Advanced Placement classes and Pell grant-funded college classesare two ways that bright, low-income high school students can earncollege degree credits. But AP classes are costly for the schooldistrict, may duplicate existing community resources, and can reachrelatively few low-income students while Pell grants arecost-effective, offer more course variety, and can serve a greatnumber of needy students.
