Fall River mayor to address City Council, School Committee in State of City

FALL RIVER   Mayor Paul Coogan will deliver his State of the City address on Tuesday, but unlike charter-mandated annual events in the past, he’ll only have a live audience of City Council and School Committee members in City Council chambers.  “We’ll talk about COVID obviously, but we’re going to concentrate on what’s going on in the positive, despite COVID,” said Coogan on Friday. “We’ll talk about what our goals  are going forward.”  Tuesday will be the first live City Council meeting in months with previous meetings being held remotely on Zoom.  The public is not allowed to attend and Coogan said he’s not invited his staff or any department heads. 

Fall River City Council considers no confidence vote against superintendent

City Councilors Shawn Cadime and Michelle Dionne sponsored the resolution.  City Council leadership has called for Malone’s resignation in the press and on social media after emails were leaked from a former School Department administrator and staff containing damning accusations regarding Malone’s behavior toward subordinates.  The existence of a $25,000 report on an investigation into allegations by current and former staff regarding Malone’s alleged abusive behavior surfaced in early January, which the School Committee has refused to release.  In November during executive session a majority of the school board voted to retain Malone’s employment and docked him a month’s pay in his annual salary in January. 

Fall River City Council: Superintendent vote could lead to lawsuits

“Thanks to the School Committee,” said Cadime.  H Harrison, assistant to MCAD commissioners, said that when a complaint is filed with the anti-discrimination state agency, an investigation is conducted.  “At the conclusion of the investigation we issue an investigative disposition, which are our findings. At that point we will be able to discuss or disclose the complaint and the findings and at that point it becomes public,” said Harrison.  MCAD investigations take approximately 18 months to conclude, he said.   MCAD does not make public pending investigations, Harrison said. School Committee member Mark Costa responded to the City Council s criticisms in an emailed statement:
