in custody after the incident at ronald mcnair discovery learning center. this happened this evening. authorities say the suspect made demands upon entering the building. all of the students have been accounted for. many of the students were evacuated to a walmart not very far from this campus. you see the tremendous activity in the parking lot at the school. this is decatur, georgia. it's in dekalb county, just outside the atlanta area. the students there started back from their summer break a week ago yesterday. here is the image that we are all watching right now. i can't stress enough how thankful everyone is that there are no injuries reported. but this all brings into perspective the conversation, the ongoing conversation about school safety, who has access to these students, who's able to get inside of the school, and in this circumstance, the individual who reportedly was able to get near or inside the school and who was armed at the time. you see what appears to be, if you look closely at your screen, some emergency vehicles in this huge parking lot and a number of school buses right now. this is the area where the school -- the students had been taken for their safety as the school was evacuated. we can imagine authorities are inside right now making sure that it is truly an all clear despite the report that one individual, one suspect has been taken into custody. you see a lot of activity. you can imagine the parents in this area seeing is or hearing this on the local news that a man was arrested or shots had been fired at this school and rushing. all of this bringing memories to everyone's mind from newtown and on as this ongoing conversation of school shootings and school safety stays in the forefront. we'll continue to follow this breaking news. right now, no injuries reported. the gunman is in custody. a number of parents, students huddled in this area where the students were evacuated, as many as 800 students attend this school. we're not exactly sure how many were there at the time. you see for yourself in looking at these live images, quite a few people now at the scene. we'll bring you the very latest on what's happened there. at one point, the s.w.a.t. team was on the scene as reports were that shots had been fired. this individual now in custody. also today, the news nation is following another no-show at work for san diego mayor bob filner. filner and his lawyers are back in meetings with city attorneys. the embattled mayor was seen leaving that same downtown law office for settlement talks yesterday, the same day many expected him to return to city hall. despite the serious allegations of sexual misconduct from now 16 different women, filner still has some supporters. many of them showed up for a rally organized by the group that supports bob filner. nbc's joe fryer joins me live from san diego. the obvious question is, how long can this go on? we know nbc news has been able to confirm there's some type of negotiations going on. what do you know? >> reporter: yeah, what we know is there is a second day of mediation taking place. an hour and a half ago we saw the mayor's suv drive into that building, into the garage where the mediation was taking place yesterday. around that same time we saw the city attorney and two city councilmembers also enter that building. they confirmed that the mediation is continuing for a second day, but they couldn't provide anymore details on how things were going, what exactly was being discussed or how long this might last. that's because the mediator, a retired judge, is asking everyone to refrain from disclosing any of those details publicly, which is pretty typical in a mediation like this. there was no sign today of attorney gloria allread or her client, who's accusing filner of sexual harassment. they did attend yesterday's mediation but said that they would not be returning today. now, there are a lot of moving parts presumably in this mediation. first and foremost is filner's future as mayor. there's also the lawsuit against him in the city surrounding the sexual harassment allegations, but then there are also other investigations into filner not tied to these sexual harassment allegations. that may or may not affect this mediation. so a lot of moving parts making it unclear exactly how long this mediation could last or whether they can reach any sort of conclusion about filner's future and a settlement in the near future. tamron? >> all right, joe. thank you. joining me live is fran seen buzzby, the chairwoman of the san diego county democratic party. thank you so much for joining me. you heard our report there. no one is clear how long these mediations will continue. what do you know is happening behind the scenes there with filner? >> well, you know, i don't know too much more than you do behind the scenes. the judge has asked the attorneys not to disclose anything. having talked to other people and other attorneys recently, they said there are an awful lot of players in this, and it will take time to work it out. so i personally, from what i gather from them, am not expecting any decisions in the near, near future. >> how is it possible that the