Several health districts, counties, and legislators have criticized Governor Inslee s Roadmap to Recovery re-opening plan, saying Eastern Washington region is too large to fairly allow communities that have low COVID-19 numbers to move forward.

Washington Governor Jay Inslee’s Roadmap for Recovery has drawn rebuke from some Republicans, Democrats and local public health districts from both sides of the state.
Leaders at the Tri-County Health District, which covers Stevens, Ferry and Pend Oreille Counties, have written a letter to the governor asking him to reconsider some portions of the re-opening plan. Whatcam County and Washington State Association of Counties have also contacted the state to share their concerns.
Healthy Washington - Roadmap to Recovery Plan, which create a new two-phase, regional framework of business reopening and social distancing rules to handle the ongoing COVID-19 pandemic. The new Proclamation became effective January 11, 2021, and does not expire until the end of the COVID-19 State of Emergency.
This new framework replaces Washington’s previous Safe Start Plan, which used a four-phase, county-by-county approach.
The Healthy Washington Plan divides the state into eight regions. Each region begins in Phase 1 until metrics based upon community disease levels and health system capacity justify a move to Phase 2. If a region moves to Phase 2 and regresses, it can be moved back to Phase 1. There is also a chance that new phases could be added.
