Scearce appointed to DSS Board after testy exchangeBy DIANA MCFARLAND Star-Tribune Editor The appointment of Jim Scearce to the Pittsylvania County Department of Social Services Board was approved 4-3 after a testy exchange between Board of Supervisors member Ron Scearce and Chairman Vic Ingram. The vote, however, was not along the typical 4-3 split that has developed since January. In this case, Vice Chairman Jessie Barksdale broke rank and voted in favor of the appointment, along with Ron Scearce, Chatham-Blairs District Supervisor Bob Warren and Staunton River District Supervisor Tim Dudley. Jim Scearce is Ron Scearce's brother. Ingram took an immediate stand against Jim Scearce's appointment. Ingram said Jim Scearce has come to board for the past several months, attacking the Board and him personally. Ingram said Jim Scearce has made outbursts on two occasions and once had to be removed. Scearce was removed from the April meeting when he spoke out of turn after Ingram announced he was appointing himself as Board liaison to the DSS Board. Jim Scearce has been a frequent speaker during Supervisors' meetings since January, mostly criticizing the Board for firing former County Administrator David Smitherman. Ingram said Jim Scearce was "confrontational," and confronted him and his wife at a God's Pit Crew banquet. Ingram said that now that he's on the DSS Board, he doesn't see having Jim Scearce on it also as a positive development. Ron Scearce said all he cares about is accountability and transparency and that he's putting his brother on the DSS Board to "make sure someone is watching you," and referring to Ingram. The back and forth exchange continued between Ron Scearce and Ingram. Finally, Ingram said, "If you could ever let go of David Smitherman we would all be better off." Ron and Jim Scearce have been unwavering supporters of the former county administrator who was publicly fired in January. Ron Scearce said he had to quickly find a replacement for Patricia Evans, as she did not want to be re-appointed. He also pointed out that there was no "taboo" in appointing a family member to a board as it has been done in the past. In an interview with the Star-Tribune, Jim Scearce said he would be an asset on the Board, given his experience in the U.S. Air Force, as well as with God's Pit Crew and the Boys and Girls Club.