mayor would be able to return to his job given the number of allegations, the distractions, the cost? do you believe that he is capable of going back to work while this plays itself out? >> well, that's why the san diego county democratic party took a vote a few weeks ago to ask the mayor to resign because we do think that with his legal issues and with the personal issues that he's dealing with, it is not going to be possible for him to carry out the responsibilities and duties of what we have in san diego, which is a very strong form of government. for the sake of san diego, you know, we're glad to see these negotiations are going on because we do think that a resignation is certainly an easier route for the city of san diego than the recall route because that is very difficult. >> what do you believe is motivating the mayor at this point to hang on to his job? >> well, you know, as the mayor, he does have some negotiating power here. he can remain in this job as long as he will choose to because there is no other way to remove him over other thempveem this recall. >> all right. thank you very much for the latest. we'll see what happens as these negotiations or mediations continue. fran seen busby, the chairwoman of the san diego county democratic party. thank you for your time. another breaking news story, this one out of new york city where a taxicab actually jumped a curb and plowed into a crowd of people near rockefeller center. that's an area not far from our studio and also frequented all year round by millions of tourists. the cab apparently hit one person, a person visiting from the u.k. and severed that woman's leg. dr. oz rushed to the scene to assist in aiding this woman. police say at least one other person was injured. there are reports that the taxi attempted to swerve or make a turn and avoid a bicyclist. as a result, this horrifying scene playing out not very far from here. you see where the taxi landed and a woman was seriously injured in this incident. the white house is denying reports that the obama administration has suspended aid to egypt. rather, white house spokesperson josh earnest insisted in the past hour that a review ordered by the president last month is still in progress. >> published reports to the country that suggest that assistance to egypt has been cut off are not accurate. >> so the white house spokesperson did say president obama will meet today with his national security team to discuss egypt and aid issues as part of a regular series of meetings. meantime in egypt, the supreme leader of the muslim brotherhood has been arrested as part of a crackdown on protests against the ouster of the president and muslim brotherhood member mohamed morsi. a court hearing is now scheduled for tomorrow on whether hosni mubarak will be released from prison. nbc's ayman mohyeldin in cairo for us. a lot to get to. seems to be a significant change here. >> reporter: it was. the arrest was certainly not a surprise, given the fact he was wanted by authorities here for the past several weeks. he is accused of inciting violence, particularly inciting his protesters to commit violence and acts of murder. there are several other leaders also on the run. the organization right now is in disarray. despite that, they did make an announcement today replacing him with an interim leader. that leader sr. actually even more hawkish. he's expected to even strike a slightly hard tone within the ongoing crisis here in the country. so you can expect that the muslim brotherhood is not backing down. in fact, they've been insisting all along they will not cower to this military dictatorship. they will continue to organize protests. now that it has an interim leader who's more hawkish, there are still concerns that the group may try in the coming days to create more unrest or civil disobedience. tamron? >> all right. thank you very much, ayman, for the live report. i want to get our audience back to this breaking news story out of the atlanta area where hundreds of students were evacuated after shots were fired and an individual taken into custody at the scene of a school. we have on the phone dory tony. she's with the atlanta journal constitution. are you there? >> yes. >> what do you know regarding this incident? >> what we know is that it's been confirmed that shots were heard inside the school. no one was reported injured. the school was evacuated and students were taken to a nearby walmart, which is at i-20 and gresham road in dekalb county. the students there are meeting with their parents. i just got a call from one of my photographers who is at the walmart. he says the scene is that there are several hundred -- there are hundreds of people at the walmart. cars, as you can imagine, are going in and out of the park lot. lots of foot traffic. >> about 870 elementary kids attend this school. all have been accounted for. school started a week ago yesterday. what do we know? what can you tell us at this time? have you been able to find out information regarding the security at this school? is this a school that has metal detecto detectors? >> we do not have that information about security at the school at this