Richmonders face fines for being too loud

The current noise ordinance defines excessive noise as sound that exceeds 55 decibels, which is roughly the equivalent of light chatter and background music, from 11 p.m. to 7 a.m., and sound that exceeds 65 decibels, similar to loud talking, from 7 a.m. to 11 p.m. in residential areas.
