Debt-service costs are increasing as a percentage of the budget. Though this is increasing at a lower rate than previously predicted which will reassure the ratings agencies the size of the total debt is heading for an enormous R5.23 trillion by 2023/24.
Those debt costs are slowly edging out social spending. In 2019/20, debt-service costs (R205bn) were less than spending on health (R222bn) and social development (R285bn), but by 2023/24, debt-service costs (R339bn) will be higher than spending on both health (R245bn) and social development (R325bn).
Public service move welcome but badly timed
The government’s move to consult stakeholders about professionalising the public service is welcome, but comes at a very difficult time, the Public Service Accountability Monitor says. The PSAM was responding to the announcement by Minister for the Public Service and Administration, Senzo Mchunu, of a two-week public consultation process next month on this topic.
In December the draft National Implementation Framework towards the Professionalisation of the Public Service was published for comments.
The Framework recommends that the public service be merit-based and insulated from party politics. Among the elements it proposes are critical to professionalising the service are pre-entry recruitment and selection within the public service; planning and performance management, and continuous learning and professional development.
The council has outlined its strategy for housing people with a disability in the county.
The council s Strategic Plan for housing people with a Disability 2016-2021 has been prepared by the Fingal Housing and Disability Steering Group.
The preparation of this Plan takes cognisance of the National Housing Strategy for People with a Disability 2011-2016; the associated National Implementation Framework; the UN Convention on the Rights of Persons with Disabilities; the Disability Act 2005; a review on those living in Congregated Settings; and the Social Housing Strategy 2020, among other reports.
The primary objective of this Strategic Plan is to facilitate easier access for people with a disability to a wide range of housing, appropriate to their needs.

Integrity testing for aspiring civil servants and external experts in interview panels for the positions of director-general and deputy director-general are some of the measures proposed to professionalise the public service.
This is contained in the National Implementation Framework towards the Professionalisation of the Public Service, which was gazetted for public comment on Christmas Eve. The deadline for comment is 26 February 2021.
According to the framework, professionalising the public service starts with recruitment, and with the introduction of measures right through from induction, planning and performance management, continuing learning and professional development while in the job, and plotting proper career paths in the public service.