time. >> now, there are reports that this individual who was armed was able to get into the school, and he had some demands. do we know anymore regarding these demands that were made once he was able to get into that school? >> no, we do not know anything about that. >> okay. but right now, as you pointed out, the parents and individuals are at a nearby walmart. is that where they're reuniting parents with their children? >> that is correct. >> and this is an elementary school? we're talking kids as young as, what, 10 years old? is that the complete level? does this include middle school students as well? >> i'm not sure about that. the name of the school is the ronald e. mcnair discovery learning academy. >> all right. thank you very much. we're going to go to wxia. this is the local affiliate talking with parents right now who are being reunited with their children. let's listen in. >> it's a matter of gathering all the children together and getting them over here. you have children in the school as well? >> i have two. >> how old are they? >> 8 and 6. >> have you heard anything about where they are? >> my husband is up there at the school right now. he said they're waiting for them to clear the streets out. once they do that, they're going to bus them down. >> you just spoke to your husband on the telephone? >> i just spoke to him on the phone. >> we wish you all the best. >> they're going to be okay. >> that's the latest from the walmart parking lot. >> again, this is wxia, the affiliate there in it the parking lot of the walmart, which is very close to this elementary school. it was evacuated. this all happening within the past hour. according to police, an individual was able to enter that school, an armed individual, and at some point shots were fired. the gunman arrested, no injuries reported. the school, like so many others, just opening after summer break. this does bring back into perspective the ongoing conversation of school safety and how to keep children safe while they are at school. we'll continue to follow this breaking news story. also ahead, prosecutors in the ft. hood shooting trial rest their case and turn it over to nidal hasan, who's representing himself. what will he say after admitting he was the gunman in opening statements? [ doorbell rings ] ...and let the good life in. welcome back. major nidal hasan, the man on trial for the ft. hood massacre that left 13 people dead and more than 30 other injured, will begin presenting his case tomorrow in a texas court. hasan is acting as his own defense attorney. military prosecutors have just rested their case after two weeks of testimony. hasan has kept mostly silent so far during the trial. he is charged with 13 counts of murder, 32 counts of attempted murder in the rampage shooting nearly four years ago and could either face life in prison or the death sentence. charles hadlock is in ft. hood. if major hasan will call witnesses to the stand and if some of those will be people he's admitted to shooting, what do we know about witnesses tomorrow? >> reporter: well, he had two witnesses on his list. he's taken both of them off. both were psychiatrists who had dealings with major hasan over the years. he's removed those from the list. there are no witnesses, apparently. as he begins his defense tomorrow, the judge cautioned him that as his own attorney, he will have to ask himself questions, if he does, indeed, go on the stand. many here believe that he won't take the stand tomorrow, that he'll simply pass on that, just as he's passed on questioning a number of the key witnesses in this trial, tamron. >> charles, there's also the concern by some that tomorrow nidal hasan will use this opportunity to espouse his views and go in on what he's already said was the war and he was on the wrong side, meaning when he was representing the united states as a major, that he'll try to use this as a way to get his views out. the judge warned him against that behavior. >> reporter: he did get warned about that. in fact, if he is going to do a statement like that, it will probably be during sentencing. tomorrow, as he presents his defense, he'll have to stick strictly to the facts of this case. there's a mountain of facts. there are more than 700 pieces of evidence, including more than 215 shell casings from major hasan's gun. there are more than 80 witnesses that the jury panel heard from. he'll have to stick to the facts. in that regard, he doesn't have much to say. if he does, he'll have to question himself. that will be a very bizarre thing to see tomorrow. >> all right. thank you, charles. court resumes tomorrow at 9:00 a.m. central time. thank you. coming up, three teenagers who police say murdered an australian exchange student because they were, quote, bored. they are expected in court within a few hours. we'll get the latest on this case. >> plus, attorneys for glen greenwald's partner now threatening legal action over his detention at london's heathrow airport. why british officials say they had good reason to detain him. "the guardian" editor in chief said the destruction of the computer hard drives contain information provided by whistleblower edward