A new bill, "Lowering Obstacles to Achievement Now (LOAN) Act" was introduced Thursday by Representative Raúl Grijalva, House Education & Labor Committee Chairman Robert C. “Bobby” Scott and Higher Education and Workforce Investment Subcommittee Chair Frederica Wilson.
