As we seek to defeat Islamic State and other terrorist groups, the u. S. And its gulf arab partners have taken significant steps to stem the flow of funds to terrorist groups over the past 15 years. However, despite the various measures and regulations put in place, terrorist organizations continue to generate and come from the region to finance their activities.