snowden and allowed the paper to continue reporting on the allegations. what do we know about this information? >> we don't know a lot because he's quite rightly keeping tight lipped on what he and the government have discussed. but what we are seeing is, you know, government intervention on perfectly valid journalistic activity. the guardian worked with the government to ensure that no, you know, national security items that could be of danger to national security were published. but we do understand that there is a continued pressure from both the u.s. government and the u.k. government against whistleblowers and leaking when it comes to some of the georgia, that's under evacuations after a gunman was arrested at this school. it's the mcnair discovery learning academy. it's pre-k through fifth grade, about 600 students. this is the staging area where parents will be reunited with their children. the kids all evacuated from the school. school actually just back in session a week ago yesterday. authorities say no injuries, thankfully. the gunman is in custody. apparently this individual, according to reports, went inside the school armed, made demands wanting to speak with a local television station as well as police there. shots were exchanged, according to reports. no one injured. parents have been praying in this parking lot, a number of them gathered here and started praying, thankful that no injuries were reported. we'll continue to follow developments and more on why this man according to police walked in arms and fired shots in this elementary school in decatur, georgia. a headline by our nbc news first read team today says blame canada. that's after texas republican senator ted cruz forced to give up his citizenship with canada. he says he will give it up following a report by the dallas morning news this week that he has dual citizenship because he was born in canada. he said, quote, i will renounce any canadian citizenship. nothing against canada, but i'm an american by birth. as a u.s. senator, i believe i should be only an american. cruz released his birth certificate this week, verifying previous claims that he's american because his mother is american, although his father is cuban. joining me live, mark murray. mark, this reads quite simply. ted cruz said he did not know he had dual citizenship until it was pointed out. but you have some old favorites like donald trump, names that got a lot of sicirculation, who are saying this may not be good enough. >> tamron, first of all, it's worth noting that if you thought that ted cruz wasn't thinking about 2016, well, think again. how quickly this escalated where he didn't know he had dual citizenship then puts out a statement showing he wants to renounce it shows he's thinking about a higher office. yes, this could be something that potentially ends up plaguing ted cruz if he makes a presidential bid and people try to tie him to canada and being born in calgary. of course, this is just what happens in presidential politics. people go after everything substantial and sometimes things that aren't so substantial. but it would be one thing he would have to answer and deal with. you're seeing him deal with it right now. >> yeah, and he's putting out this information, even the tongue and cheek, no offense against canada line, here. but it does, i think, pull away some of the smoke and mirrors on his intentions and what he's looking at. >> oh, most definitely. and of course if you are from canada and you're watching this, you might have your feelings hurt just a little bit on how quickly that somehow being canadian is very bad. but, you know, early on msnbc, jory reid was differentiating ted cruz and president obama. a lot of that criticism, there was a sense of otherness of president obama being born in kenya, which was seen as more sinister than someone who was born in calgary, canada. so i think those are two very big differences. one other point, if ted cruz does run for the presidency and becomes president, the only time that people could even look into whether he qualifies for being natural born and the requirement is once you're in the oval office. so he can run for president. there could be no courts who end up looking at this. all it would take would be one lawsuit from somebody if ted cruz one day becomes president in 2017 or beyond. >> all right. thank you very much, mark. pleasure having you on. the head start program has just been hit with the worst cuts in its nearly 50-year history. this fall more than 57,000 low-income children will be denied a place in the program because of federal budget cuts. the cuts, a result of sequestration, slash $400 million from the federal program. a significant chunk of its $8 billion budget. 