released a report looking into a program striking the right balance between security and your privacy. chief correspondent mike emmanuel is in washington with the latest. reporter: hi, shannon. the oversight board voted to adopt over the surveillance programs. over all the information is valuable and effective in producing valuable foreign enteleigence information. reporter: here are the key findings. prism gathering digital information is clearly authorized by the statute and allowing collection as implemented. core of the 202 program targeting persons outside of the united states fits the fourth amendment and there is a large scope of incidental collection of u.s. persons communication. and the panel made detailed recommendations to approve the
