Oregon House approves 9 police reform bills
They now move to Senate; several more bills awaiting hearings
SALEM, Ore. (KTVZ) The Oregon House on Monday passed nine bills aimed at tackling police reform and holding law enforcement accountable. This slate of legislation was championed by Rep. Janelle Bynum (D- Clackamas) and the Oregon legislature’s BIPOC Caucus. The legislation sets statewide expectations for behavior and character of police, offer training in life safety and community safety, and set Oregon on a new path forward to greater transparency, department management and community inclusion on public safety efforts, according to Oregon House Democrats, whose news release continues below:

Our Opinion: This seems like one of those instances in which very simple, very clear metrics exist to measure success or failure: Will the city see fewer shootings, fewer injuries, fewer deaths?
The Portland City Council has approved a new, multi-pronged, multi-bureau, coordinated effort to address gun violence in the city.
The April 7 vote included nearly $6 million in changes.
We applaud the effort and the idea of thinking outside the Portland Police Bureau for the solution. Will any of this help? Too soon to know. Will maintaining the status quo work? Absolutely not. So, this seems a good start.

A bill that would change how homeless services funds are distributed across Oregon to increase the odds that dollars go to people of color and other underserved groups was unanimously sent to the House floor Tuesday.
House Bill 2100 signals the first major change in more than 30 years to the state’s housing assistance network.
“This is an overdue conversation,” said Oregon Housing and Community Services Director Margaret Salazar. Following weeks of debate among supporters and opponents of the bill, there was little conversation among House Committee on Housing members prior to the vote.