18,000 head start employees will also be laid off or see their pay reduced. around the country administrators have been trying to cut costs in ways to keep slots open for children, but it hasn't been enough. some head start programs have used lotteries to decide which preschoolers will be in and which will be left out. >> she's reading off this name, and you're just waiting, waiting and praying for her to read your name. like, she hasn't said my name yet. then you get down to the end of the name and they tell you that's it. it's a shock. it's a shock. >> joining me now, amanda turkle, and the chief operating office of the childcare resource center in l.a. thank you, both, for joining me. that parent we heard from was actually from a piece that we ran several months ago by kristen welker. she did several interviews in anticipation of these cuts, and parents were greatly worried. here we are now at the reality of what's happening to these preschoolers when information and data prove that head start does make a difference. >> yes, it does. we serve 1500 children, 3 and 4-year-old children. we did have to give up 70 spaces, which also included 12 staff who lost their jobs due to the sequestration cuts. once again, we're finding that young children and families are often held hostage by budget cuts. i look at this as a lost opportunity. the kids who graduated last year are going on to kindergarten. this is 70 children who would have had the opportunity to go to a school readiness program to learn their numbers, to learn to read, to learn how to behave in a classroom. they also lost the opportunity to have dental screenings and vision screenings and hearing screenings and nutritious food. >> what do you tell parents who come in and they're wondering? it's serious when someone losing their job. that's one issue you have to deal with. as you pointed out, you've got to then tell these parents this is an opportunity that their child won't have. >> it's unfortunate. this is a fact of life. part of what we do in head start is teach parents to advocate for their children. so we will tell them to -- where to write letters and to talk to their congressmen about this. there's really no place to send them. the head start families are the poorest of the poor. in some ways, becoming a head start student is like winning the lottery of early care and education. there's nothing like it for low-income children in los angeles county the way there is with head start. >> amanda, let me bring you in. part of the sequester, which we've all said this line over and over, is it was supposed to be so bad that both sides would come up with a deal and we wouldn't see this. the follow-up or the dot, dot, dot to that, it seems, that many of these programs are for the poorest and those in the most need who see the suffering. in this case, it is head start. some of the cuts, quickly, california has the largest reduction in students, now serving 5600 fewer children. texas, my home state, 4400 fewer children. new york, 3800. pennsylvania, 2800. ohio, 2700 fewer children who will be served as a result of these cuts. >> right. i mean, the transportation security administration had its sequestration. it received a fix from congress because all these lawmakers were waiting in long lines at airports. their constituents, who were wealthier business people, all were complaining and didn't want to wait in long lines. but for programs like head start and meals on wheels, these are programs congress doesn't take advantage of it. they don't know how bad it is when your kid can't take advantage of head start or get their meal to their home. so these are not getting the fixes. there just isn't the same urgency. >> yeah, and, you know, for example, the palm beach board of county commissioners, they actually voted to eliminate bus service for 2300 children in head start to avoid cutting slots. now you have all of this wheeling and dealing where the head start programs like ellen's will have to make these tough decisions while those people in washington and the beltway don't realize what's happening at this critical time, amanda. >> and it has an effect on parents too. if your child can't go to head start, you may have to take off of work. you may not be able to work anymore because you have to take care of your children. or you may have to cut costs somewhere else, take a second job because now you need to pay for really expensive day care that you can't afford. >> obviously for those people who believe that the sequester has not had an effect on lives, they can look at these numbers and see that it has. thank you, both. we really appreciate your time. another story we're following, three oklahoma teenagers who police say murdered an australian exchange [ engine revs ] boat protection people love. now, that's progressive. call or click today. welcome back. three teenagers are scheduled to appear in court this afternoon in oklahoma to face charges. they killed a college baseball player from australia because they were, quote, bored. christopher lane was attending college on a baseball scholarship and was shot and killed last friday while jogging in the town of duncan, oklahoma, where his girlfriend and her family live. the suspects under arrest are aged 15, 16, and 17. >> as was stated by the 17-year-old, we were bored, we had nothing to do, we decided we'd kill somebody. >> christopher lane's parents reacted to the devastating news from australia. >> just so pointless. >> we're lucky that he was here for that period of time. >> joining me live now, investigative crime reporter michelle