New Jersey’s bid to be the hub of an offshore wind industry could falter over questions about how to use lucrative federal tax credits aimed at bolstering the sector, according to a new report. The analysis, conducted by the Sweeney Center for Public Policy at Rowan University, suggests offshore wind projects may be delayed due to soaring costs encountered by the manufacturer of huge monopiles, which serve as the underwater foundations for the wind turbines.
