Department of Transportation Office of Civil Rights in response to a Title VI complaint said the Providence Multi-Hub Bus System proposal is too preliminary to be found in violation of federal anti-discrimination law. /PBN GRAPHIC/ANNE EWING PROVIDENCE – The R.I. Department of Transportation’s Office of Civil Rights says it is too early determine whether the state’s downtown transit proposal violates federal anti-discrimination policies.
