has ribbing structure on the inside. in fact some sealed compartments. it would float or wouldn't sink all the way to the bottom of the ocean or any other surface. >> one last question. you know this aircraft. you've studied it since you were 8 years old. what do you think, looking at the pictures and looking at this here this flaperon? >> i think it's pretty promising that it's from a 777. comparing pictures and side structures we're getting close to identifying this from a 777 aircraft and hopefully for the families. >> reporter: i'm glad you brought that up. michael kenney. there is hope that this could lead investigators to something more. brooke? >> that was incredibly helpful for us to see what this piece is on an actual plane now that we see it's washed ashore here on this island. nick, thank you very much. next many suggest this part of the wing could be a part of the missing flight mh-370. how are family members of those souls lost in that plane dealing with this possibility? >> no. i think they are looking for somebody to tell them the truth and we have to start over have term limits cleanse the place up here. absolutely he's tapping into that. but we also have to have a serious discussion of how we are going to do it. >> let me bring in our chief congressional correspondent dana bash who just sat down with donald trump. listen rand paul has a point in a sense that i think what donald trump has been tapping into a lot of people are frustrated with the whole inside the beltway thing. but -- so he says he would be doing well if he was on tv all day, too. >> and he actually has concrete plans. >> substance. >> yeah. he mentioned before that clip a plan that he has to rerm to the tax code which he says you could do in about a peajage that will bring the entire tax code to 14.5%. like it or not, it's a specific plan. people are not necessarily hearing it because, the truth is they hear senator and the rest is wa wa wa. even ted cruz made his name as an outsider and they still have the title and the job and they don't talk like donald trump. no one does. >> looking ahead to the debate they are actually watching "the apprentice" to hone up on donald trump. on the flipside you talk about him about how he's debate prepping. what did he say? >> he claims he's not doing much debate prep at all. listen to this and we'll talk about it on the other side. >> i have to be who i am. you know these other people -- i know they all have their debate coaches and their pollsters and don't say anything without the poll tersters knowing -- hundreds and thousands and in some cases hundreds and thousands of dollars a month. >> i'm sure you're brushing up on policy, right? >> i am. but i'm brushing up all the time. i'm watching your show, and watching others. i'm constantly brushing up. >> so no formal debate prep? >> well i watched mitt romney where he locked himself into a cabin for a week and showed up at the debate and wasn't able to speak. something happened to him. it wasn't a good picture. >> i should add that he did a press conference in scotland which is where he is right now. >> at a golf course. >> yes. because of the british open. during that press conference he said he's not a debater. he's going to do the best he can and he said he's a big builder and does beautiful work. >> do you buy that that he's not prepping? >> no. what i buy is that he's not necessarily doing the traditional debate prep. a lot of these candidates have mock debates. >> yes. >> they sit for hours and hours. >> you play this one, you play that one to their aides for hours and hours, by the way, months for many of them. i don't think he's doing that. >> okay. >> but the idea that he's not thinking about it maybe bouncing ideas off of aides in a less traditional way, i can't imagine he's not. >> let's pivot off trump. i want to ask you about the other bit of this poll. the fact that -- it's just teeny. you have you have jeb bush over hillary clinton just by one point. how should one read this? >> brooke hour by hour the evidence is mounting that this piece of debris seems to be connected to the missing malaysia air flight. the first clue came from boeing engineers. they said this looks like a part of a 777. it has the right structure, it has everything. specifically, that it would match to a piece of the back right wing. so in terms of mounting the evidence here it is the right type of debris that they would be looking for. it's the right color. it's in the right condition, consistent with the barnacles on it floating in the water for 500 days. there are a lot of numbers on different parts of airplanes. for example, this is a seat cushion from a different plane. there are numbers all over the place. this can match it up to a type of plane and if they find a serial number on this part that they found, that will be specific not just to the type of the plane but to the specific plane. if they have that, you'll absolutely know it was this plane. the remaining history at that point will be how did it wind up way over here? remember, we've been talking about a search area that's 2200 miles south here off the coast of australia. very far away from this location. so how could something like this wind up all the way over here? >> well there are a good number of models coming out right now and a lot of experts are speaking with certainty about the ocean currents and they say it could carry this piece over the width of the united states of america to reunion island and that also explains my officials near reunion are still scouring the water to see if any other pieces are now finally showing up. brooke? >> tom foreman, thank you. for more than a year now, no answers for the families of the 239 people who disappeared on board mh-370. i cannot imagine the range of emotions that these mothers, brothers sisters, aunts uncles have been facing. the discovery of this debris off the coast off this french island reunion, they have been waiting so long for answers. >> ultimately if this is a piece of the wing then that little thread of hope that i've been holding on to will have to break. and reality will have to take over. but, yeah up until now, i and most of the family members have continued to believe that until we have a body we can't -- we can't give up hoping that they'll still come back. >> my next guest, unfortunately, knows all too well some of the emotions these family members are going through. he lost his sister in the air france crash six years ago. he's the founder of the families associations for victims and he's been helping the families on board this missing malaysian airplane. i'm sorry for your loss. thank you for joining me. you flew to malaysia a month after this plane disappeared. you've been in touch with the family members. can you just share some of the emotions that they have just recently shared with you? >> yes. nice speaking to you from st. anne and all of your audience. i was very touched by the disappearance of the air france flight 447 where i lost one of my beloved sisters. and since then i am helping out families affected by the same situations. and in april of last year i went to malaysia from brazil and joined a couple of families and took part in the first month's ceremony in cue kuala lumpur. the malaysian government at that time did not give the right answers. there were a lot of misunderstandings and messages saying people should not have hope of finding their beloved ones so it was really touching what i experienced in malaysia. and now we are 15 months after the crash or what we suppose it was a crash. i know there are a lot of families that still believe that maybe this plane was not hit in the water or maybe on the ground but i understand the suffering and now i see that the wounds are all open again. i felt the same at that time six years ago. >> the wounds are all open again, maarten. in your situation with your sister the biggest difference between