A bipartisan group of lawmakers is urging President Biden to include $3 billion in funding for technology it says would reduce American reliance on Chinese telecommunications equipment that could provide a back door for spying. The money would go to funds established by Congress last year to encourage more American companies to switch over to Open Radio Access Network (OpenRAN) technology. The technology is essentially the software version of the hardware components needed to connect phones within 5G networks.

ARM joins 60 companies in the Open RAN policy coalition to contribute to open, interoperable 5G network equipment and deployment
Chip designer ARM is joining 60 global companies as a member of Open Radio Access Network (Open RAN) Policy Coalition, a cross-section of telecom hardware, software, and mobile network service providers working with governments across the globe to support open and interoperable 5G RAN systems.
“For generations, collaboration has been the centre point for why ARM is used by 70% of the world’s population.
