reporter: the ntsb and the fair force are now investigating what caused this horrific tragedy. mary bruce, abc news, washington. it was the wettest day in the city of abilene s history. more than eight inches of rain fell on central texas smashing a 87-year-old record resulting in flash flooding. the fire department said all of its units were rescuing people from the rising water. it was an unusual scene on the streets. fishermen cast their lines because fish were swimming in the floodwater. a dangerous scene in utah. flooded roadways nearly cost an officer his life. in an instant, he went from rescuers to victim. an out-of-control car skidded and hit the one that had already been in an accident. the officer was hit by the first car, then pinned under it. firefighters responding to the first accident got him out quickly. he has several broken ribs but he is expected to recover. wow, that is hard to watch.