the air france flight and this one, it was seven days after it went down into the ocean, there was at least a debris field but it did take what i imagine was two excruciating years to finally find the actual plane, to find the black boxes. and can you describe for me in those seven days of truly knowing nothing, what was that like for you? >> yeah it was a very very hard situation among the families. we were all in shock by having information that the plane disappeared. and first reports came saying that there were reports of likes on the water which after we found out they were not from our plane and then seven days after when we finally got really pieces of the airplane floating on the water, we were -- families went -- some of the families were completely out of their control, some others still hoping people maybe would be a rescue boat coming through and took some people to a specific island or somewhere on the shore. so it's very confusing. your rational part wants to believe what happened and emotional. you have to have the bodies until you feninish this process. that's what happened for us. but for the liability and for the families' support now in the legal aspect, i think this is a very important part if we can discover the serial numbers of these parts which are found in the ocean, if this is proof of the airplane we did not have this until now. this would be i think, very important now and we have to step in again and get the families together and maybe talk to you will a of the people to understand what they can do from now on related to the liability question. >> i think it's incredibly kind of you, in spite of your loss to help these loved ones and we are all thinking of them as they i'm sure are watching every bit of coverage just to wait to see what this may mean for them. maarten, thank you so much. next my experts answer your questions. you know anything from how the debris will be matched to what the debris can tell. the investigators about the condition of the black box. all of that your twitter questions answered, next, on cnn. ♪ ♪ ♪ ♪ mum. ♪ ♪ just tap it. ♪ i did! ♪ (yo gabba gabba!) ♪ ♪ ♪ fresher dentures with polident. for the best first impression. love loud. live loud. polident. number 1 dentist recommended. the plane debris found off the island of reunion is raising new hopes in the search for the missing flight mh-370 missing now for 15 months. let me bring in my experts. david soucie, author of "the mystery of mh-370 why it disappeared." david soucie this is a question from mike smith. he tweeted this. does the debris indicate whether the plane broke up in flight or at impact? good question. >> it's a great question and to mike i'd say that there's obviously too early to tell. if it broke up in flight then the pieces would be coming apart as they did and there wouldn't be any indication to anything different than if it had skidded onto the water. now, if the aircraft had hit an impact and had dramatic impact, that piece that we see there would have been crushed. so still too early to tell but there's only two other possibilities there that it landed in a ditching or it did come off in flight. good point. >> nick this is my own sort of -- my own question. i'm fascinated by the marine biology aspect of all of this. what is growing on the side of this piece? >> what you're seeing are barnacles and they can be found throughout the ocean and actually anything that inhabits the ocean in a stagnant form often barnacle growth would occur. most people are familiar with this at the beach or lake walking on the dock you'll see these creatures kind of growing all over the piers and the pylines. these organisms will grow on other forms and drifting material in a very rapid amount of time somewhere between three days to a week you can start to see barnacle growth. >> if woree're doing the math and saying 15 months should there be more barnacle growth or would this be consistent here? >> well it really varies. barnacles grow very rapidly. some regions of the ocean has more living organisms and so you may see an ebb and flow on these wings. so you know it's hard to say how long it's been at sea based on the amount of barnacle growth there youbut it doesn't take long for the organisms to grow. >> david, we've been throwing out technical terms for piece of plane and this appears to be a flaperon. tell me where on the plane, where on the wing specifically that is and the function of it. >> well first of all, let's talk about what the aleron does, which is further out on the wing. it changes the lift of the wing left or right. as it goes up it pulls the wing down. so that's what it does. at high speeds though it's way too much of this airplane and the slightest movement can turn it into an uncontrolled spin. they have an inside aleron which also guides the airplane left to right. that's what this does. in addition at very low speeds it can be put out and down together and serve as a flap which changes the wing and makes it more efficient at lower speeds. that's why they call it a flaperon and an aleron. >> david soucie here's the biggy. if this is it will they find the black box? a question from jody on twitter is this. i mean how could anybody think that is sport? it's just appalling. >> ed lavandera, let me go to you. so this dentist is m.i.a. when is the last time anyone saw him? >> brooke the wrinkle continues to deepen and intensify with this situation. dr. walter palmer is nowhere to be found since all of the news has erupted in the last few days and he has said publicly in a statement, in a letter that he has sent to his patients of his dental practice that he's willing to meet with investigators and cooperate with whoever is investigating this situation. kind of left the impression that dr. walter palmer was cooperating but the u.s. fish & wildlife service has said that they have not heard from dr. walter palmer. a while ago, the director of the service sent out this tweet saying cnn reporting dr. palmer is seeking to cooperate. easy to do. you or your representative please contact the fish & wildlife service immediately. a wrinkle to this story as no one has heard from dr. palmer and, more importantly, the investigators have not heard from i am had. we reached out to them a while ago and they are telling us that they are now working with the department of justice in this case as well. so serious problems for dr. palmer. >> that's one piece of the story, is the dentist, right? but he also -- he hired guides back in zimbabwe. what's the status of those guides? >> well they were in court yesterday. they are going through the process there. basically, the government and conservation groups accusing them of illegally carrying out this hunt not having the necessary permits, not having the quotas to be able to hunt on the land where this hunt supposedly took place. so a lot of that background will be investigated to figure out what kind of paperwork and what kind of -- how all of this was carried out. and obviously dr. palmer's testimony and information will be highly crucial to all of this. >> ed lavandera, thank you so much. hi there. i'm brooke baldwin. top of the hour. got more on our breaking story. major development in the debris found that is considered the first major lead in the search for malaysia airlines flight 370. in fact confirmation may come very soon. the confidence is high from investigators at boeing. this is the plane's maker. that is from a source. not only because it looks like a piece of the wing that's called a flaperon but also because of this number that is stamped on it. it's 657-bb. and we're getting images from different local newspapers. this is where the flaperon would be located on the actual plane. there's the newspaper. the source says it match as component number on a schematic of a 777 and this online picture appears to be from a boeing maintenance manual. the debris was found off the