At the urging of the Federal Transit Administration, the MBTAopened the operation of its commuter rail service to competitiveprocurement. Ironically, as a result of this compliance, theAuthority was threatened with the loss of all federal funds andgiven no choice but to sign a three-year extension with the companythat offered the lowest-quality service at the highest price.
