reporter: this is 180-degree shift from the obama administration and i suppose better late than never. it s going to be a lot harder for the united states and its allies now are to affect the outcome in libya than if we had acted a couple of weeks ago when moammar gadhafi had the momentum going against him. megyn: did we wait too long? absolutely. we could have affected this with a lot less force, a lot earlier. the idea that we had to wait for the arab league for wait for somebody else is simply wrong. when the united states acts it forces others to think about the consequences. there might have been some rumbling. let s face it egypt doesn t want moammar gadhafi to proceed veil. tunisia doesn t want him to proceed veil. the monarch keys in the arabian pennsylvania who he tried to assassinate over the years doesn t want him to prevail. we were going to get arab support all along. megyn: why the foot dragging? they said they didn t want it to
i think this is something we should have taken action on weeks ago. it s embarrassing that we are following behind britain and france but better late than never. let s hope that we can get our act together before moammar gadhafi prevails. megyn: do you think we waited so long that we endangered the troops who we are now empowering to go over there if this u.n. resolution passes to take care of the jobs? i think this is largely a question of air power. i do think they are at somewhat greater risk. i have great confidence in our military being able to do this in the safest possible way. it s more a question of the destruction and risks to the combatants on the ground. the rebels are pushed back into defensive positions. moammar gadhafi is going to move as aggressively as he can in the next 28, 48 hours. the risk is to the libyans that we ve left to their own devices. megyn: ambassador john bolton thank you so much for being here. fox news alert, just told you moments ago that the presi
nations security council moments from now will take under consideration a draft resolution that would authorize a no-fly zone over libya, and now we are hearing that it will also authorize, if it is approved, quote, all necessary measures to protect civilians under threat. earlier in libya they were calling for a temporary cease fire to give the rebels a chance to surrender. where does that sound now? rick leventhal streaming live from the libya- egypt border. reporter: i think it s unlikely that the rebels will lay down their arms as moammar gadhafi says he wants them to. they say they are digging in and well fortified in the second largest city of benghazi and are ready to fight. i can tell you at the border no sign of any mass exodus. any opposition fighters that are dug in are staying dug in. even the rest of the people seem to be staying on the libyan side of the libya-egypt border. i want to play you a sound byte,