coast of reunion island near madagascar off of africa here. when you look at the broader scheme of things it's 2300 miles from the current search site and close to 4,000 miles from where mh-370 vanished on march 8th of last year. let me go first to reunion island with more on this piece of debris and tell me is it still there on the island or has it made its wa i to france yet? >> reporter: we are awaiting for information to hear that it headed to the south of france. they are trying to get this going asquickly as possible or to get here. because more debris has made its way to shore this morning, brooke. we can show you video of police helicopters keeping as close of an eye on anything and everything that is making its way to shore. because given the current that they believe could have been responsible for this debris, if indeed it's from mh-370 making it all the way across from australia to here the coast of africa there may be more making its way here and having that close look at the debris having a look at the barnacle formation will help them figure out where it was, how deep it was and how long it was in the water. so that really now is the balancing act for investigators. do they get this to them as quickly as possible or try to get out here in case more shows up. >> who found this? who spotted this? >> this was actually found by a clean-up crew and we managed to speak to one of them. it's pretty extraordinary. this was just -- it could be plywood, it could be anything. one guy, a guy named johnny who does this in his spare time he just had a sense that this mattered that this was important and went in for a closer look. while some of the rest of the crew was scraping some of that really crucial evidence some of those barnacles off the piece of the many he actually shouted at them to stop and he said it looked like a piece of the plane to him and he just got this sense that this -- that this perhaps was something that could help explain why people had died where people had died who knows where. and it's because of him that the investigators made it down there so quickly. he really is just an extraordinary person and he said he just got a sense that this was deserving of respect and if this was someone that he cared about, he would want to know that everything had been done to make sure that this was preserved in the way that it needed to. brooke? >> pretty astute and smart thinking men. nema thank you. of course you have the investigation piece of it and then the family members. i can't imagine the spectrum of emotions that these family members of the 239 missing souls from flight 370, what they've been going through the last 15 or so months and especially now with this discovery. they tell cnn they want 100% certainty that this is indeed the malaysian airplane. let's go to beijing to my colleague bill ripley who was on this from the beginning. how are they doing and how are they coping, will? >> reporter: her husband was on the plane and she said her heart is tortured. this has brought her back to early march of last year. and she's home and these people have been sent home. their resource center here in beijing has been shut down. the call hotline is no longer available. families scattered around china, 239 people all around the world from so many different countries. they are having to deal with this on their own and certainly speaking from what we're hearing from the families in china, they are not getting information from official channels. so they are still skeptical. they still haven't seen any proof. they wonder okay let's say this is a piece from mh-370 where is the rest of the plane? where is the proof that they are not still alive somewhere? that's what people are struggling with. they are in limbo and that's the most painful part of this that more than 500 days on they are still in limbo and don't know. this is bringing them back to day one. >> will ripley thank you. thinking about them as we you know, are mindful of these family members. with me now, richard quest and also shawn, an expert in aviation and former flight accident investigator. richard, this is a side question just looking at reunion island and talking about the clean-up worker. >> yep. >> is it possible that this piece of debris had been you know off the coast of this little island for days weeks, months? >> oh absolutely. >> we're just now talking about it. it doesn't mean that it hasn't been there. >> you've got this certain distance and how far it's reasonable to go. now, it works out to roughly ten miles a day from the crash to when it got there. experts say that's a reasonable amount of time. but could it have done 30 miles a day? absolutely. look it didn't arrive two weeks after the incident. so it certainly has taken months to get across the ocean. but has it been sitting there in the waters for a month, six weeks, two days? absolutely. we don't know. >> shawn, when will they be able to -- they keep talking about looking at this. in the component number on this flaperon. i should back up and have you explain what a flaperon is and then the next question being how would they match it to a 777 and then match it to mh-370? >> okay. so the flaperon is one of the control surfaces of the airplane. it's part of the surface that moves on the wing or other parts of the airplane that helps us steer the aircraft. so a flaperon is an example of one that is out on the wing and it plays a role in helping us bank the aircraft. it's one of those surfaces that you see moving around out on the wing when you're over the wing and looking out the window or flying. that's what it does. as far as matching goes it just depends on what numbers they find. one of the things that is probably going to have to happen is they are going to have to get in the inside of this to be able to look for any other numbers. i'm not sure where boeing puts other numbers, like serial numbers and so forth. i'm willing to bet that they've already talked about that with boeing. when this part arrives and i understand it's going to france which is what i heard before the break, they are going to eventually need to cut this open and start looking for the other numbers, numbers that will definitively match it to either mh-370 or not. >> richard, the whole world has been watching this, especially in the first few months and to hear will ripley say that a family member says her heart is tortured. when you hear boeing coming out and saying that they are confident -- >> boeing has said that we believe and we're confident that it's from a 777. >> how many 777s have disappeared over the ocean? >> stay with me on this. because this is when you've got to sort of row back and look at how the families are responding. >> yeah. >> and how the government and chinese government or malaysian government or the french handle this information. so now the goal is to find out, is this from mh-370? that's the goal. but it doesn't matter -- the object has to be to say so definitively to look at these various pieces and say so definitively. it's going to take time. as a news organization we can get people in really fast and that's what we do. we've already got somebody on reunion island. but an airline takes another day or two to get people there and the b.e.a. in france they are not in quite of the same -- go. just get there. it takes longer because you've got to work out, what are we going to need? how are we going to anticipate it? what information are we getting on the ground? that's the difference. that's the challenge that they have. they are looking at it and then deciding what else could it be? they don't enjoy the luxury of getting it wrong too many times. and that's why it appears it's taking them so long. >> with pieces of a plane, don't they normally come in a cluster? why is there just this one piece? >> they come in a cluster if it's just happened. >> gotcha. >> but this was 14 15 months ago. so people