(Breeze photo by Nicole Dotzenrod) LINCOLN – Under cover of darkness, an unidentified suspect entered City Hall in Norwich, Conn., one evening in 1994, crudely cutting a portrait of Abraham Lincoln from its Victorian frame before making off into the night. The frame sat empty across from the Norwich city manager’s office for more than a decade; a solemn reminder of the unsolved crime until 2011.

Most significantly, Cobble Hill Road will be completely reclaimed and reconstructed, from the Lincoln/Pawtucket line to Francis Avenue. Town Engineer Leslie Quish said the state of the pavement after Francis Avenue is in “much better condition,” and that Cobble Hill turns into a state road a bit further on before it intersects with Old Louisquisset Pike. “We’ve done that particular section before, but this is a road that experiences frequent potholes. The Department of Public Works is constantly over there,” said Quish. “This will be a much needed-improvement for that road.”
