Federal government pays the full freight. Obviously it is a humanitarian crisis. It is a tremendous problem for the nation to have all these undocumented children. You know, my first concern is the health and safety of these children. And we do have to look at that. I wanted to make sure as soon as they came across the border that we took care of their immediate needs, fed, clothed, housed, took care of any medical attention. Al think it made a lot of sense for maryland to try to bring more. We have taken ten times more per capita than any other state. I just dont think its fair to the taxpayers or to the children really to be bused thousands of miles away from their point of origin to be put into maryland. Its just did not make sense. Based on the aggressive timeline because again, theres already systems in play that will help us to move this along quickly but i also dont think the department of environment is going to if there are pharmaceutical companies who are genuinely working with us to comply, were not going to be hard core about the timeline in such a way that we make it difficult for them to implement this program. Our ultimate goal is to make sure that we implement the program and we are successful in implementing it and we have success in our pilot program. I lived in San Francisco for a number of years, for 18 years, i was a social worker and visited hundreds of people of frail older adults and elderly in their homes, and we saw thousands and thousands and thousands of drugs stock piled in their homes and they didnt know what to do with them. In my more recent past for the past 18 years, ive worked in Solid Waste Management and recycling in San Francisco and im aware of the needs of safe disposal for the public, and it needs to be convenient. For this legislation, and i just wanted to comment i know that the San Francisco chamber has made a request that we hold off on implementing the legislation until it goes through the court process, and unfortunately i will not able to honor that request. Clearly when this legislation in alameda was brought before the lower federal court and the 9th sir kit of appeals. We wont grant that request today, but i would like to offer two minor clerical amendments before we hopefully pass this legislation through for consideration to the full board, the First Amendment is on page 8 line 23 under the definition of producer. I would like to change the article to a, the article a, so it reads a wholesaler is not also the manufacturer. This will clarify that wholesalers are exempt as long as they dont manufacture the drug.