have had thoughts on this and say, get more planes out there, looking around reunion island see what else is there. but they couldn't find it when it was -- when they knew pretty much the area. >> shawn, weigh in. i want to hear your point on that. >> i think we need to back up even further from what richard said. as an investigators, there's a couple things i want to know. there's other explanations as to why this could be out there. i'm willing to subscribe to the notion that this is a boeing 777 flaperon. but i think the question we have to answer there are other reasons why we find airplane parts out there. i think it's less likely but as an investigator everything is out on the table. what i would want to know is if any other 777s have lost flaperons. a part like this could come off an airplane and it will fly just find. we see it happen and it never makes the news. the world as a whole is less aware of this. but parts fall off of airplanes. i want to know if any operator lost a flaperon in the last few years, certainly near the indian ocean. >> would you agree with that? >> that's a very good point. >> richard, hang on a second. >> they are looking at anybody else who have lost a flaperon in that part of the world. >> and brooke it goes further than that. >> go ahead, shawn. >> hang on richard. hold on just a second. so let me finish my thought. that's the first part of it. the second part of it is wanting to know just about shipping. i don't know how boeing transports. they move airplane parts via by oceanliner from time to time and by ships. we were also surprised by how many containers fall off of ships, right? >> a lot of junk in the ocean. >> right. i think another point is to say, have you lost any points? did you lose any containers shipping from one place to another? i think that both of these are less likely than actually finding mh 370 but as an investigator there's very much still stuff on the table. >> when they are looking at the flaperon richard, what will they be able to tell? you mentioned some of the pieces. >> right. look at it here. freeze the picture. you can immediately see some of the things that they will be looking at. this is the bit that connects to the -- this is the front part of it. it's undamaged. so clearly, this front part here -- so clearly there was no major impact on that side that looks like -- they will be looking to see if there was any -- >> impact with the water? >> no. if this is connected to another part of the plane, when the plane went in did it hit another part of the plane? and then you look at this bit here. you're going to be looking -- and bear in mind, it's been in the water a long time if it's mh-370 but you're going to look at which way do the tears go and what is lost from the other side of the trailing side and from that -- and shawn is much more experienced in this than i am -- you'll be able to tell from the tears and -- >> shawn, this is my final question. but does it look for lack of a better word mingled to you? >> no. no not at all. in fact it looks amazingly in tact. >> it does. >> yeah, absolutely. it's the primary and secondary impacts that we see on parts and we look at them. this does not indicate that the way this part that it was a high-angle impact. if this came off of an airplane from hitting the water looking at this single part i don't see it striking the water at a severe angle. you would see crumpling and inertia takes over and it smashes to the front. you see things compressed. on the leading edge and trailing edge with a steep impact. none of that seems to be present with this. what does that suggest? >> let me address your first question. >> sorry for throwing a lot at you. >> no worries. the indian ocean has defined currents that oscillate in a certain direction and east to west across the equator is certainly possible that -- and could be likely that this piece of wing is from the malaysia airlines flight wreckage. where that search area is if in fact that plane broke up it could transport that large piece of buoyant debris across the indian ocean and deposit itself on the island of reunion. to address your second question -- actually could you repeat that? >> i'm sorry. here's the question. this is from twitter. >> i think you said it best brooke. it's a mixed bag of emotions right now. they are -- it's been a torterous 15 months. i think now in the next few days and hours, as this is confirmed to be absolutely certain a piece of the wreckage there may be some hope that it will lead to ultimately perhaps locating the rest of the wreckage. you know the first step in many steps. but maybe a little bit more of a positive pace of the flow of information. that's one thing that's still important to the families. >> so once the puzzle -- if the puzzle begins to really sort of you, you know really come in as far as answering the question and hopefully they will find the black boxes, is what is it a malfunction, was it something criminal was it pilot error? and how will they determine what happened for the families? >> finding one piece, it's a large piece, it may or may not really lead to any immediate conclusions to be drawn. likely not. but that's possible. they will have a look at it and there is information to be gleaned from this particular piece. other experts could get involved to help trace the path of this piece of wreckage. maybe additional pieces we hope will be found in the same area and all of this may help for them to do what is most important, and that's to find the main pieces of the wreckage and the flight data recorder and cockpit voice recorder which is most telling as to what the cause was. >> what about compensation? >> from a legal perspective, this is an international flight. there are treaties in place for the legal recourse and remedies. that may be important now as folks wake up to deal with tomorrow. it's been in a ridiculous holding pattern that they've been in and they may now need to think about compensation and take care of themselves for a long future without a husband or wife or having lost a loved one. i think that legally the course is fairly set. the airline is going to be responsible for compensating these families. this may lead to clues, though from an aviation perspective and show us there may be other parties involved as well. we can't rule out that there may have been something wrong with the aircraft. >> brian alexander, thank you very much. >> thank you, brooke. coming up next what is this piece? >> the flaperon you can find on these two bigger structures. >> reporter: in the middle? >> in the middle. a flaperon is a combination of flaps and an aileron which sits on the outer edge of the wing. it controls the roll of the aircraft and the flaps control the aircraft being able to fly at greatest lift at lower speeds. >> reporter: how important is it to an aircraft of this size? >> it's fairly important because it extends off from the wing and like the flaps creates a greater lift at a lower speed. >> reporter: we've brought one here at eye level so we can show our viewers, we have an expert here who knows a lot about this. investigators are going to try to tie that debris back to the missing flight 370. how do they do that? >> on any component you can identify it by a data plate. >> reporter: on the image you're showing here this is the debris here and it seems to be missing from that portion. is that right? >> yeah. we have a foet teaphoto here and the data plate is gone. >> reporter: what about the damage? tell us what that could signify. what does that mean? there's a lot of theories. the damage that you're noticing on this flaperon what does that tell you? >> again, back to the picture, if you look at the damage here in the left-hand corner as well in the back of the component, on a clean component, there's a lot of hinges tied to it. that's gone. it looks like it's forcibly removed. >> so this is a significant amount