sagona. michelle, so many things to discuss here. first, the 15, 16, and 17-year-olds have not been charged as adults, so we cannot show their pictures until they are. but their words, at least according to police, their motives, absolutely chilling. what have you learned from authorities? >> you know, within the last ten minutes, tamron, i just got off the phone with the cap pain of the duncan police department, who told me that these teens may have wanted to be a part of a gang. as a matter of fact, those teens are tied to another group of not only teens but also adults that were part of some alleged convenience store robberies in the area over the last few months. so this may have been a part of something bigger. what i've also been told is that not all three of the teens have actually made statements. although, the police chief says the oldest one has alluded to some things. the other ones may not have spoken yet. i also spoke with the district attorneys office within the last hour. those formal charges are supposed to be brought down today. probably happening right now as we speak with one another. all weekend long the teens were held in the local jail. >> as we understand, district attorney expected to file first-degree murder charges. police say that the suspect saw christopher go by, and one of them said, quote, there's our target. now, there have been some calls for australian tourists to boycott the u.s. in the wake of this shooting, this coming out of australia. we're learning more just about christopher's life. you heard his parents, just devastated. what do we know about his life in oklahoma? >> you know, he was here on a scholarship, had a girlfriend. his girlfriend had spoke out just a few days ago and said that they were visiting australia before they came back over here. they had slept for a couple of days, getting used to the time change, when he woke up and went out for a run. just as you mentioned, was allegedly targeted by those teens. those teens were taken down by the duncan police within hour. you figured this happened around 3:00 on friday, within just a few hours, because of surveillance, because of the good police lookout, because investigators were out there looking, and also because a tipster called police and said, they were receiving threatening messages from possibly, allegedly these same three teens. as police were going out to check that out, they found those three teens in a parking lot and took them down. and that's when they were arrested. >> all right, michelle. thank you very much. again, one of the correspondents of my upcoming show "deadline crime" on discovery i.d. premiers september 1st. absolutely heartbreaking. thank you, michelle. today's "news nation" gut check is up next. hey linda! what are you guys doing? having some fiber! with new phillips' fiber good gummies. they're fruity delicious! just two gummies have 4 grams of fiber! to help support regularity! i want some... [ voice of dennis ] ...safe driving bonus check? every six months without an accident, allstate sends a check. silence. are you in good hands? the "news nation" is following developing news at the white house where a legendary team got a long overdue honored. the president celebrated the 1972 super bowl champion miami dolphins in a ceremony that just wrapped up. they were the only team to ever go undefeated in a single season but never got to celebrate at the white house. president nixon was wrapped up in the watergate scandal. however, not all the surviving team members made the trip. three are sitting out because they don't support the president. they all told "the south florida sun sentinel" they don't want to appear alongside president obama. one went on to say, i want to be careful because my mom said, if you have nothing good to say about someone, then don't say anything. but they are far from the first sports stars to skip out on a visit to the white house. we know that just recently it was tim thomas, he posted on his facebook that he didn't want to meet the president. at the time he was with the bruins. he said he wanted to skip. the list goes on and on. larry bird skipped out because of reagan. james harrison skipped out on two ceremonies in 2006 and 2009, two different presidents there. so this is not unusual, but this does happen. >> yes, it does. and it's a mistake. it's something that's an annual tradition. the winning team of the super bowl or any other championship visits the white house. you can disagree with the president's policies, but you should respect the office. they should attend. it's a celebration. you know, if the three dolphins want to go and reminisce about their version of the good old days where ronald reagan took down the berlin wall with just his sheer will or get their pictures taken with richard nixon's presidential portrait, so be it. either way, they should be there. it's important. >> do these sports teams and owners get involved and try to diffuse this and make the point that you just made, this is an honor and not about the individual. go there and revel in this. >> to my knowledge, no, i have not seen any owner get involved. it is up to the individual. it's