The Victorian taxpayer will be forced to foot the legal bill over a failed challenge to its COVID-19 curfew.  Mornington Peninsula cafe owner Michelle Loielo launched legal action against the government claiming lockdown restrictions caused a 99 per cent drop in her revenue.