of force that tore this thing off? >> yeah. and this component, as i mentioned, sits into the wing itself. it's not surprising that there's not damage here. the fact that there's damage on the back end of the component, where it looks like a section was ripped away, which would be the area closest to the outside of the airplane i think is really important. >> reporter: take us to the other side here because you were telling us about the distinguishing qualities that this flaperon on the boeing 777 has compared to an airbus or another airplane. walk us through that. >> yeah. the flaperon has specific actuating points where it's connected to the aircraft. on the 777, we had the one that we looked at over there and another one here. >> reporter: the mounting point? >> right. as we can see in the picture, that matches exactly to the component that they found in reunion. not only the mounting point but this section of the component itself it's all identical. >> reporter: you were one of the leading experts not just in the state of mississippi but in the nation on 777s. you've been following this since the very beginning. what's your insight into what you're looking at there, what investigators have found and what your knowledge tells us about what happened? >> we obviously have a component, a really big piece from the aircraft itself that is close to the external portion of the airplane that was forcibly removed from an aircraft in some form or fashion. we talked before about this component is made of composite, carbon technology. and so it's not surprising that we found something like this. >> reporter: this is buoyant? >> this is going to be more buoyant versus some of the other parts on the airplane or original components like this that would have been made out of an aluminum or metal alloy. it's not surprising that we found it but it's significant, comparing to these photos, that we can identify this is a part off of a 777 and it came out of the water. that's really important. >> and it appears to be a bit west of the specific search area that investigators were focusing on. >> yeah. >> reporter: what does that tell you, michael? >> again, being buoyant, there's a ribbing structure here. it's not surprising that this could move around because versus other pieces it's not going to settle down to the ground of the ocean floor. >> thank you, michael kenney for the incredible insight. this could be the insight that investigators need to provide closure for those families brooke, that were on that aircraft or to provide hope for something that could potentially happen. brooke? >> nick valencia thank you so much. let me turn to this i canbreaking news from the city of baltimore. we've been covering the death of 24-year-old freddie gray there in baltimore police custody. there's been a filing from defense attorneys representing the six baltimore police officers who are now criminally charged. this is their conflict of interest that they are citing here that within the baltimore state's attorney her deputy state attorney has, by the way, who is prosecuting these police officers once represented freddie gray in an unrelated 2012 criminal case. the defense attorneys are saying that's a conflict of interest. let me read for you briefly what her office is now saying in response to that. unfortunately, in baltimore city many defendants become victims of crime. lawyers also change roles within a legal profession defending an individual one day does not preclude an attorney from fighting for justice for that same individual the next. coming up here on cnn, what the ocean currents in the indian ocean could reveal about this newly discovered plane debris and where it might have come from. and later, a former university of cincinnati police officer charged with murdering an unarmed man wearing a very different uniform here in court today. it was a pretty tense moment. we'll take you there, coming up. it has been nearly a year and a half since flight 370 vanished. the discovery of this piece of debris near the island of madagascar off the coast of africa has investigators racing to determine if this piece of wreckage could possibly be from that missing plane. sources tell cnn the number stenciled on this debris match a boeing 777 part. so for the oceanography angle of all of this let me go to my colleague, jennifer gray our meteorologist. when we're talking about the indian ocean and where they have been searching and where this popped up what are the currents in this part of the world like? >> we've been talking about this for the past year and a half. is it possible that this could drift as far as it has? and basically, the short answer is yes. this is the most interesting illustration that i think we've come up with. we're talking about these currents. we basically put reunion island here on a big "x" and this will compute where it could have possibly originated from. and so we put the "x" on reunion island and went back in time a year and four months and the areas highlighted in red are the areas that it most likely based on currents and probability, where it could have originated from. and i think it's extremely interesting that some of the areas highlighted are right here basically where the current search area is and then right up here in the north indian ocean and that's one of the last known positions of the aircraft. and so looking at this technology it definitely shows you that yeah it's a possibility that it could have originated here and ended up all the way across the ocean. brooke? >> jennifer gray thank you very much. let me bring in the author of "jumbo the making of the 747." i read your piece in "the daily beast" and i want to get to multiple points that you made but let me start with what apparently -- i should be very precise here in my language. what washed up here resembles a passenger's suitcase very tattered and torn. officials are telling us this is part of the investigation. how do you interpret this? >> well i think it's very important. i think what is astonishing about this brooke, is you can get so much information from such a single small -- relatively small piece of the plane and where the investigators are going to look in relation to that piece is does it tell us anything about how the plane hit the ocean? they want to know that. and i spoke to an expert on the 777 equal to the kind of experts you've been talking to you as well and he told me that it didn't look as though the plane had hit the ocean with a great impact. in fact this would be consistent with the theory that the plane ran out of gas, it flew a so-called zombie flight six hours, ran out of gas and spiralled down in a long glide and hit the water in a kind of ditching motion as though a plane ditched in the water would do that. so this piece broke away and it has got a story of its own to tell because of the way it broke away and part of that story is that it wasn't relatively in tact itself which means that if the plane -- if that is the true story which means if that is a true story of what happened to the plane, it does correspond to one of the leading theories of what happened to the plane, that there was no human intervention on the flight deck for six hours, it flew itself until it ran out of gas. so if you work back with a single piece of wreckage that in fact does lead to the wreckage one of the major theories it's astonishing. and the suitcase is also interesting. i'm more leery about the suitcase. >> let me jump if if i may. not only is it now officially considered part of the investigation, the remains will actually likely go to the french forensic lab where the piece of debris will be headed to toulouse. i know you jumped ahead five steps. let me take you back the thrust of your "daily beast" piece, you say there is little doubt this piece of the plane is from ma-370. >> it's a simple equation. if we can prove that it is from a 77 there's only one 777 that's missing, flight 370. the 777 has a good safety report. i think it's -- if it's a 777, it's got to be from 370. >> clive burbank, we'll talk again. thank you for joining me. next we have to talk about cincinnati the developments a former police officers facing murder charges in the shooting death of the unarmed man on the right side of your screen. this officer in court for the very first time entering his married, plead, and then there was this moment when the judge set his bail at $1 million. >> the court is going to ensure his appearance the bond will be $1 million. ladies and gentlemen this is a courtroom. you will conduct yourselves at all times. you know the best thing about summer pizza? [ applause ] >> ladies and gentlemen, this is a courtroom. you will conduct yourselves at all times appropriately. this as we see new body camera video, the story he told arriving officers about what happened tensing said he was forced to shoot after almost being run over. >> i'm getting dragged behind got caught i think by my pants. he drug me -- i think i'm good, yeah. >> prosecutors say tensing's police report directly contradicts what that video show. joining mess from cincinnati jean casarez, you saw officer tensing in that courtroom. how did he appear to you? >> reporter: tall very tall stressed serious, focused, everything you would hope a defendant could be facing murder. i've got to tell you it was a packed courtroom, i mean wall to wall people were standing. everybody is talking about the defense, because the defense is saying that the officer was dragged, and when did it all start? how did he get tangled up if he did? i just had a sit-down interview with the attorney for this officer, and my question was -- why did he put his hand inside the car? listen to the response he tells me. >> if you watch the tape he -- officer tensing was not satisfied with the responses he was getting. he wanted to confirm the identity of mr. dubose. he wanted him to step out of the vehicle. officer tensing attempted to open the door at which time you see dubose pull the door shut with one hand. with the other hand he's sticking the key in the ignition instantly dropping it down to the gearshift, putting it in drive and taking off. >> officer tensing felt he was close enough kind of leaning into the car and -- this is his his mistake -- he thought he would get the key out of the ignition and stop mr. dubose from leaving. >> reporter: so he was trying to take the keys out of the ignition? as far as the bond a million dollar bond set, but that means $100,000 cash. his attorney told me minutes ago, they are triering to make that bond. people are calling in they want to give donations. they can't use real estate because they don't have enough equity in the home. it's got to be a million dollar home $2 million home in ohio so they're trying to get the cash. >> quickly on the audio, the prosecutor was asked if the officer tried to mislead investigators, you know what does the new video show? 30 seconds, jean? >> reporter: the new video, according to the defense, and we're looking at it too, it's a split second, at the beginning you sue the officer on the ground. they're saying that's the proof that shows he was dragged. what the prosecutor is saying is that the evidence shows there was no dragging at all, and it is because we have brought these murder charges because of that video. >> again it was speaking about her brother saying she knew the video would vindicate her brother. jean casarez, thank you so much. i'm brooke baldwin. thanks for watching. asinine, but today the police officer accused of murdering an unarmed black motorist stood before the judge and pleaded not guilty. the new body cameras show us anything to back his side of the story. in the politics lead -- after comments that would have likely sent any ocandidate into the flash in the pan column, a new poll shows donald trump's lead may be growing, and former governor jeb bush is now chasing two candidates. 1239 people missing and presumed dead for 16 months. no one can say for sure exactly what happened to all those souls. but now investigators could be closer to finding out. people cleaning a beach on a remote island off the coast of africa called reunion found this piece of debris and source say this broken piece of steel is from a boeing 777. only one boeing 777 has ever disappeared over water in this part of the world. cnn has correspondents around the globe following this story, from reunion island to beijing, to mississippi, to right here in washington, d.c., along with our aviation experts who have been following every development since the plane was first reported missing march 8th, 2014. cnn aviation correspondent rene marsh is going to start us off. now we're going told people saying something reassembling a suitcase washed ashore a tuesday morning. what are we hear? >> and you have entities, they have been in constant communication behind the scenes. confidence is growing, but they have to get their eyes on the part before they were 100% sure. so far their assessment has been based on photos, but it's not a matter of if, but when officials will get a closer look. tonight confidence is rising debris found on reunion island is that of a boeing 777, the same type of air krafl as malaysia airlines flight 370. a newspaper on the island publishing images of what it says with a debris with the component number stenciled on it. a source close to the investigation tells cnn boeing engineers have scrutinized photos and say there is a component number that that, quote, corresponds to a 777 part. >> there is a number on the parts, the 370 that is not a serial number or a registration number, but it's possible it can't be a maintenance number. >> reporter: images posted online of a 777 maintenance manual also shows a key section of the aircraft wing, and the same component number 657bb, that appears on the debris. the flaperon is what analysts say they believe they have, but does it belong to ma-370. officials in charge of the search acknowledge the race is on to rule the part in or out. >> the french authorities with advisory authorities to do this as quickly as possible, and we are hope something could be done in the next 24 to 48 hours. >> the pilot's last words before the passenger jet vanished en route to beijing? march of 2014, with 239 people on board. while officials publicly express cautious confidence, behind the scenes logic is quickly leading investigators in one direction. only one 777 has crashed in this area of the world and remains missing, that's mh-370. thee trying to determine how long it's been in the water and whether that matches the timeline of when mh-370 disappeared. >> that indicates to me that that debris was floating in the ocean for a period of about a year. >> a whole lot of questions have been raised about whether investigators could learn anything substantial from the debris if it does indeed belong to mh370. i spoke with a former accident investigators who said they will analyze the damage, specifically how did the attachments break. that could tell the investigators if the flaps were down. if they were down, that could indicate one of two things. it could indicate that the aircraft was slowing down or that it was preparing to land. of course that's just one piece of the puzzle. that doesn't necessarily crack this case wide open. >> but the most promising lead perhaps since this all started. i have to go to nima alma gere. they -- we now hear that officials say there's a suitcase that washed ashore this morning. what can you tell us about that? we've seen pictures of what happens to be a carrying case. of course, until the investigation goes much deeper, we don't know for sure. we have confirmed from police officials, though, that it is being treated as part that's why throughout most of the day helicopters have been flying low to keep on everything that's coming