This submission is based on Human Rights Watch’s research on the use of chemical restraints in care settings carried out between 2016 and 2017 in the United States, between 2018 and 2021 in Australia, and as part of ongoing monitoring during the Covid-19 pandemic. It also draws on Human Rights Watch’s research in 2021 on lack of access to home and community-based support services in Russia.

The Australian government should end nursing homes’ use of chemical restraints to control the behavior of older people with dementia, Human Rights Watch said today.