a voluntary activity, but it's important even 40 years later. the '72 dolphin, the best record in nfl history. they are role models. what kind of message are we children when we're telling people that if i don't agree with your personal going to ignore you? it's the wrong message. speaking of message, mercury morris apparently was interviewed by tmz and ask if he would have rather have met nixon. he said, quote, oh, please, man, no. didn't you see the nixon tapes? he may have called me a name, referring to the nixon tapes when you could hear the former president use the "n" word in those tapes. so this is ongoing. people will have a lot of opinions about it. thank you for joining us. we appreciate it. time now for the "news nation" gut check. a new rule for attending nfl games has women on the defense, you might say. starting this season, no large bags will be allowed in any nfl stadium. the ban was put to the test during monday night football. >> reporter: yeah, this new rule is really putting women on defense. we tend to love our very large purses, but if you're heading to an nfl game this season, this is what your carry everything bag is going to have to look like. the nfl has new rules this season, but they're being enforced not on the field by referees but at the stadium entrance by security. it's a ban on almost every type of bag, from backpacks to camera cases to diaper totes. yes, ladies, that includes all but the tiniest of purses. fans are scrambling to comply. at the monday night game, many were turned away. >> i found out about it online before i came to the game, and i thought my bag was the right size. >> reporter: taking a page seam i -- seemingly from the tsa playbook, a clear tote like this is okay. >> i'm not going to carry a zip lock bag and have a hefty bag at the game. >> reporter: the ban follows the boston marathon bombing but so far applies only to football, not major league baseball or the nba. >> i think in many ways this is predictable after an event like boston. it's important for these large public gatherings to have increased measures of security. on the other hand, this is more extreme than we've seen elsewhere. >> reporter: the move comes as the nfl is increasingly focused on the female fan. now almost half of pro football viewers. and the one who usually controls the checkbook. >> i think most fans, when they understand what it is we're trying to do, which is create an enhanced safety environment for our fans and speedy entry, once they understand that, they're generally supportive. >> reporter: it could be a tough sell. a woman's purse is her world. even the guys get that. cameras and by knock lars are allowed, but they can't be in their cases. this is the largest size bag that you can bring in. it has to be clear. it's the approved size by the nfl. if you don't have one, they sell them at most of the stadiums. back to you. >> we may have to start making clear bags, guys. money-making venture for somebody. what does your gut tell you? How Five Cities Tackled Eviction Amidst the COVID-19 Pandemic

The United States was facing a housing crisis long before the COVID-19 pandemic — one driven by high rental costs, a shrinking availability of quality housing, wage stagnation that has particularly challenged renter households and racial inequities embedded within the housing system. With evictions as one outcome of this crisis, pre-pandemic statistics estimate that one out of every 20 renters face an eviction each year, with the rate for Black renters more dire at one out of every 11 households. The long-lasting and damaging effects of eviction, and its disproportionate impact on low-income Black, Latinx, and Asian households, have only been exacerbated by the economic slowdown, surge in unemployment and health crisis resulting from the current pandemic.

0 power here. he can remain in this job as long as he will choose to because there is no other way to remove him over other thempveem this recall. >> all right. thank you very much for the latest. we'll see what happens as these negotiations or mediations continue. fran seen busby, the chairwoman of the san diego county democratic party. thank you for your time. another breaking news story, this one out of new york city where a taxicab actually jumped a curb and plowed into a crowd of people near rockefeller center. that's an area not far from our studio and also frequented all year round by millions of tourists. the cab apparently hit one person, a person visiting from the u.k. and severed that woman's leg. dr. oz rushed to the scene to assist in aiding this woman. police say at least one other person was injured. there are reports that the taxi attempted to swerve or make a turn and avoid a bicyclist. as a result, this horrifying scene playing out not very far from here. you see where the taxi landed and a woman was seriously injured in this incident. the white house is denying reports that the obama administration has suspended aid to egypt. rather, white house spokesperson josh earnest insisted in the past hour that a review ordered by the president last month is still in progress. >> published reports to the country that suggest