onto the shore. it's horrifying to think that a lot of that debris might not have made its way into any of the these investigators hajds if it wasn't for the action of a man named johnny, who was part of the cleanup crew. he saw the initial 35r9 of that plane, and he felt it was something important. >> translator: i thought perhaps it was from a plane crash, so i said don't touch it anymore. if it's a plane crash, people died, and you have to have respect for them. >> reporter: because of johnny, so much of that crucial evidence we've been hearing about, the barnacles, that will help indicate how long it's been floating, a lot of that is still intact, and we're expecting it to make its way to toulouse in france. >> thank you, nima, so much. that ill-fated flight's intended destination was beijing. for months families of the passengers on that plane waited in beijing outside a makeshift crisis center, now, this new development has stirred the suffering of those families all over again. our will ripley is in beijing. will, are the families getting any information from the government? from the airlines? is anyone helping them? >> reporter: that's what's so troubling, jake. they're not getting any updates or information from anything other than news reports. that's how they learned about this. they've been talking to each other using the is popular there is app we-chat. the government and the airline is not communicating with them. they don't even have the hotline number available. they don't have any psychological assistance, so they are really going at this on their own. after so many false leads, the family members continue to be suspicious about whether anybody is telling them the truth, and many of them, a large number of them do believe their loved ones are still alive. i want you to listen to john wii, and his views summarize what a lot are think iing. >> translator: everyone consoled together, and everyone thought there was no need to believe it. even if we find out this piece of debris belongs to mh370, there's no way to prove that our people were with the plane. >> reporter: so jake, here we are some 500 days on. they still don't have the remains, the proof that they would need to have closure. >> all right. will ripley, thank you solve. sources telling cnn this part appears to have come from a boeing 777, potential from malaysian flight 370. that stunned people, because this piece of debris was suffered so very far from the original search areas that teams have been exploring for months. tom foreman is standing by for us. to find this 2300 miles away from the original search area, but experts say it's perfectly possible debris did drift that far? >> it sounds impossible, and 2300 is the smallest measurement. remember we've been talking about search areas over here off the coast of australia, and now we're talking about finding this debris over here. yes, at least 2300 miles away. the width of the united states or more, and yet take a look at this animation that scientists put together. if you were to drop something in here, what would the natural currents do? the natural currents in fact do push steadily over this direction, yes they may meander about, but as a program something dropped in here is going to start flowing this way. we know this plane has been missing for about 500 daze. what that translates to and what were you dropped there would need to moffat a rate of 4 1/2 miles a day to be here by this time. well, some of the currents out here can moffat 5 miles an hour, so the math works out, the physics work out. yes, there's reason to believe this is possible. >> the other thing that's so surprising, tom, after 500 days plus, anything would still be floating from this wreck. if this is in fact proven to be part of the malaysia airplane, should investigators expect to find even more pieces? >> there is good reason for them to be looking off that shore. think about what airplanes are. they have to be light, airworthy and durable. what that means is there are many parts of the plane, the wings and the tail notably that are very tough, and can be buoyant. can be buoyant for a long time. the other big parts can float on top of which, yes, there can be in the belly of the plane, in the baggage areas, there could be plenty of things that might float for a while. on top of which go into a cabin. think about this. we're told the seat cushions all float. there will be all manner of things that people would brings on board, water bottles, toiletries, chips, cookies, that might be sealed in bags that have air in them. all of which could float for a very long time. so keep searching the shore, because if this has now arrived, there could be a lot more, and important, this will not float. the voice and data recorders, that's what they need to to understand to get the answers, and investigators fully believe those are still at the bottom of the ocean. >> tom foreman, thanks so much. what exactly are we seeing when we look at this piece of debris. our own cnn reporter gets an up-close look at the boeing 777. that story is next. big day? could be excluded that the possibility this debris could be from a boeing 77, and the boeing 777 in questions could be the mh370. our own nick valencia is in tupelo, mississippi, at a place that could help us understand. where are you? >> universal asset management here in tupelo, mississippi, a place that knows a lot about aviation, has a lot of experts tied to this boeing 777, the expert resident michael kinney. thank you. we're standing in front of the boeing 777s. explain where this flapperon would be? >> you can see it -- >> that six-foot part there? >> they're called flaps. a flopperen is a combination of a flap and allerens. aher rons. we have one just eye level to was that us through what investigators will be looking at. this part is important. >> this is from a 777. this is an exact piece that's in discussion right now. this is the data off of the aircraft. the data plates shows part number and serial number. >> but that's missing in the photographs we have, so how are investigators going to tie the debris these found bag to mh flight 370. >> this is actual pictures from reunion itself. with the data plate missing, they can try to use other part number that may be found. >> other rene marsh were talking about numbers found on the surface of there flaperon. you were pointing on the something as well. this certainly distinguishes as a part of being from a boeing 777. walk us through what we have here. >> another picture here. every airplane part is different on how it attaches to the aircraft. in the case it attaches with an actuator here, that's specific. >> so this gives you confidence and some would hope this debris could be attached to a boeing 777. >> i'm confidence this is a 777 flaperon. >> and the mh flight 370 is the only known boeing 777 to go down in this part of the world. so experts are very hopeful and optimistic this could be tied to the missing malaysian airlines flight. thanks so much. let's talk about this with les abend, mary schiavo, and submersible expert -- the reunion island prosecutor says this piece of debris has not yet left for france. once french investigators have that part, how long do you think it will be before they can identify if it definitively came from a boeing 777, or more specifically from flight 370? >> the serial parts numbers are on the inside as well. they may have to do some destructive testic and take it apart to see that. hopefully the boeing engineers are en route as well. the 777 was a wholly new redesigned plane, so this was a very unique development. if they have to take it apart, they will do a lot of testing and examining before they that do, but i think the boeing engineers will be able to identify it almost instantly. >> australian officials are saying the search area is not going to relocate. can you explain that to us? >> this has drifted