屏東市長林恊松涉貪一審被判刑，屏東縣政府將依法停職，並指派代理市長，已2度擔任市政「救火員」的國民黨籍老議長程清水，是否會3度受託代理市長，也備受關注。依據地方制度法規定，直轄市長、縣（市）長、鄉（鎮、市）長、村（里）長，因觸犯貪污治罪條一審判處有罪者，應停止其職務，林恊松被判刑所引用法條為貪污治罪條例第5條第1項第2款，已構成停職條件，縣府將依法停職，並指派代理市長。
