The committee on agriculture passed out a bipartisan bill in the last congress and it was never brought before my republican friends. This year the Committee Also passed out a bipartisan bill that was brought to this floor. It could have and should have been passed with a bipartisan vote. Not because i agreed with all of it, but because it was appropriate to have a bill to go to conference with on this important subject.
