The right to vote is a fundamental human right and essential for a well-functioning democracy. The principles of universal, equal, free, and secret ballot form an integral part of the fundamental right of persons with disabilities to vote. The Constitution of Nepal guarantees that persons with disabilities shall have the right to participate in state bodies on the basis of the principles of inclusion.
