南投市藍田街市地重劃案位於市區精華地帶，土地每坪行情25萬元起跳，惟南投縣政府完成重劃半年以來，廣達3800餘坪、市場價值約10億的土地，迄今仍閒置未開發，致雜草叢生引發民怨，前民進黨南投縣黨部執行長曾琮愷不客氣表示，這無異是浪費公帑，值得縣府好好檢討。向來對縣政公共事務關心的曾琮愷說，此重劃案未執行前，包括日治時期及台灣光復初期的官方宿舍群，也都因缺乏管理致環境髒亂，還有淪為治安死角之虞，以致外界對於縣府透過重劃整頓環境的作法，多半給予支持。
