governments that the justice department had discovered tons of election fraud in states that biden had won. and so republican-led legislatures in those states should probably just go ahead and replace the biden electors with trump electors on the advice of the u.s. department of justice. at the center of mr. clark s plan to undo trump s election loss was a letter. mr. donoghue, on december 28th, mr. clark emailed you and mr. rose, in the draft letter he wanted you to sign, and sin to georgia state officials. you testified that this could have, a quote, grave constitutional consequences. mr. donoghue, can you tell us what you meant by that? i had to read both the email and the attached letter twice to make sure i really understood what he was proposing. because it was so extreme to me, i had my hard time getting my head around it initially. but i read it and i did understand, it for what he intended. and i had to sit down and sort

americans, including those who might be inclined to come to washington on january 6th, that president trump s election fraud allegations were likely very real. the whole idea here, that this letter was intended to give a stamp of approval of the u.s. justice department to trump s made-up charge of election fraud. it would therefore give republican state officials whether they were super trumpy, maga officials or not it would give them cover. eight might even give them something of what they felt like was a duty to overturn election results in their states. where did this letter come from now? we got some surprise revelations on that today, some new clarity on that point exactly. the committee has also learned that mr. clark was working with another attorney at the department named ken klukowski, who drafted this letter to georgia with mr. clark. and mr. klukowski had arrived