that assistance to egypt has been cut off are not accurate. >> so the white house spokesperson did say president obama will meet today with his national security team to discuss egypt and aid issues as part of a regular series of meetings. meantime in egypt, the supreme leader of the muslim brotherhood has been arrested as part of a crackdown on protests against the ouster of the president and muslim brotherhood member mohamed morsi. a court hearing is now scheduled for tomorrow on whether hosni mubarak will be released from prison. nbc's ayman mohyeldin in cairo for us. a lot to get to. seems to be a significant change here. >> reporter: it was. the arrest was certainly not a surprise, given the fact he was wanted by authorities here for the past several weeks. he is accused of inciting violence, particularly inciting his protesters to commit violence and acts of murder. there are several other leaders also on the run. the organization right now is in disarray. despite that, they did make an announcement today replacing him with an interim leader. that leader sr. actually even more hawkish. he's expected to even strike a slightly hard tone within the ongoing crisis here in the country. so you can expect that the muslim brotherhood is not backing down. in fact, they've been insisting all along they will not cower to this military dictatorship. they will continue to organize protests. now that it has an interim leader who's more hawkish, there are still concerns that the group may try in the coming days to create more unrest or civil disobedience. tamron? >> all right. thank you very much, ayman, for the live report. i want to get our audience back to this breaking news story out of the atlanta area where hundreds of students were evacuated after shots were fired and an individual taken into custody at the scene of a school. we have on the phone dory tony. she's with the atlanta journal constitution. are you there? >> yes. >> what do you know regarding this incident? >> what we know is that it's been confirmed that shots were heard inside the school. no one was reported injured. the school was evacuated and students were taken to a nearby walmart, which is at i-20 and gresham road in dekalb county. the students there are meeting with their parents. i just got a call from one of my photographers who is at the walmart. he says the scene is that there are several hundred -- there are hundreds of people at the walmart. cars, as you can imagine, are going in and out of the park lot. lots of foot traffic. >> about 870 elementary kids attend this school. all have been accounted for. school started a week ago yesterday. what do we know? what can you tell us at this time? have you been able to find out information regarding the security at this school? is this a school that has metal detecto detectors? >> we do not have that information about security at the school at this time. >> now, there are reports that this individual who was armed was able to get into the school, and he had some demands. do we know anymore regarding these demands that were made once he was able to get into that school? >> no, we do not know anything about that. >> okay. but right now, as you pointed out, the parents and individuals are at a nearby walmart. is that where they're reuniting parents with their children? >> that is correct. >> and this is an elementary school? we're talking kids as young as, what, 10 years old? is that the complete level? does this include middle school students as well? >> i'm not sure about that. the name of the school is the ronald e. mcnair discovery learning academy. >> all right. thank you very much. we're going to go to wxia. this is the local affiliate talking with parents right now who are being reunited with their children. let's listen in. >> it's a matter of gathering all the children together and getting them over here. you have children in the school as well? >> i have two. >> how old are they? >> 8 and 6. >> have you heard anything about where they are? >> my husband is up there at the school right now. he said they're waiting for them to clear the streets out. once they do that, they're going to bus them down. >> you just spoke to your husband on the telephone? >> i just spoke to him on the phone. >> we wish you all the best. >> they're going to be okay. >> that's the latest from the walmart parking lot. >> again, this is wxia, the affiliate there in it the parking lot of the walmart, which is very close to this elementary school. it was evacuated. this all happening within the past hour. according to police, an individual was able to enter that school, an armed individual, and at some point shots were fired. the gunman arrested, no injuries reported. the school, like so many others, just opening after summer break. this does bring back into perspective the ongoing conversation of school safety and how to keep children safe while they are at school. we'll continue to follow this breaking news story. also ahead, prosecutors in the ft. hood shooting trial rest their case and turn it over to nidal hasan, who's representing himself. what will he say after admitting he was the gunman in opening statements?