across the ocean. the currents are such that it has to have come from a long ways away. it possibly could have gone around the gyre twice, as long as it's been. they did the math earlier, it only has to move a couple thousand feet a day and it can move this distance. so the search area is where it started. this is where it ended many. looking for more debris in this possible landfall is probably the next best thing, and really this is the first evidence of the plane. >> les, if this is confirmed as a piece of flight 370, it would rule out some conspiracy theories, such as that it was hijacked. what can investigators learn specifically from the wing flap in terms of what happened? >> well s. if you look at the wing at the flaperon itself, jake, it's impossible to determine whether it's a high speed or low speed, whether it was a high angle or low angle. the fact that this thing ripped off might be a possible indication, speculative at best, that the airport was banking in a specific direction. in this particular case the airplane -- this was on a right wing is my understanding, which may indicate the airplane was bavging to the left. maybe human intervention was involved, or more likely the autopilot itself was just in command of that aircraft until both engines flamed out because of abu exhaustion. looking at that piece, there are some aspects that can be determined. i think it could be more helpful to get our pieces to collaborate with. >> mary, is there anything in particular about the flaperon that investigators could use to determine what led to this crash? >> yes, they'll be looking at a lot of things, particularly how it detached from the aircraft. as les just mentioned, he's absolutely right, when the engines flame out, they don't usually do it at the same time. one would have gone before the other. the 777 trying to maintain stability, it trying to keep itself flying. it's very advanced, and it could have been banks. if that's the case, sometimes you can tell in a crash sequence and tell from the parts, if the plane was in a turn when it hit, you can see the detachments. they'll want to rule out any sign of explosion, any putting of the deposits. any possible trace of residues. this will be a very, very xad piece of wreckage. >> tim, we heard tom foreman explain there could be other pieces found. do you expect that there will be? >> i would expect so, and i would expect there would be a dedicated search. now that one item has been found, it kind of alerts everybody to keep an eye out. debris is debris, and people could walk past not even thinking about it. now that the bells have been alarmed, they're on watch. this -- this is a -- this big piece of plane that was found, the big question i think i have is how long was it on the beach? it could have been there for six months. i would wait for the forensics on the biological life that lead." the national lead now, a new video is giving us even more insight into what prosecutors are calling the murder of an unarmed driver shot in the head by a university of if cincinnati police officers. the attorney for says he was not wrong, and video from a second body camera is key to their case. >> it clearly shows officer tensing laying in the street some distance from mr. dubose as car was initially stopped. he didn't crawl up there, somehow he got up there. he says he was dragged. >> he pled not get as bail was set at $1 million. he walked into court shackled, his arms handcuffed. it was july 19th, 11 days ago when he body camera capture tensing pulling over dubose for a missing front license plate. prosecutors insist the driver was not being aggressive. and he repeatedly telling his colleagues that he was forced to fire the gun. what did the third body camera show. >> i think the best way to answer is what it did not show, what none of the body cam videos have thoun. none of them show tensing being dragged by dubose's car. it simply is not there. what you do hear on the third tape, you hear some audio of one of the responding officers say, quote, i think i saw you being dragged. >> the bond is $1 million anyway. [ applause ] >> ladies and gentlemens this is a courtroom. you will conduct yourselves at all times appropriately. >> the judge admonishing the court as observers cheered after setting the bail at $1 million. the charges murder and voluntary manslaughter for the shooting of samuel dubose, during a routine traffic stop. prosecutor joe deters called the shooting senseless. >> this is the most asinine active ever seen a police officer is make. totally unwarranted. >> reporter: video from the camera shows him pulling dubose over for a missing license plate. the tension elevates quickly as tensing repeatedly asked dubose for his driver's license, which he does not have. >> do you have your license? i have a license. >> reporter: he was driving with a suspended license, on separate body cameras attached to two officers on the scene, tensing repeatedly explaining wee hi shot dubose. >> he it almost drove me over. >> reporter: his attorney says he feared for his life. >> i think it's accurate and bears that out. >> it is it is camera angle f. it shows him not putting his hands up and saying, what are you doing? i would ask hi attorney to go get those angles, and show me the angles that show where my brother did not -- why couldn't he have -- what part of that leads to i'm shooting you, even though you're doing this? >> very difficult interview, the family extremely upset. the dubose family cease that not only should tensing be held accountable, but at the very least, at least one of the responding officers corroborated his story of being dragged. they believe that officer should be held accountable as well, we can tell you reporting to the university, both of those responding officers are now on desk duty pending the outcome of an investigation. jake? >> jason carroll, thank you so much. the dubose family and supporters are applauding the charges against this former officer. many gathered in peaceful protest when word of the indictment came down. city leaders in cincinnati are calling for those rally toss remain nonviolent as more information is released. joining me is harry black, the city manager of cincinnati. thank you for joining us. one other officer said that tensing's injuries are consistent with hi being dragged. do you know of any evidence that dubose was trying to drive away or did the car start moving only after he was shot. >> you've seen the videotape, and i think it's clear. i'm concerned about the second officer's incident reporting his contribution to the incident report, which was written after the incident. it seems to be somewhat inconsistent with what's displayed in the video. >> let me ask you about that. the focus, as i understand it in cincinnati is shifting to these other officers and their accounts, and how those accounts don't match up with what is seen on the body cameras. are there investigators looking into those other officers? >> well, i can't say one way or the other in terms of what the prosecutor's office is doing with respect to the other individuals on the scene, as officers with the university of cincinnati police department, but again the video that's the primary video is self-explanato self-explanatory. i think it paints a vivid picture, whereas incident records written by these officers are inconsistent, i'm assuming the prosecutor and court system will deal with that appropriately. >> you've watched this video again and again. there is one point where it appears tensing, the officer, his hand is in the car. it's unclean if it stuck. he says he was dragged. do you think that we know the whole story? >> i think the video lays it all out in graphic visual terms. there appear to be quite a few inconsistencies between what the officer has reported and what the video itself is demonstrating. >> is training adequate for officers on that campus who carry guns?
