Daily News Staff and News Services Framingham City Council Chairman George King’s next weekly one-on-one meeting with Mayor Yvonne Spicer will have a broader audience.   On Tuesday morning, School Committee Chairman Adam Freudberg, Superintendent of Schools Robert Tremblay, the schools’ Executive Director of Finance and Operations Lincoln Lynch IV and city Chief Financial Officer Mary Ellen Kelley will join King and Spicer to discuss the administration’s proposal to cut the schools’ budget by hundreds of thousands of dollars to help plug a hole in the city s water and sewer enterprise funds.    Freudberg said he hopes the meeting will give the parties a chance to “start from scratch.” And Tuesday s conversation will likely lead to many more.
