View Comments ASBURY PARK - The city s Equity Committee called on Asbury Park City Council to create a civilian complaint review board, answering a longstanding demand from community leaders who say the police department needs independent oversight. The Equity Committee presented the recommendations it developed after six months of researching Asbury Park Police Department policies and talking with residents about their concerns.  The recommendations for police reform include:  Create some sort of civilian review board. The Equity Committee recommended the city create the review board. The committee suggested the city conduct further review on what the structure and scope the civilian review board would have, including whether it would have subpoena powers. The Equity Committee also suggested the city look at measures making its way through the New Jersey that would make civilian review board mandatory in all towns.
